NHS launches £60m estates framework for South and South-East

NHS Commercial Solutions has launched a £60m framework to support estates planning, maintenance and infrastructure upgrades across the South and South-East of England.

The Regional Estates Solutions Framework is designed to streamline procurement for a wide range of public bodies, including NHS trusts, local authorities and publicly funded education institutions. It will initially run from December 2025 to December 2027, with options to extend every two years up to a total of eight years.

The framework is structured as an open agreement, allowing suppliers to join at defined intervals. NHS Commercial Solutions said it will charge suppliers a maximum 1 per cent fee, with any surplus income redistributed to its member trusts.

Tender documents are scheduled for release on 12 August, with submissions due by 26 September. Awards are expected by 1 December. The contracting authority has confirmed that the framework will comply with the Procurement Act 2023.

Services will be available UK-wide, although the focus is on public sector buildings in the South and South-East of England.

The six framework lots are:

• Lot 1: Consultancy Services – including strategic estate reviews, feasibility studies, business case development, planning and valuation, and M&E-led design consultancy.
• Lot 2: Property and Building Management Systems – including integrated workplace systems, asset tracking and maintenance scheduling.
• Lot 3: Minor Works and Maintenance – subdivided into 30 categories such as ventilation, asbestos removal, plumbing, roofing, fire protection, joinery and water hygiene.
• Lot 4: Mechanical and Electrical Services – covering electrical installation, emergency lighting, medical gas systems, lifts, security systems and backup power.
• Lot 5: Medical and Specialist Equipment/Services – including procurement, installation and maintenance of equipment such as MRI scanners, CT machines and nurse call systems.
• Lot 6: Managed Services – supporting integrated service delivery through outsourcing or strategic partnerships.

The framework will remain in place until December 2033.
