His belligerence continued, the SIU release stated, and officers attempted to control his arms behind his back, but the man struggled against them and kept his arms in front of him.<\/p>\n<\/section>\n<section>\n<p>Article content<\/p>\n<\/section>\n<section>\n<p>Article content<\/p>\n<p>The officers were eventually successful in forcing the man to the floor, but in the process he fell face first, fracturing his nose.<\/p>\n<\/section>\n<section>\n<p>Article content<\/p>\n<div aria-labelledby=\"TheEveningCitizen9899468555306261065193159617675264\" data-account-id=\"b9d3df2fccd108b5eff3c44f573b2cd6\" data-aqa=\"widget-newsletter\" data-newsletter=\"single\" data-newsletter-component data-target-list=\"OC_Covid19_Newsletter\" data-widget=\"newsletter\">\n<p>By signing up you consent to receive the above newsletter from Postmedia Network Inc.<\/p>\n<\/div>\n<\/section>\n<section>\n<p>Article content<\/p>\n<p>After reviewing the evidence, SIU director Joseph Martino decided there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man\u2019s injury.<\/p>\n<\/section>\n<section>\n<p>Article content<\/p>\n<p>In his decision, Martino said the the \u201csubject officer\u201d was within her rights in arresting the man, writing that she had \u201cencountered a delusional and upset Complainant.\u201d<\/p>\n<\/section>\n<section>\n<p>Article content<\/p>\n<p>The director went on to state that the decision to put the man in handcuffs was justified after he began to act aggressively at the hospital.<\/p>\n<\/section>\n<section>\n<p>Article content<\/p>\n<p>\u201cThe force used to place the Complainant in handcuffs was lawful,\u201d Martino wrote. \u201cThe Complainant is seen in the video footage to strenuously resist the officers\u2019 efforts to bring his arms around the back, keeping them in front of his body.
