IMF Highlights Fiscal Gap in Nigeria\u2019s Budgets<\/strong><\/h3>\n

The International Monetary Fund (IMF) has revealed that Nigeria left approximately two per cent of its Gross Domestic Product in public spending unrecorded within recent official budgets, obscuring the true extent of the nation\u2019s actual financing needs.<\/p>\n

Speaking to business executives at an industry event in Lagos, the IMF Resident Representative in Nigeria, Christian Ebeke, explained that this massive statistical discrepancy effectively hides the true size of the country\u2019s fiscal deficit relative to its aggressive debt accumulation.<\/p>\n

He stated that because critical capital allocations were completely omitted from formal budget documents and subsequent implementation reports, the Federal Government\u2019s reported deficit appeared significantly smaller than its actual level of borrowing.<\/p>\n

\u201cSo far we think that there are about two per cent of GDP of expenditure that were not reported that should be reported and should be recorded, so that this statistical discrepancy will disappear,\u201d Ebeke stated.<\/p>\n

The IMF envoy, according to a Reuters report on Wednesday, noted that these massive unrecorded outlays are directly linked to large-scale government infrastructure projects executed off-budget entirely.<\/p>\n

Ebeke emphasised that bypassing the formal budget framework severely distorts objective assessments of Nigeria\u2019s overarching fiscal stance, while masking the real volume of public investment taking place across the country.<\/p>\n

He warned that this lack of comprehensive financial reporting goes beyond mere bookkeeping errors, as it fundamentally cripples the Central Bank\u2019s ability to stabilise the wider economy by blinding policymakers to the true fiscal trajectory of the state.<\/p>\n

\u201cThe lack of full reporting can also complicate coordination between fiscal and monetary policy, as policymakers may not have a clear picture of the true deficit,\u201d Ebeke added.<\/p>\n

Ebeke acknowledged that the Nigerian government has actively started deploying corrective legislative measures to close the multibillion-dollar reporting gap. He confirmed that authorities have recently moved to repeal and revise current budget laws to formally capture previously unrecorded expenditures, though he quickly cautioned that the state must back these legal adjustments with timely, updated implementation reports.<\/p>\n

The IMF representative concluded that eliminating these off-budget loopholes is an absolute prerequisite for restoring institutional integrity to Nigeria\u2019s public procurement processes, ensuring proper oversight, and establishing real fiscal transparency.<\/p>\n

\u201cImproving transparency is critical,\u201d Ebeke added, noting that off-budget spending raises major concerns about procurement processes and oversight.<\/p>\n

The revelation comes on the heels of the IMF\u2019s latest Article IV consultation, which commended the current administration\u2019s aggressive economic overhauls for stabilising investor confidence but warned that persistent structural gaps continue to isolate millions of citizens from seeing the benefits.<\/p>\n<\/div>\n
