City of Harare Addresses Viral Video Of Malloti Fleeing After Destroying Parking Clamp

The City of Harare has issued a public statement regarding a widely circulated video showing a blue car with registration number AGG7256 belonging to socialite Malloti.

City parking marshalls had clamped the car in the Central Business District (CBD), but it was seen being driven recklessly, destroying the clamp. The video also captures another man throwing a piece of the broken clamp at the speeding car.

The City of Harare issued a public statement on their Facebook page. In the statement, they share that they are aware of the circulating video.

We have taken note of the video of a blue motor vehicle Registration number AGG7256 which had been clamped by our parking marshals in the Central Business District.

The City of Harare clarified the following points:

  • The individual seen throwing the metal object at the vehicle is not an employee or representative of the City of Harare.
  • The public must adhere to the Harare (Clamping and Tow) Bylaw of 2005, which mandates that clamped vehicles can only be released upon payment of the prescribed fines.
  • Tampering with or destroying a clamp affixed by an authorized officer is a criminal offence.

Details of the Incident

Malloti Flees City Park

According to eyewitness accounts, the driver of the vehicle, identified as Malloti, had parked illegally in the CBD. City Parking officials approached her to issue a fine, but instead of complying, Malloti chose to take drastic action. She entered her vehicle, sped off, and forcefully dislodged the clamp, causing significant damage to it in the process.

This reckless behaviour endangered the safety of pedestrians and other road users and violated city regulations. The incident has sparked widespread discussion on social media, with many condemning the driver’s actions.

Legal Implications of the Incident

The Harare Traffic Enforcement Unit intends to interview Malloti about the clamp’s destruction. Under the Harare (Clamping and Tow) Bylaw 2005, such actions are considered a serious offence, and perpetrators may face legal consequences, including fines or other penalties.

The City of Harare has reiterated its commitment to enforcing parking regulations to maintain order and safety in the CBD. Motorists are urged to comply with these rules to avoid similar incidents.
