
Morgan Sindall’s regeneration arm Muse has signed a development agreement to deliver the next phase of Stevenage’s town centre regeneration, a major overhaul of the station and surrounding area.
Stevenage Borough Council has appointed Muse to lead the Station Gateway project, supported by the English Cities Fund (ECF), a partnership between Muse, Homes England and Legal & General.
The plans include at least 1,000 homes, upgraded station facilities, and 50,000 square metres of development, including commercial and community space.
The project was procured through Pagabo’s Developer Led Framework, which is managed on behalf of Cumbria, Northumberland, Tyne and Wear NHS Trust.
ECF’s involvement builds on previous public investment in the area, including £6m from the government’s Towns Fund to support the development of a new multi-storey station car park.
The scheme is being backed by the Stevenage Development Board, which has supported the project since 2023.
The next phase will see a detailed masterplan drawn up, ahead of a public consultation expected in the first half of 2026.
Subject to government grant funding, construction could begin in 2028 with the first homes completed in 2030.
The development will feature a landscaped street connecting the town centre with the station and Stevenage Leisure Park. The architect has not yet been named.
Muse development director Chris Scott said the team would “collaborate with the people and businesses of Stevenage” to shape the next phase. Sir Michael Lyons, chair of ECF, said the agreement marked progress towards Stevenage’s “ambitious vision”.
The council leader, Richard Henry, said the scheme was a major step in the regeneration of the UK’s first New Town ahead of its 80th anniversary in 2027.
