Prediction markets have seen their betting (sorry, <em>trading<\/em>) volume soar during the quadrennial football confab, but more on that a little further down.<\/p>\n<p>Blockchain.com CEO\/founder Peter Smith said teaming with Polymarket \u201callows us to instantly expand our feature set into the fastest-growing sector of crypto at the exact moment global interest is hitting its peak.\u201d<\/p>\n<p>Polymarket CEO\/founder Shayne Coplan said his company \u201cexists to help people better understand what is happening in the world and what comes next,\u201d leaving out the crucial part where smarter\/luckier users get PAID, baby.<\/p>\n<p>Blockchain.com claims 43 million users in over 70 jurisdictions, although access to its new event contracts will depend on local laws. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-07-14\/polymarket-partners-with-crypto-firm-during-world-cup-semifinals\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Bloomberg <\/a>reported that the new option will be available in the European Union, but not in the U.S., in part due to the ongoing issue of whether this sports-betting-in-all-but-name is welcome in states that object to companies violating their local gambling rules (more on this below).<\/p>\n<p>It\u2019s not just crypto firms embracing prediction markets during the World Cup. On July 13, the <a href=\"https:\/\/www.nytimes.com\/2026\/07\/13\/technology\/kalshi-openai-chatgpt-world-cup-odds.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">New York Times<\/a> reported that leading artificial intelligence firm <a href=\"https:\/\/coingeek.com\/news\/tag\/openai\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenAI<\/a> had struck a deal with Polymarket rival <a href=\"https:\/\/coingeek.com\/news\/tag\/kalshi\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kalshi<\/a> to embed its World Cup data (aka a particular team\u2019s chance of winning a specific match) into its ChatGPT search results.<\/p>\n<p>The deal is a first for OpenAI, but neither it nor Kalshi opted to publicly celebrate the tie-up. The Times reported that OpenAI updated its corporate help web page to specify that users \u201ccannot place bets through ChatGPT\u201d while stressing that the Kalshi data is \u201cfor informational purposes only.\u201d OpenAI also indicated that the deal was (for the moment, at least) limited to \u201cqueries related to the 2026 World Cup.\u201d<\/p>\n<p>OpenAI is by no means the first non-betting company integrating prediction market data into its products. <a href=\"https:\/\/coingeek.com\/news\/tag\/google\/\" target=\"_blank\" rel=\"noreferrer noopener\">Google<\/a> (<a href=\"https:\/\/www.nasdaq.com\/market-activity\/stocks\/googl\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">NASDAQ: GOOGL<\/a>) began <a href=\"https:\/\/blog.google\/products-and-platforms\/products\/search\/new-google-finance-ai-deep-search\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">incorporating data from both Kalshi and Polymarket<\/a> into its Gemini AI model last November. Kalshi has struck data deals with media outlets CNN and CNBC, while Polymarket has similar tie-ups with the Wall Street Journal and other Dow Jones properties.<\/p>\n<p>The <a href=\"https:\/\/coingeek.com\/news\/tag\/coinbase\/\" target=\"_blank\" rel=\"noreferrer noopener\">Coinbase<\/a> (<a href=\"https:\/\/www.nasdaq.com\/market-activity\/stocks\/coin\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">NASDAQ: COIN<\/a>) exchange has a deal with Kalshi to offer prediction market wagers via Coinbase Financial Markets, a registered futures commission merchant with the Commodity Futures Trading Commission (CFTC). But Coinbase\u2019s <a href=\"https:\/\/x.com\/zooko\/status\/2070979722293768213\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">excessive shilling of its prediction product<\/a> is beginning to grate on customers uninterested in gambling.<\/p>\n<p>On July 9, a Coinbase user <a href=\"https:\/\/x.com\/dunleavy89\/status\/2075334949721243767\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">tweeted<\/a> a complaint at CEO Brian Armstrong that he\u2019d \u201cliterally deleted the app\u201d due to his inability to turn off notifications pushing prediction market bets. Armstrong replied that it was easy to turn off notifications via the app settings, only to be told that the notifications \u201cdon\u2019t stop no matter what setting I adjust.\u201d (In March, Armstrong responded to similar complaints by <a href=\"https:\/\/x.com\/brian_armstrong\/status\/2037565116326318575\" target=\"_blank\" rel=\"noreferrer noopener\">claiming<\/a> this was \u201ca bug\u201d that was \u201cgetting fixed now.\u201d)<\/p>\n<p>Another user echoed these complaints, <a href=\"https:\/\/x.com\/erickpinos\/status\/2075454726762635707\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">tweeting<\/a>\u00a0that he was still receiving \u201cfull screen pop up ads for sports betting,\u201d <a href=\"https:\/\/x.com\/erickpinos\/status\/2075458294643057102\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">adding<\/a> that he didn\u2019t like \u201cthe ferocity with which this is being pushed on people.\u201d Bankless podcaster David Hoffman twisted the knife further, <a href=\"https:\/\/x.com\/TrustlessState\/status\/2075323943934628121\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">tweeting<\/a> \u201cBro\u2026 this is not the future of finance.\u201d (It is, however, <a href=\"https:\/\/coingeek.com\/coinbase-loses-400-million-1-5-million-customers-and-14-of-staff\/#Prediction-market\" target=\"_blank\" rel=\"noreferrer noopener\">one of the few bright spots on Coinbase\u2019s earnings reports<\/a> now that retail crypto traders have gone AWOL.)<\/p>\n<p id=\"world-cup\"><strong>Prediction markets beating betting operators on World Cup wagers<\/strong><\/p>\n<p>The importance of the World Cup to Polymarket\u2019s bottom line is evident in stats from the Blockchain.com release claiming that the company has seen football volume of $5 billion over the past 365 days, with $4.2 billion of that occurring since the 2026 FIFA tourney kicked off a month ago.<\/p>\n<p>On July 4, <a href=\"https:\/\/www.cnbc.com\/2026\/07\/04\/2026-fifa-world-cup-boosts-prediction-market-volumes.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">CNBC<\/a> reported that Kalshi\u2014which relies more heavily on sports \u2018contracts\u2019 than Polymarket\u2014had done $31 billion in notional volume in June, significantly greater than May\u2019s $18 billion. Kalshi, which derives ~85% of its volume from sports events, has enjoyed daily volume over $1 billion since the first World Cup match on June 11.<\/p>\n<p>Polymarket\u2019s international platform reported volume of $10.8 billion in June, reversing the platform\u2019s negative volume trajectory over the previous two months. Stateside, Polymarket U.S. saw its June volume top $3.5 billion, double May\u2019s figures.<\/p>\n<p>June represented the first full month of activity for Rothera, the prediction market joint venture of <a href=\"https:\/\/coingeek.com\/news\/tag\/robinhood\/\" target=\"_blank\" rel=\"noreferrer noopener\">Robinhood<\/a> (<a href=\"https:\/\/www.nasdaq.com\/market-activity\/stocks\/hood\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">NASDAQ: HOOD<\/a>) and Susquehanna International Group. Rothera reported $2 billion in volume for the month, roughly 7% of the U.S. total.<\/p>\n<p>The combined stats are a multiple of the betting handle that U.S.-licensed sportsbooks have projected they will enjoy during the World Cup. Sportsbooks reportedly suffered <a href=\"https:\/\/crypto-economy.com\/world-cup-2026-polymarket-kalshi-prediction-markets\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">significant dropoffs in daily active users<\/a> once the tournament kicked off, with DraftKings (<a href=\"http:\/\/finance.yahoo.com\/quote\/DKNG\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">NASDAQ: DKNG<\/a>) falling 36% and FanDuel down 41% between June 15 and June 30. Over the same period, Kalshi\u2019s active users rose 36%.<\/p>\n<p>Part of the reason for these diverging trends is the fact that <a href=\"https:\/\/athlonsports.com\/betting\/sports-betting-age-requirements-state-by-state\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">you have to be at least 21 years old to wager in most U.S. states<\/a>, whereas prediction markets only require users to be 18 or older. Prediction markets also serve all 50 states, including the ones that don\u2019t allow online sports betting.<\/p>\n<p>These lowered (or ignored) barriers are among the chief complaints by state attorneys-general re prediction markets offering betting products to local residents. But the shift from sportsbooks to prediction markets isn\u2019t just hurting commercial gaming operators and state revenue coffers.<\/p>\n<p><em><a href=\"http:\/\/coingeek.com\/#top\">Back to the top \u2191<\/a><\/em><\/p>\n<p id=\"prediction-markets\"><strong>Tribal gaming, commercial casino operators align against prediction markets<\/strong><\/p>\n<p>On July 12, <a href=\"https:\/\/tribalbusinessnews.com\/sections\/gaming\/15675-q-a-james-siva-on-the-growing-threat-prediction-markets-pose-to-tribal-gaming\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Tribal Business News<\/a> posted an interview with James Siva, chairman of the California Nations Indian Gaming Association (CNIGA). Siva called the spread of prediction markets \u201cthe largest and most impending threat we have to tribal gaming and to tribal government and tribal sovereignty \u2026 It may be the biggest threat we\u2019ve seen since the beginning of this industry.\u201d<\/p>\n<div>\n<p>Siva said the group\u2019s preliminary studies indicated that prediction markets have led to a 5% reduction in gross gaming revenue for the state\u2019s tribal casinos. To put that into perspective, extrapolated across all U.S. tribal gaming operators, \u201ca 10% decline would be the equivalent of the Bureau of Indian Affairs being defunded completely.\u201d<\/p>\n<p>But Siva said tribal gaming operators are even more concerned if prediction markets continue to expand their offering into products that resemble casino games. \u201cIf they are able to move into what essentially is full casino\u2011style gaming in these prediction markets, the decrease could be as big as 25% \u2026 just a huge loss for Indian Country.\u201d\n<\/p>\n<\/div>\n<p>The tribes\u2019 concern is shared by commercial casino operators. On July 9, Nevada Gaming Control Board (NGCB) chair Mike Dreitzer gave a keynote address at the National Council of Legislators from Gaming States summer meeting, at which he <a href=\"https:\/\/www.covers.com\/industry\/prediction-markets-could-cause-nationwide-online-casinos-july-14-2026\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">claimed to have seen<\/a> \u2018an online slot product powered by prediction contracts, not standard random number generators.\u2019<\/p>\n<p>While prediction market operators have denied any intentions to branch out into casino-style gaming products, Dreitzer claimed the operators \u201care very great at ingenuity. If there\u2019s a proper loophole, they\u2019re going to find it.\u201d<\/p>\n<p>Dreitzer insisted the NGCB wasn\u2019t against prediction markets as a concept, only the fact that operators refuse to recognize state gambling rules. CNIGA\u2019s Siva offered a similar view, saying tribes weren\u2019t \u201cadvocating for special treatment of special privileges,\u201d simply for \u201ccurrent existing law to be followed.\u201d<\/p>\n<p>Dreitzer noted the \u201cvery interesting coalition\u201d that has risen to defend their law-abiding activities from the prediction interlopers. \u201cGaming states, non-gaming states and tribes altogether have galvanized around this issue.\u201d<\/p>\n<p>Siva concurred, noting that tribes and commercial operators joined forces to press Congress to <a href=\"https:\/\/coingeek.com\/us-gaming-sector-seeks-prediction-market-clarity-in-crypto-bill\/#clarity-act-opposition\" target=\"_blank\" rel=\"noreferrer noopener\">include sports betting prohibitions<\/a> in the digital asset market structure bill (<a href=\"https:\/\/coingeek.com\/news\/tag\/clarity-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">CLARITY Act<\/a>) currently <a href=\"https:\/\/coingeek.com\/president-trump-presses-senate-for-ethics-free-clarity-act-passage\/#trump\" target=\"_blank\" rel=\"noreferrer noopener\">mired in the Senate<\/a>. But ultimately, Siva believes \u201cthe path is leading to the Supreme Court.\u201d And he\u2019s not alone.<\/p>\n<p><em><a href=\"http:\/\/coingeek.com\/#top\">Back to the top \u2191<\/a><\/em><\/p>\n<p id=\"kalshi\"><strong>CFTC inserts itself into another state legal fight<\/strong><\/p>\n<p>Prediction market operators have felt comfortable making these bold incursions into traditional state regulatory territory due to the strident position adopted by Michael Selig, chairman of the CFTC. Selig has repeatedly claimed that what these platforms offer isn\u2019t gambling but a type of derivative. As such, Selig asserts that prediction markets fall under the CFTC\u2019s exclusive jurisdiction.<\/p>\n<p>Under Selig\u2019s brief tenure, the CFTC has <a href=\"https:\/\/coingeek.com\/clarity-crypto-legislation-roadmap-just-says-here-be-dragons\/#cftc\" target=\"_blank\" rel=\"noreferrer noopener\">sued nine U.S. states<\/a> for daring to challenge prediction markets\u2019 right to operate within their respective borders. Despite criticism that this isn\u2019t a wise use of taxpayer funds, Selig shows no sign of backing down (in part because he has <a href=\"https:\/\/coingeek.com\/prediction-markets-under-fire-as-insiders-game-the-system\/#Congress\" target=\"_blank\" rel=\"noreferrer noopener\">President Trump\u2019s backing on this issue<\/a>).<\/p>\n<p>On July 14, Selig appeared at an Axios Live event in Washington, where he <a href=\"https:\/\/x.com\/axios\/status\/2077016075812659487\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reiterated his stance<\/a> that the CFTC \u201cwill defend our jurisdiction all the way up to the Supreme Court.\u201d Selig claimed this fight is \u201cexistential\u201d for the CFTC because states are \u201ctrying to nullify federal law. We can\u2019t allow it for any type of derivative instrument.\u201d<\/p>\n<p>Later that same day, the CFTC added (sorta) Michigan to its list of legal interventions by <a href=\"https:\/\/www.cftc.gov\/PressRoom\/PressReleases\/9267-26\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">issuing an order<\/a> for Kalshi to \u201cstay an emergency rule change\u201d that the platform had proposed. On June 29, after failing to swallow Kalshi\u2019s \u2018it\u2019s totally not betting\u2019 arguments, a Michigan state court issued a temporary restraining order requiring Kalshi to <a href=\"https:\/\/www.ingame.com\/michigan-ban-kalshi-sports-contracts-extended-geofencing\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">geofence customers inside Michigan borders<\/a>.<\/p>\n<p>While it works out the technical aspects of geofencing, Kalshi sought to cancel pending bets placed by Michigan residents. But on Tuesday, the CFTC ordered the platform \u201cto fulfill the open trades in accordance with its normal practices.\u201d<\/p>\n<p>The CFTC said the Commodity Exchange Act (CEA) requires the CFTC to ensure that market participants \u201chave impartial access to CFTC-regulated markets and registered entities must adopt transparent access criteria that are applied in a non-discriminatory manner.\u201d<\/p>\n<p>Selig was quoted saying U.S. states \u201ccannot force a [designated contract market] to violate its obligations, and federal law does not permit a DCM to discriminate against a state\u2019s residents. Canceling trades that have already been executed is an unprecedented step that risks a cascading effect on the entire marketplace and undermines the certainty in contracting that is a necessary component of a functioning market. The Commission will not allow states or state courts to bully registered entities into violating the [CEA] and CFTC regulations.\u201d<\/p>\n<p>Selig appears to be forcing Kalshi into defying the Michigan court order, presumably to open a new front on the ongoing state v federal tussle over prediction markets. Of course, the odds of collusion between company and regulator aren\u2019t zero, and the odds of the CFTC actually imposing any significant penalty on Kalshi for failing to give Michigan the middle finger are even lower. But it\u2019s a curious move, to say the least.<\/p>\n<p>Selig\u2019s bombastic tone reflects that of the man who appointed him to the position, but some of his comments regarding how gambling is regulated have led to some <a href=\"https:\/\/gamingamerica.com\/news\/1086023\/mike-selig-nonsensical-defense-prediction-markets\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">gaming industry op-eds<\/a> suggesting he \u201ceither doesn\u2019t understand how sportsbooks and casinos work, or he\u2019s distorting the truth. Either way, it\u2019s not a great look for the chair of a federal regulatory body.\u201d <\/p>\n<p>Meanwhile, the House Agriculture Committee\u2019s Subcommittee on Commodity Markets, Digital Assets, and Rural Development has scheduled a July 21 hearing titled <a href=\"https:\/\/agriculture.house.gov\/calendar\/eventsingle.aspx?EventID=8189\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Examining Customer Protections and Market Integrity in Sports Event Prediction Markets<\/a>. Witnesses have yet to be revealed, but gaming industry reps are expected to attend, so expect fireworks.<\/p>\n<p><em><a href=\"http:\/\/coingeek.com\/#top\">Back to the top \u2191<\/a><\/em><\/p>\n<p id=\"cftc\"><strong>North Carolina has the CFTC\u2019s back<\/strong><\/p>\n<p>The CFTC\u2019s claim of exclusive jurisdiction over prediction markets got a boost last week in North Carolina, where Gov. Josh Stein <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/finance\/4638586\/north-carolina-first-legitimize-prediction-market\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">approved the state\u2019s budget<\/a> and its provision to tax CFTC-registered prediction markets at 6% of net trading fee revenue derived from state residents, effective January 1, 2027.<\/p>\n<p>That\u2019s a far better deal than state-licensed sportsbooks got, as the budget raised their gross wagering revenue tax rate from 18% to 23%. It\u2019s also a significantly better deal than the 14.25% tax that Kentucky imposed on prediction market fee revenue in April (the same rate paid by the state\u2019s licensed online sportsbooks).<\/p>\n<p>The CFTC was so outraged by Kentucky\u2019s tax rate that it earned a reference in the CFTC\u2019s complaint against the illegal gambling charges Kentucky filed against prediction markets last month. The CFTC claimed the tax rate \u201cessentially makes it impossible for prediction markets to operate in Kentucky.\u201d<\/p>\n<p>But North Carolina\u2019s budget goes one better by declaring that the CEA grants the CFTC <a href=\"https:\/\/x.com\/DustinGouker\/status\/2072335425071657353\/photo\/1\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cexclusive federal regulatory authority\u201d<\/a> over prediction markets. While <a href=\"https:\/\/x.com\/DustinGouker\/status\/2072335425071657353\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">there are theories<\/a>, it\u2019s unclear why the budget chose to make this observation.
