For millions who rely on being online to make a living, the void has been devastating.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox059ik0002356r29l9eo1q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">But some have privileged access through what\u2019s called \u201cInternet Pro\u201d \u2013 and that\u2019s causing widespread public criticism. The program, launched earlier this year, appears to be another weapon enabling hardliners and the Islamic Revolutionary Guard Corps (IRGC) to exert control in Iran.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox059ik0003356rw9r1cthw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Iran\u2019s state media boasts of the unity of the government and the people in the face of what it calls an \u201cimposed war\u201d by the United States and Israel, but arguments over who gets what internet access have spilled into the media and embroiled the highest levels of government.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0601r0006356rlr0i5b9b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Iranians speak of mounting frustration about being cut off or spending what little money they have in occasionally getting a glimpse of the outside world.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0614l0008356r0vhqw9i0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cImagine dealing with unemployment and crazy inflation, and somehow managing to scrape together 500,000 or a million tomans (about $13), only to spend it on a couple of gigabytes of VPN just so you can get on X or other platforms, check the news, and have a voice,\u201d said Faraz, a 38-year old resident of Tehran. The average monthly wage in Iran is between 20 million and 35 million tomans ($240 to $420).<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0614l0009356r18004o81@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cAnd then, in the middle of all this stress and frustration, when you finally manage to open X or Telegram, you see people with unrestricted access acting like everything is normal, it honestly feels like a punch to the gut,\u201d Faraz told CNN.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06cx3000b356rm7t8up7i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">A VPN (Virtual Private Network) service is a tool that hides a user\u2019s location online, and many people in Iran use it via the black market to get around internet blocks.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000d356r5trdr6rp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The sale of Internet Pro began in February through the Mobile Communications Company of Iran (MCI), after businesses complained that they had been hurt by heavily restricted access during nationwide protests in January. MCI is owned by a consortium with close ties to the Iranian Revolutionary Guard Corps (IRGC).<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000e356rgtkr5g90@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Internet Pro emphasizes connection stability and less restricted access to international sites. Essentially it provides the same level of access to a fortunate few that was once available to everyone. Users must pass a verification process and have a business, academic or scientific role.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000f356r2fk54xgs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">But many Iranians complain it widens the already huge gap between rich and poor.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000g356r938ttde6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">It has \u201cdivided Iranian society into two distinct classes: a digital elite who enjoy fast, unfiltered channels for business, education, and communication, and digital subjects who are confined within heavy filtering, restricted speeds, and the high costs of the black-market VPN economy,\u201d according to the independent publication <a href=\"https:\/\/www.khabaronline.ir\/live\/2210319\/%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D9%BE%D8%B1%D9%88-%D8%B7%D8%A8%D9%82%D8%A7%D8%AA-%D9%BE%D8%A7%DB%8C%DB%8C%D9%86-%D8%AC%D8%A7%D9%85%D8%B9%D9%87-%D8%B1%D8%A7-%D8%AF%D8%B1-%D8%AA%D9%84%D9%87-%D9%81%D9%82%D8%B1-%D8%A7%D8%A8%D8%AF%DB%8C-%D9%85%DB%8C-%D8%A7%D9%86%D8%AF%D8%A7%D8%B2%D8%AF\" target=\"_blank\" rel=\"noopener\">Khabar<\/a> Online.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000h356rw4mpydi2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cThe main issue is no longer just filtering or shutdowns; rather, it is the redefinition of the right to access the internet,\u201d Mohammad-Hamid Shahrivar, a lawyer, said in an interview with the <a href=\"https:\/\/t.me\/shargh_com\/68880\" target=\"_blank\" rel=\"noopener\">Shargh<\/a> news outlet.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000i356r3102g544@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The price of black-market VPN apps has skyrocketed, and losing internet access has cost Iranians about $1.8 billion over the past two months, according to <a href=\"https:\/\/x.com\/hra_news\/status\/2044696810975891615?s=20\" target=\"_blank\" rel=\"noopener\">Human Rights Activists in Iran<\/a> (HRA), which is based outside the country. That tallies with an estimate from Iran\u2019s Chamber of Commerce.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox06e5i000j356rntcw3460@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cThe internet shutdown, which by itself was the source of livelihood for a very large number of virtual businesses \u2013 has created a dire and complicated situation,\u201d the newspaper Ettela\u2019at complained.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox074gv000l356repxx7pk1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Iran has repeatedly used internet shutdowns during periods of unrest, where access to the global internet is severely restricted or completely cut, making foreign websites and apps unreachable. During major shutdowns, authorities often keep parts of the domestic internet running, allowing access to local banking and government services while cutting off communication with the outside world.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox07pok000p356r9tzpuwyi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The current blackout began on January 8 amid anti-government protests. Restrictions were partially eased in February before being tightened again after the US and Israel struck Iran on February 28.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox07pok000q356ri8xy85bg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Reports from inside the country suggest that Internet Pro works through telecom-level \u201cwhitelisting\u201d tied to so-called \u201cwhite SIM cards,\u201d where certain SIM cards, mobile accounts, or institutions are exempted from the country\u2019s filtering systems.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox07pok000r356r53rxr5j2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Unlike a VPN, which bypasses censorship by encrypting internet traffic, Internet Pro appears to route pre-approved users through less restricted gateways. Users with white SIMs reportedly retain access to the full global internet.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox07pok000s356r70ug3qtd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Reported pricing for Internet Pro includes a one-year 50 gigabyte package costing around 2 million toman, plus activation fees of 2.8 million toman and roughly 40,000 toman for each additional gigabyte. By comparison, ordinary internet \u2013 now heavily restricted \u2013 costs 8,000 toman per gigabyte, leaving VPN services as the only option for many.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox07pok000t356rwkrt20do@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">There is another way to access the unrestricted internet, but it carries significant risks. A number of Starlink satellite receivers have been smuggled into the country, allowing users to bypass restrictions by connecting directly to SpaceX satellites. But the devices are illegal in Iran, and owning one can carry severe consequences, including arrest and accusations tied to national security.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox07wz1000v356r275ppg8t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The question of who gets better internet access has laid bare divisions within the regime. The plan to introduce Internet Pro was approved by the Supreme National Security Council in February, but the government led by President Masoud Pezeshkian has declared it opposes tiered access.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox08dht000z356rt1j6nosi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Pezeshkian\u2019s office <a href=\"https:\/\/x.com\/tabaei1356\/status\/2048386734333792272?s=20\" target=\"_blank\" rel=\"noopener\">said last month<\/a> that the restrictions on people\u2019s access to the global internet were unfair and that government agencies had failed to set out a rationale for such a system. \u201cIn this regard, they have fallen short,\u201d it said.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox08dht0010356rwc2bn6hv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Communications Minister Sattar Hashemi asserted that high-quality access to the internet was every Iranian\u2019s right.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox08rez0012356rp18he4km@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cTiered internet or a \u2018whitelist\u2019 system has no validity,\u201d Hashemi said. A senior adviser to Hashemi <a href=\"https:\/\/www.iribnews.ir\/fa\/news\/5779742\/%D8%AA%D8%AE%D9%84%D9%81-%D9%88-%DA%A9%D8%AC%E2%80%8C%D8%B3%D9%84%DB%8C%D9%82%DA%AF%DB%8C-%D8%AF%D8%B1-%D8%B7%D8%B1%D8%AD-%D8%A7%DB%8C%D9%86%D8%AA%D8%B1%D9%86%D8%AA-%D9%BE%D8%B1%D9%88-%D9%82%D9%88%D9%87-%D9%82%D8%B6%D8%A7%D8%A6%DB%8C%D9%87-%D9%88%D8%B1%D9%88%D8%AF-%D9%85%DB%8C%E2%80%8C%DA%A9%D9%86%D8%AF\" target=\"_blank\" rel=\"noopener\">stressed<\/a> that the ministry had nothing to do with Internet Pro, which had been designed to help businesses maintain service stability during crises, but \u201chas now been misused.\u201d<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox08sfx0014356rdwc5bqr0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">But more hardline officials have supported the policy, according to analysts. They include Mohammad Amin Aghamiri, who runs the authority governing control of cyberspace.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox08sfx0015356r52zcps9s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Aghamiri was sanctioned by the United States and United Kingdom in 2023 over human rights abuses linked to the crackdown on protests in Iran.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox093v20017356rgo3gqr1d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Some labor organizations \u2013 such as Iran\u2019s 300,000-strong nurses\u2019 union and various lawyers\u2019 groups \u2013 have rejected the use of Internet Pro in solidarity with ordinary workers who rely on it.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001b356rkiaugud6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">It\u2019s also been criticized by the Iranian Psychiatric Association.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001c356riyucrpfe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cUnequal patterns of access to the global internet may lead to increased psychological stress, feelings of being overlooked or marginalized, (and) a decline in public trust,\u201d the association said last week.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001d356ryw14ylpv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Forced onto the defensive, officials have offered several reasons for the tiered system.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001e356r6zzx8zku@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cThe reason for the temporary restrictions is to prevent the recurrence of destructive cyberattacks on the country\u2019s critical infrastructure,\u201d claimed one unidentified official quoted by the Fars news agency.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001f356rf9a7maeb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The official claimed Internet Pro was a crisis measure to \u201cprovide services with minimal disruption to specific professions such as professors, doctors, journalists, and programmers.\u201d<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001g356r8pakqm82@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Public anger has also been fed by profiteering among those with privileged access to the internet, as the Internet Pro SIM cards started appearing on the black market.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001h356rn8nril88@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The head of the judiciary, Gholamhossein Mohseni Ejei, said it was \u201cunacceptable that unqualified individuals or profiteers exploit this platform for financial abuse,\u201d and called on prosecutors to deal with \u201cdiscriminatory and corrupt\u201d access.<\/p>\n<p data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmox0a8pj001i356rqbddcc10@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Reformists in Iran seem to sense it is one issue on which they will get public support.
