{"id":891781,"date":"2026-02-11T23:11:55","date_gmt":"2026-02-12T05:11:55","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2026\/02\/11\/top-civil-engineer-leaves-ice-over-lack-of-adequate-response-to-grenfell\/"},"modified":"2026-02-11T23:11:55","modified_gmt":"2026-02-12T05:11:55","slug":"top-civil-engineer-leaves-ice-over-lack-of-adequate-response-to-grenfell","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2026\/02\/11\/top-civil-engineer-leaves-ice-over-lack-of-adequate-response-to-grenfell\/","title":{"rendered":"Top civil engineer leaves ICE over \u2018lack of adequate response to Grenfell\u2019"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img width=\"1024\" height=\"683\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2023\/08\/High-rise-generic.jpg\"  decoding=\"async\" fetchpriority=\"high\"  alt=\"High-rise-generic.jpg\"><\/p>\n<div>\n<p>A former secretary of a leading structural safety body has resigned his Institution of Civil Engineers (ICE) membership over its \u201clack of adequate response to the Grenfell tragedy\u201d.<\/p>\n<p>Civil engineer John Carpenter left ICE on 4 February after being a member since the 1970s and a fellow for over 40 years.<\/p>\n<p>In a social media post on Monday (9 February), Carpenter claimed that <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/perfect-storm-likely-without-urgent-transport-maintenance-work-30-01-2025\/\">ICE <\/a>had not provided \u201cadvice or direction or any detailed aspect on the Building Safety Act\u201d or on how the act\u2019s key principles can be applied to structures that are not higher-risk buildings (HRBs) but still fall under the legislation.<\/p>\n<p>He criticised a lack of any \u201cserious attempt\u201d to raise awareness of standards of competency on non-HRB structures and the institute not having appointed a \u201cproactive, overall \u2018Grenfell\u2019 leader\u201d.<\/p>\n<p>Carpenter claimed that recent correspondence with senior ICE figures \u201cindicated\u201d to him that the institute \u201cdoes not intend to change its spots sufficiently or quickly enough\u201d.<\/p>\n<p>He said that in 2024 he handed back his ICE gold medal because of his \u201cprofound professional embarrassment\u201d at ICE\u2019s \u201clack of action with regards to Grenfell\u201d.<\/p>\n<p>The accolade is awarded to members who have consistently contributed with their insights and ethics to the civil engineering profession.<\/p>\n<p>\u201cThat position remains,\u201d Carpenter said. \u201cICE is doing something of the \u2018talk\u2019 (but only in a limited manner) but still, after eight years, not doing the \u2018walk\u2019.\u201d<\/p>\n<h3>Cultural change<\/h3>\n<p>Carpenter claimed that for over eight years, there has not been a \u201creal attempt to \u2018change the culture\u2019\u201d within ICE.<\/p>\n<p>\u201cThe Code of Conduct has been tightened up but it would be naive to suggest this alone will change [the] culture,\u201d he said.<\/p>\n<p>He also flagged ICE\u2019s \u201cflawed\u201d case study examples and Continuing Professional Development modules, with \u201csignificant errors\u201d on its website. He told <em>Construction News<\/em> that some of these errors were corrected after he pointed them out.<\/p>\n<p>Carpenter was also critical of ICE not employing chartered engineers, \u201cnor anyone of national standing\u201d, across its \u201ccore team\u201d.<\/p>\n<p>ICE\u2019s current board of trustees is made up of fellow and associated ICE members.<\/p>\n<p>Carpenter is a specialist in risk management and has worked as an independent consultant for over 25 years.<\/p>\n<p>Between 2000 and 2010, he was secretary of the Standing Committee on Structure Safety, now known as Collaborative Reporting for Safer Structures, a confidential reporting system for fire and structural safety issues.<\/p>\n<p>He is the author of several industry guides and articles and the author of PAS 8811, a standard on major infrastructure client procedures for temporary works.<\/p>\n<p>In a written statement to <em>CN<\/em> in response to Carpenter\u2019s LinkedIn post, an ICE spokesperson said: \u201cThe Institution of Civil Engineers is disappointed that John Carpenter felt that he had to resign his membership. The ICE acknowledges his expertise and his commitment to addressing safety issues across the built environment, a cause the ICE is equally dedicated to.<\/p>\n<p>\u201cOver the past few years, senior professional members of the ICE, including the ICE Trustee Board, have engaged extensively with Mr Carpenter about his concerns regarding the institution\u2019s content, leadership and governance. We have had wide-ranging conversations around the issues raised.
