{"id":874091,"date":"2025-09-19T01:13:35","date_gmt":"2025-09-19T06:13:35","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/09\/19\/quebec-issues-invitations-to-workers-with-intermediate-and-manual-skills\/"},"modified":"2025-09-19T01:13:35","modified_gmt":"2025-09-19T06:13:35","slug":"quebec-issues-invitations-to-workers-with-intermediate-and-manual-skills","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/09\/19\/quebec-issues-invitations-to-workers-with-intermediate-and-manual-skills\/","title":{"rendered":"Quebec issues invitations to workers with intermediate and manual skills"},"content":{"rendered":"<div>\n<p><i><img loading=\"lazy\" decoding=\"async\" data-del=\"avatar\" src=\"https:\/\/www.cicnews.com\/wp-content\/uploads\/2024\/08\/Janice-Rodrigues-Headshot-150x150.jpg\" height=\"130\" width=\"130\"><\/i><\/p>\n<div>\n<p><span>Published:<\/span> August 17, 2025\t\t\t\t\t\t\t\t<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<div>\n<p>On July 31, Quebec issued more invitations under its new Skilled Worker Selection Program (PSTQ).<\/p>\n<p>This is the first time the province has targeted workers in the Intermediate and Manual Skills stream since it started issuing invitations under the PSTQ earlier this year.<\/p>\n<p><a href=\"https:\/\/www.canadavisa.com\/options-for-immigrating-to-settle-outside-quebec.html?&#038;utm_medium=article&#038;utm_campaign=2025-08-17_quebec-issues-invitations-to-workers-with-intermediate-and-manual-skills_58787\" target=\"_blank\" rel=\"noopener noreferrer\">Learn more about your options and get assistance immigrating to Quebec<\/a><\/p>\n<h2>Draw details<\/h2>\n<p>On July 31, the Minister of Immigration, Francization and Integration invited 273 people to apply for permanent selection under the PSTQ\u2019s Intermediate and Manual Skills stream.<\/p>\n<p>To qualify, candidates had to meet the following criteria:<\/p>\n<ul>\n<li>Have a score that is equal to or greater than 661 points.<\/li>\n<li>Reside in Quebec outside the Montreal Metropolitan Community;<\/li>\n<li>Have at least 24 months of work experience in the past five years, with at least 12 of those months being in Quebec in their main occupation.<\/li>\n<\/ul>\n<p>Candidates were extracted from the Arrima bank on July 28, 2025, at 8 am.<\/p>\n<h2>What is the Intermediate and Manual Skills stream?<\/h2>\n<p>This stream is for foreign nationals who meeting the following criteria:<\/p>\n<ul>\n<li>Their main occupation is in *FEER category 3, 4 or 5.<\/li>\n<li>Their work in not in an occupation listed as a regulated profession in Quebec.<\/li>\n<li>They can demonstrate French-language proficiency at level 5 or above in both speaking and listening, as measured by the French language benchmark \u00c9chelle qu\u00e9b\u00e9coise des niveaux de comp\u00e9tence en fran\u00e7ais (or an equivalent assessment).<\/li>\n<li>If accompanied by a spouse or common-law partner, that person has French-language proficiency at level 4 or above in both speaking and listening (\u00c9chelle or its equivalent).<\/li>\n<\/ul>\n<p>The Intermediate and Manual Skills stream also has a schooling requirement. To fulfill this, a foreign national must have one of the following:<\/p>\n<ul>\n<li>A diploma corresponding to a high school diploma in Quebec<\/li>\n<li>A diploma from a full-time study program of at least 1 year that is equivalent in Qu\u00e9bec to:<br \/>\n&#8211; Diploma of Vocational Studies;<br \/>\n&#8211; Attestation of Vocational Specialization at the secondary level, or<br \/>\n&#8211; Attestation of College Studies at the CEGEP level.<\/li>\n<\/ul>\n<p>The program must be at least 600 hours (secondary level) or 900 hours (college level). Finally, the candidate must have obtained the diploma before submitting their application.<\/p>\n<p>*FEER (Formation, \u00c9tudes, Exp\u00e9rience et Responsabilit\u00e9s is the French translation of TEER (Training, Education, Experience, and Responsibilities) in the NOC system.<\/p>\n<h2>What are FEER Categories 3, 4, and 5?<\/h2>\n<p><strong>FEER 3<\/strong><\/p>\n<p>Occupations are those that require:<\/p>\n<ul>\n<li>The completion of a post-secondary program of less than two years at a community college, institute of technology or CEGEP;<\/li>\n<li>The completion of an apprenticeship training of less than two years;<\/li>\n<li>More than six months of on-the-job training, training courses;<\/li>\n<li>Specific work experience or more than six months plus secondary schooling; or<\/li>\n<li>Several years of experience in a related occupation from FEER 4 (if applicable).<\/li>\n<\/ul>\n<p><strong>FEER 4<\/strong><\/p>\n<p>These occupations require:<\/p>\n<ul>\n<li>A high school diploma;<\/li>\n<li>Several weeks of on-the-job training with some high school; or<\/li>\n<li>Experience in a related occupation from FEER 5 (if applicable).<\/li>\n<\/ul>\n<p><strong>FEER 5:<\/strong><\/p>\n<p>These occupations constitute those that require a brief demonstration of work and no formal educational requirements.<\/p>\n<h2>About Quebec\u2019s Skilled Worker Selection Program<\/h2>\n<p><a href=\"https:\/\/www.canadavisa.com\/quebec-skilled-worker-immigration.html\">Quebec\u2019s Skilled Worker Selection Program<\/a> officially replaced the Regular Skilled Worker Program in late 2024 but remained on hold until mid\u20112025.<\/p>\n<p>On July\u202f17,\u202f2025, <a href=\"https:\/\/www.cicnews.com\/2025\/07\/quebec-issues-first-invitations-under-the-skilled-worker-selection-program-0758190.html\">Quebec issued its first invitations to apply<\/a> for permanent selection under two specific streams: the Highly Qualified and Specialized Skills stream and the Exceptional Talent stream.<\/p>\n<p>In total, 238 invitations were sent out on that day across the two streams.
