Egypt to launch sovereign industrial, African investment funds to drive economic growth

Egypt will launch a sovereign-led industrial investment fund to enhance manufacturing capabilities and boost exports, alongside a separate fund targeting private sector investments in Africa, Minister of Investment and Foreign Trade Mohamed Farid announced on Tuesday.

During a meeting with Prime Minister Mostafa Madbouly, Farid outlined the proposed investment structure for the industrial fund, which aims to attract long-term institutional capital. The fund will focus on priority sectors including machinery, low-voltage electric vehicle batteries, pharmaceuticals, packaging, and phosphate fertilisers, in an effort to localise industry, increase foreign exchange flows, and improve Egypt’s trade balance.

To capitalise on regional opportunities, Farid also introduced an African investment fund designed to bridge funding gaps and support the expansion of Egyptian companies on the continent. The vehicle seeks to attract domestic and international partners to build entities capable of competing in African markets and enhancing regional economic integration.

The minister also presented a forthcoming “National Initiative to Enhance Exports from Governorates,” which will operate under the prime minister’s auspices in partnership with local and international stakeholders. The programme aims to expand and diversify Egypt’s exporter base by assessing companies’ export readiness and raising awareness of foreign market requirements. Target governorates will be selected based on industrial activity volume, proximity to logistics networks, export importance, and the local regulatory environment.

To improve the accuracy of economic indicators, particularly national savings and Foreign Direct Investment (FDI), the ministry is launching a new platform to collect and analyse corporate financial statements in accordance with Company Law No. 159. Farid emphasised that the Investment Law obliges companies to disclose foreign investment data to the investment authority, noting that the ministry has contacted embassies and held workshops to ensure compliance.

Additionally, an “Investor Care” platform will soon launch as a unified official channel to receive, track, and address investor complaints. Farid noted that 69 percent of previously received complaints have already been resolved ahead of the launch, which aims to replace fragmented complaint channels with a transparent, digital system accessible online and at investor service centres.

The ministry has also activated an electronic platform for trade remedy investigations to protect Egyptian exports from protectionist measures. The system allows the investigating authority to initiate probes proactively and provides local producers, exporters, and importers with direct communication channels and an integrated database of applicable tariffs and decisions.

Finally, Farid proposed a new private-sector-managed sports investment fund designed as a commercial model to support and empower athletic talent across various sports while providing financial returns to subscribers.
