Recently, the football legend visited Hollywood City Hall in Florida. Security guards immediately blocked his path, demanding to see his ID. Sapp refused, arguing that public buildings belong to the people. A heated clash followed, and Sapp caught the entire dispute on video.<\/p>\n<div id=\"player_stn-player__Dybik\">\n<p>Watch What\u2019s Trending Now!<\/p>\n<\/div>\n<p data-athlete=\"false\">\u201cI got a video of this,\u201d <a href=\"https:\/\/www.youtube.com\/watch?v=ENIsxxLFJi0?utm_medium=website&#038;utm_source=website_internal&#038;utm_campaign=web_link_2\" target=\"_blank\">Sapp said to the city officials<\/a>. \u201cI walked in this place on the 21st of May. The security downstairs is demanding ID: \u2018everybody\u2019s got to give me ID.\u2019 And you\u2019re telling me to walk in the people\u2019s building, you\u2019re going to allow Proserv to demand my ID to violate my Fourth Amendment?\u201d<\/p>\n<p data-athlete=\"false\">Narrating the incident, Sapp said they were \u201cwalking in the people\u2019s building to pay phone bills and to redress my government. I\u2019m escorted up to the second floor.\u201d He then refused to drop his ID while demanding that the mayor\u2019s secretary be called so he could set up an appointment. When that was not working, he demanded to see the city clerk.<\/p>\n<p data-athlete=\"false\">Even on the second floor, the strict questioning continued. The mayor\u2019s assistant demanded to know how he got upstairs. Sapp felt targeted by the heavy security. He stood his ground against several city officials. He challenged the city manager directly, asking why an innocent citizen needed to show ID just to enter a public building.<\/p>\n<p data-athlete=\"false\">Sapp was a lone man against three or more city officials, and he was self-sufficient enough to challenge them all. He even questioned the city manager, George Keller, when he tried defending their security protocol as being \u201csound, based on the law\u201d.<\/p>\n<p data-athlete=\"false\">One of the officials claimed the demand was within their rights to \u201cimplement reasonable security measures\u201d. The official also added the fact that it was the case with other public buildings, like airports and courthouses. But all these defenses fell on Sapp\u2019s deaf ears.<\/p>\n<p data-athlete=\"false\">\u201cAren\u2019t you a former police officer?\u201d Sapp asked one of them. \u201cWhen does the police have the right to ask me for ID? Right now, we\u2019re definitely starting off on the wrong foot if you\u2019re telling me a policy is going to override my Fourth Amendment to be secure with my papers, persons, and effects as I walk into the people\u2019s building? You\u2019re trying to kill my Fourth Amendment with your gun with this intimidation.\u201d<\/p>\n<p data-athlete=\"false\">The Fourth Amendment to the Constitution protects individuals against \u201cunreasonable searches and seizures\u201d by the government. It states that warrants should be issued only upon probable cause, noting the place to be searched and the things or persons to be seized. To Sapp, his ID would only be needed if they had a warrant. And since they had none, all their explanations about their security procedures did not make sense to him.<\/p>\n<p data-athlete=\"false\">After going back and forth, Sapp eventually narrated the incident and explained what he came there for in the first place, while the city officials listened to him.<\/p>\n<h2>Football <strong>Sapp\u2019s video evidence\u00a0<\/strong><\/h2>\n<p data-athlete=\"false\">The video from a few weeks ago, where the real confrontation happened, shows Sapp arguing with two deputies who tried stopping him from accessing the third and fourth floors.<\/p>\n<p data-athlete=\"false\">\u201cI\u2019m going to give you a trespass warning. It\u2019s restricted. I\u2019m telling you it\u2019s restricted\u2026I\u2019m just following what I\u2019m being told,\u201d one officer says in the video to Sapp.<\/p>\n<p data-athlete=\"false\">However, Sapp argues back that \u201cthere\u2019s no restriction on this door. It needs to be demarcated. I need to see your supervisor. Don\u2019t do that to yourself. One, I was not causing any disturbance, and two, there\u2019s no sign out there.\u201d The officers in the video clearly state that they had received instructions from the public safety officer.<\/p>\n<p data-athlete=\"false\">With Sapp being adamant and insisting that they arrest him, one of the officers put out the demarcation he demanded: \u201cRestricted Access, Employees Only\u201d. Unsatisfied, he vows to call his \u201crepresentation and get the matter resolved his own way.<\/p>\n<p data-athlete=\"false\">This is not his only battle with law enforcement. In a separate incident, police unlawfully arrested him at an Okeechobee County gas station. He fired back with a massive $20 million civil rights lawsuit. The sheriff\u2019s insurance fund offered him a measly $3,500 settlement.
