Consultants called up for £2.3bn NHS SBS panel reboot

The revamp marks the fourth generation of the long-running framework and will cover 11 professional service lots, ranging from architects and project managers to sustainability and net zero consultants.

Firms now have until 30 July to complete a preliminary engagement questionnaire and shape how the new agreement is structured.

NHS SBS confirmed the new deal will replace the current Healthcare Planning, Construction Consultancy and Ancillary Services (HPCCAS) framework, which has a panel of nearly 40 firms. This deal expires in August 2027.

The proposed setup includes dedicated lots for:

  • Architects

  • Project managers

  • Civil and structural engineers

  • Quantity surveyors

  • MEP consultants

  • Principal designers

  • Building surveyors

  • Net zero specialists

  • Healthcare planning

  • Ancillary services

  • Multi-disciplinary teams

A key aim is to build in more flexibility for buyers across the NHS and wider public sector to call off specialist teams or bundled consultancy packages under a single appointment.

It is expected to run for four years from August 2027, with the option to extend by two more years to 2031.

A formal tender is pencilled in for June 2026, following analysis of the current market engagement responses.

NHS SBS said: “We want to ensure the framework meets evolving needs across healthcare and the wider public sector. Our engagement with the market will help define a best-in-class offer.”
