SHANGHAI (Reuters) -China’s securities regulator said it would fully check securities firms’ financing needs after Huatai Securities Co Ltd proposed a share placement plan that would be one of the biggest in China’s brokerage industry.

The China Securities Regulatory Commission (CSRC) in a statement on Tuesday said it will fully pay attention to the necessity for, and rationality of, securities firms’ financing, as part of its vetting process.

The comments come as Huatai Securities, one of China’s biggest brokerages, said on Friday it plans to raise 28 billion yuan ($4.07 billion) in A-share and H-share rights issue.

The CSRC said it has noticed a “certain listed brokerage firm’s refinancing activity” and encourages brokers to focus on their main business, capital-saving and high-quality development.

Listed brokers should reasonably determine the financing plan and method, and safeguard the legitimate rights and interests of all types of investors, especially small and mid-sized investors, the regulator said.

The CSRC also said it supports reasonable financing for securities companies.

Huatai Securities did not reply to a phone call and an email seeking comment.

Shares of Huatai slumped 6.7% in Shanghai and 2.6% in Hong Kong as markets reopened after New Year holidays.

Huatai planned to use proceeds from the placement to replenish capital as well as for working capital, including for developing its margin financing and securities lending business and its fixed income, equity and over-the-counter derivative business, and also to fund subsidiaries.

There is a risk of dilution of returns after the placement as the company’s capital stock will increase, Huatai said, adding the share issue plan has to be approved by the regulator.

SEOUL (Reuters) – South Korea’s finance ministry said on Tuesday it was easing financial regulations on home buyers in most districts of the capital Seoul, in an effort to support the country’s sharply falling property market.

Among 25 districts in Seoul, only four will remain on the finance ministry’s “speculative area” list starting from Thursday, the ministry said. It currently consists of 15 districts.

Those to remain on the list are Yongsan-gu, Seocho-gu, Gangnam-gu and Songpa-gu, in which stricter mortgage rules and heavier taxes are imposed on home buyers.

The decision comes a day after South Korean President Yoon Suk-yeol promised to keep easing restrictions on home buyers to achieve a soft landing of the property market.

Jan. 2 (UPI) — Buffalo Bills‘ safety Damar Hamlin was in critical condition after suffering cardiac arrest following a tackle during the team’s Monday Night Football game against the Cincinnati Bengals.

The Buffalo Bills said in an early Tuesday statement that Hamlin’s heart stopped after taking a hit early in the game at Cincinnati’s Paycor Stadium, but his heartbeat was resorted on the field by responders before he was transferred to the University of Cincinnati Medical Center where he remains under sedation.

Following the hit, the NFL announced the indefinite postponement of the game.

“Tonight’s Buffalo Bills-Cincinnati Bengals game has been postponed after Buffalo Bills’ Damar Hamlin collapsed, NFL Commissioner Roger Goodell announced,” the NFL said in a statement.

“Hamlin received immediate medical attention on the field by the team and independent medical staff and local paramedics. He was then transported to a local hospital where he is in critical condition.”

“Our thoughts are with Damar and the Buffalo Bills,” the NFL said. “The NFL has been in constant communication with the NFL Players Association, which is in agreement with postponing the game.”

The Buffalo safety was injured with less than 6 minutes remaining in the first quarter and Cincinnati leading the game, 7-3. Hamlin tackled Tee Higgins, who had just caught a pass from quarterback Joe Burrow, at about the 50-yard line to end the play.

Following the tackle, Hamlin momentarily stood on his feet before collapsing onto his back. First responders administered CPR to the fallen player who was also given oxygen.

Medical personnel attended Hamlin for more than 10 minutes with players from both teams visibly shocked and concerned surrounding him before he was loaded into an ambulance and transported to the University of Cincinnati Medical Center. Hamlin’s family came down from the stands to be with him in the ambulance.

After Hamlin was taken away, Bills players knelt together in a circle before returning to the sideline. Bills coach Sean McDermott and Bengals coach Zac Taylor met with game officials who decided to pause the game about 21 minutes after the injury.

The NFL announced a full postponement at about 10 p.m. EST. The league has not said when the game would be made up or resumed.

Hamlin, who is 24, is in his second NFL season with the Bills and was playing his 16th game of the season. He played 14 games in his rookie season last year, mostly on special teams.

“The thoughts and prayers of all of Bills Mafia are supporting you, Damar,” the Bills said in a tweet from its official account.

New York Gov. Kathy Hochul also tweeted her support.

“Praying for Damar Hamlin,” the governor wrote. “Our hearts are with his family, loved ones and the entire Buffalo Bills community.”

Cincinnati Mayor Aftab Pureval tweeted that the entire city “is sending all our prayers to Damar Hamlin right now.”

“Our hearts are with you, your family and your friends,” he said.

Brianne Howey: ‘Georgia’ always ‘a couple steps ahead’ in Season 2

LOS ANGELES, Jan. 3 (UPI) — Brianne Howey said her character on Ginny & Georgia, Season 2 of which premieres Thursday, is not fazed by being found out by her daughter.

In the Season 1 finale, Georgia’s (Howey) 15-year-old daughter, Ginny (Antonia Gentry), learned her mother murdered her biological father and her stepfather.

“She lives so much in survivor mode,” Howey, 33, told UPI in a recent Zoom interview. “Everything is on the line, so she can’t relax and she can’t slip up. That keeps her at least a couple steps ahead.”

On the show, Georgia settles down with her kids Ginny and Austin (Diesel La Torraca) in a New England town, hoping to provide stability. Living her first 15 years on the run from dangerous exes has taken its toll on Ginny, and now she must contend with her mother’s role in their escape.

When Season 2 begins, Georgia still is planning her wedding to Mayor Paul Randolph (Scott Porter). Paul introduces Georgia to his disapproving parents, but they’re no match for Georgia.

“Georgia is still putting on quite a show,” Howey said. “Georgia’s just going to keep on moving forward with her plan.”

The frequent moves and danger manifested in Ginny practicing self-harm in Season 1. Season 2 escalates Ginny’s trauma by portraying her experiencing panic attacks.

“Our mental health manifests physically, as well,” Gentry said. “It really drives home the fact that she’s in a dark place, and it drives home even more the importance that she asks for help.”

Gentry, 25, said Season 2 will see Ginny receiving healthy tools to help her recover. However, that won’t mitigate the drama between Ginny and Georgia, or between Ginny and her friends.

In Season 1, Ginny slept with Marcus (Felix Mallard), the brother of her friend, Max (Sara Waisglass). Max has not forgiven Ginny when Season 2 begins.

“Max, as we’ve learned in Season 1, is a very dramatic girly,” said Waisglass, 24. “In high school, everything feels like the end of the world. So I think that betrayal runs deep to her core.”

Marcus and Ginny’s relationship is not steady, either. They revealed their love for one another at the end of Season 1, but that does not ensure they remain romantically involved.

“Marcus tries to do the right thing, but never knows how to do it in the right way,” said Mallard, 24. “We see how they reconcile and whether they still have deep feelings for each other.”

Gentry said it is natural for her to play the drama her 15-year-old character experiences. Gentry said Ginny’s present is laying the foundation for what kind of adult she will become.

“We internalize a lot of the same fears and challenges that we have faced while we were children,” Gentry said. “They are as much a part of us as adults — more than we realize.”

Mallard said the drama of Ginny & Georgia made him reflect on his own teenage crises.

“It’s helped me understand why I was so angry, why I was so upset and why I was so depressed all the time,” Mallard said. “What I really love is being able to go back to that time and treat it with the respect that I think all of those teenagers want when you’re 15.”

Even though the show is called Ginny & Georgia, and will explore the continuing drama between mother and daughter, the show’s other families will get some attention, too. Mallard said the Baker siblings have issues with their own parents, as well.

“What I really loved about this season is being able to see the Bakers as a unit because they are,” Mallard said. “We get to see Max care for Marcus, we get to see Marcus’s care for Max and we get to see both parents care for each child in a different way.”

Bakersfield is a city of surprises. It welcomes you with a hometown feel while offering urban area amenities. The ninth-largest city in California has countless food and entertainment options. And year-round sunshine means outdoor activities–biking, hiking, river rafting, fishing and boating–are always in season.

On the streets of Bakersfield, the city’s fun food experiences have been the focus of national attention. Seven local restaurants were spotlighted on Guy Fieri’s Diners, Drive-Ins and Dives show. An Indian food truck–Punjabi Dhaba–was featured in The New York Times and a Mexican restaurant, Nuestro Mexico, was hailed by Thrillist.com as having the best tacos in California. And Bakersfield’s many notable Basque restaurants continue to draw visitors as they have for decades.

The city’s brewery trail was such a hit when it launched in early 2021 that it was recently expanded to include breweries throughout the county. The Bakersfield Kern County Brewery Trail now touts twelve local breweries, providing more chances to check in and win.

In a few short weeks in February the annual almond blossom extravaganza bursts forth, courtesy of Mother Nature. A sea of white and pink almond blossoms blankets the CentralValley in a show that some say rivals the cherry blossoms in Japan. And that show begins in Bakersfield, because it is the warmest.

On the city’s selfie trail, check out the only shoe-shaped building in America with shoe laces. It’s 30 feet long and 20 feet tall. Bike or walk along more than 30 miles of the Kern River Parkway Trail, where you might see rabbits, roadrunners, and other wildlife, all protected from development. Several hiking options are ready for you, like the Panorama Bluffs Walking Trail over looking the Kern River, or 370 acres of Hart Park, where you might see wandering peacocks.

Eat dinner and see a show at Buck Owens’ Crystal Palace, country music’s legendary music venue, where the Buckmobile, Buck’s Pontiac convertible, is mounted on a wall behind the bar. Legend has it that he won it from Elvis in a poker game.

Jazz fans will enjoy the weekly Bakersfield Jazz Workshop every Tuesday evening at the Petroleum Club. Other types of music are on the playlist with concerts at the Bakersfield Music Hall of Fame, the Historic Fox Theater, and Mechanics Bank Arena.

A stop in Col. Baker’s field is not complete without taking a taste of Bakersfield home with you. Pyrenees French bread is Bakersfield’s bread. The sourdough bread is still baked in brick ovens using the same Old World techniques and recipes since 1944. Dewar’s chews are Bakersfield’s favorite candy. Made the same way for more than 100 years, they have been featured in numerous articles and on Food Network. In the center of West Virginia is small-town Buckhannon. Small, as in the local population and how quickly you can get around, but not to be confused with a boring po-dunk town. There’s an emerging arts district with public art popping up in unexpected places and, surprisingly, a number of options for top-quality food joints.

Buckhannon’s Main Street pumps with atmosphere–downtown shoppes line the street with colorful flags, and window displays welcome you to walk in to the boutiques. Spring and summer time are highlights, seeing nearly every street corner overflowing with flowers. And while this town is the classic, charming USA MainStreets, one end of the town is quickly becoming the funky, artistic scene. Places like Trader’s Alley have murals and a painted walkway. Tucked around the corner is Lascaux Micro-Theater that premieres showings like the Manhattan Film Festival and other artistic cinema. The Blaxxmith Shop and The Infamous Art Gallery have interactive art exhibits and events each week. It’s common to see a gathering of artists on the corner, prepping for the town’s next event.

It’s easy to see how the arts are appreciated throughout the town–the local city purchased a Main Street building and restored it into the Colonial Arts Center–a hub for performances, theater, exhibition space and workshops. Recent productions include “Clue: Live On Stage”and“ A 1940s Radio Christmas Carol.”

Buckhannon’s creativity flows into the restaurants, too. Local–and yes, it’s all certainly local–as Laura Meadows, director of the Convention and Visitors Bureau says,“Buckhannon is proud to have our own people own the restaurants; we don’t have many chain restaurants and we like it that way.” Eating local means finding places like Fish Hawk Acres, that’s famous for Teresa’s biscuits, focaccia bread, and sunny windows. Fish Hawk serves more than meals–the downtown spot has first-class private dining experiences; the retail market, called The Coop, plus welcomes guests into the kitchen for some interactive cooking classes.

The organisations released a joint statement in support of the RFMA being signed into law

The Entertainment Software Association and Gay Gaming Professionals have released a joint statement celebrating the adoption of the Respect for Marriage Act.

The RFMA was signed into law by US President Joe Biden on Tuesday and provides protection to sam-sex and interracial marriages by requiring US federal and state governments to recognize their validity.

The joint statement from the ESA and GGP said: “We celebrate the Respect for Marriage Act, an important piece of bipartisan legislation that safeguards the rights and protections to which same-sex and interracial couples and their families are entitled.

“The interactive entertainment industry remains steadfast in our commitment to achieving progress on equality and inclusion throughout society, including with our workforce and player communities.”
