£96bn mega-framework prepared for offsite and NHS work

The government’s Crown Commercial Service (CCS) has confirmed plans for a new construction framework worth up to £96bn.

The Construction Works and Associated Services 3 (CWAS 3) agreement will replace three current frameworks: RM6088, RM6267 (also known as ProCure 23), and RM6184 (Offsite Construction Solutions).

It will also incorporate NHS England’s fifth-generation ProCure framework, ProCure 24.

Published this morning (13 June) as a preliminary market engagement notice, the procurement covers construction works and associated services for building and infrastructure projects across the public sector.

It includes design, manufacture and installation services, as well as the hire and purchase of 2D and 3D offsite construction solutions.

The framework is expected to open for bids in January 2026 and run from July 2026 to October 2034.

The work will be divided into multiple lots and is expected to include:

  • construction and civil engineering
  • repair and maintenance
  • prefabricated, modular and portable buildings
  • real estate and inspection services
  • demolition and site clearance

Market engagement is being undertaken jointly with NHS England and has already included a series of webinars, surveys, and one-to-one supplier meetings between January and March 2025. Further events are planned from May to August.

The framework will be open to central government departments and all other public sector organisations across the UK, with potential for some limited overseas use. It is intended to support sectors including health, education, defence, housing, and infrastructure.

In its notice, the CCS said the framework will emphasise best practice, digital tools, and alignment with the government’s Construction Playbook.

Contract terms under consideration include the FAC-1 alliance contract, with specific themes being explored such as direct award, KPIs, and consortium bids.

The total estimated value of the programme is £96bn including VAT.

The notice stated that the framework has “particular suitability” for SMEs and voluntary sector bodies.
