Mace to deliver retrofit of office building near Tower Bridge

Mace has been appointed to deliver the transformation of the 11-storey Fresh Wharf office block overlooking the River Thames near Tower Bridge in central London.

The retrofit project, commissioned by developer Pegasi, will overhaul a 1980s building into a 11,150 square metre, net-zero-aligned workplace featuring 2,336 square metres of outdoor space, a new riverside café and a destination restaurant. The scheme has been designed by architect Buckley Gray Yeoman.

The site sits within the City of London, close to key transport links and commercial areas, and offers views across the Thames.

Works are targeting top sustainability accreditations including BREEAM Outstanding, WELL Platinum, WiredScore Platinum and NABERS 4.5 Stars. It also aims to achieve a whole-life embodied carbon footprint of 933kgCO₂/m².

As part of the circular construction approach, around half of the raised access flooring panels will be reused, saving up to 100 tonnes of carbon. New flooring will be manufactured using panels with 86 per cent recycled content, each accompanied by an environmental product declaration and material passport.

Early-stage demolition works have already seen 30 tonnes of glazing recycled through Saint-Gobain’s closed-loop system, avoiding 21.3 tonnes of carbon emissions.

Mace managing director of fit-out and retrofit Stewart Ward said the firm aimed to demonstrate that 1980s buildings could be “redefined” to meet current design and performance benchmarks.

The refurbishment, which Mace will carry out on a design & build deal basis as main contractor, is due to complete in 2026.
