The Russian Central Bank says it will conduct a \u201clarge-scale audit\u201d of the entire nation\u2019s crypto<\/a> holdings and transactions in early 2026.<\/p>\n

The Russian newspaper Izvestia<\/a> reported that the bank wants to launch a comprehensive review of crypto investments and lending volumes for companies operating in the space.<\/p>\n

Russian Central Bank: Crypto Audit Incoming<\/span><\/h2>\n

The Central Bank said it also plans to review \u201cindividual investments\u201d in digital financial products \u201cwhose returns are tied to the price of cryptoassets.\u201d<\/p>\n

This likely refers to crypto derivatives and other similar financial products. Many of these have launched on the Moscow Exchange<\/a> and elsewhere in Russia this year.<\/p>\n

The newspaper wrote that the bank\u2019s decision \u201creflects its growing attention to the risks and opportunities\u201d of the crypto space.<\/p>\n

These, the bank thinks, are having an impact \u201cnot only on global markets, but also on the Russian economy.\u201d<\/p>\n

The Bank of Russia said it will \u201cconduct a survey of cryptoasset investments and lending to crypto companies\u201d over the first two months of 2026.<\/p>\n

Officials said the survey\u2019s goal was \u201cto assess the volume of investments in cryptocurrencies by regulated entities, including for risk hedging purposes.\u201d<\/p>\n

Crypto Derivatives Order<\/span><\/h2>\n

The bank has also ordered the Moscow Exchange and commercial banks that offer crypto derivatives to send it monthly reports on transactions and volumes.<\/p>\n

The bank has frequently found itself at loggerheads with the Ministry of Finance on crypto policy<\/a>.<\/p>\n

The ministry wants to regulate and tax the crypto industry, and wants to take it \u201cout of the grey zone.\u201d<\/p>\n

But the bank would rather pursue solutions that restrict crypto to the fringes of the Russian economic system.<\/p>\n

However, Kirill Karpov, a senior lecturer in the Department of Financial Law at Moscow State Law University, told the newspaper:<\/p>\n

\n

\u201c[The bank and the government] will use the information from the survey to help form regulatory policy. They will look to legalize the market to generate tax revenue.\u201d<\/p>\n<\/blockquote>\n

The legal expert Olga Zakharova noted:<\/p>\n

\u201cAt present, Russian legislation does not provide scope for any legal players other than officially registered crypto miners and participants in [the bank\u2019s sandbox project].\u201d<\/p>\n<\/blockquote>\n

The sandbox in question allows Russian firms to use crypto as a payment tool in cross-border trade deals.<\/p>\n

The bank begrudgingly approved the sandbox in response to to Washington-, Brussels-, and London-led sanctions packages.<\/p>\n

Closer Monitoring Efforts<\/span><\/h2>\n

In addition to the sandbox, several companies are thought to be conducting direct crypto-powered trade with international partners.<\/p>\n

Another Russian expert said that the bank is aware that it will need more data on the crypto industry in the years ahead.<\/p>\n

He told Izvestia that the global crypto market \u201ccurrently accounts for approximately 2% of all financial assets,\u201d adding:<\/p>\n

\u201cGiven this level of risk, there are no serious threats to the Russian economy yet. But this is a situation that requires constant monitoring.\u201d<\/p>\n<\/blockquote>\n

Despite the bank\u2019s caution, the crypto sector has many powerful advocates in the Moscow hierarchy.<\/p>\n

Senior politicians have made repeated calls on the Kremlin to fast-track crypto exchange<\/a> regulation and consider the launch of a Russian strategic Bitcoin reserve<\/a>.<\/p>\n
