The holdings would be stored in secure cold storage facilities distributed nationwide and locked for 20 years, with limited exceptions.<\/p>\n<p>The proposed bill mandates that no more than 10% of the reserve may be liquidated in any two-year period after the minimum holding period. Funds could only be sold under strict conditions, such as retiring sovereign debt.<\/p>\n<p>As of November 2024, Philippine government debt stood at PHP16.09 trillion ($285 billion), with nearly 68% owed domestically. Supporters of the proposal argue that diversifying beyond <a href=\"https:\/\/coingeek.com\/btc-is-not-digital-gold-and-it-never-was\/\" target=\"_blank\" rel=\"noreferrer noopener\">gold<\/a> and the U.S. dollar could provide long-term financial security.<\/p>\n<p><strong>Transparency, oversight, and audits<\/strong><\/p>\n<p>According to the proposed bill, the BSP governor would oversee the program with assistance from the Department of Finance, the Department of Defense, and the <a href=\"https:\/\/coingeek.com\/philippine-sec-cracks-down-on-unregistered-crypto-platforms\/\" target=\"_blank\" rel=\"noreferrer noopener\">Securities and Exchange Commission<\/a> (SEC). The bill requires quarterly \u201cproof-of-reserve\u201d audits verified by independent third parties, with results published online.<\/p>\n<p>The measure also reaffirms that private citizens remain free to hold and transact in Bitcoin, explicitly protecting <a href=\"https:\/\/coingeek.com\/bitcoin-and-property-rights\/\" target=\"_blank\" rel=\"noreferrer noopener\">property rights in digital assets<\/a>. Villafuerte\u2019s explanatory note argues that it is vital that the country stockpile strategic assets such as Bitcoin to provide financial stability and safeguard our national interest.<\/p>\n<p><strong>Global governments already hold Bitcoin<\/strong><\/p>\n<p>Data from CoinGecko, <a href=\"https:\/\/finance.yahoo.com\/news\/philippines-proposes-massive-10-000-172644985.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">carried by cryptonews<\/a>, shows that as of August 2025, 11 governments collectively control 480,196 BTC\u2014worth about $55.6 billion\u2014equal to 2.29% of total supply. The <a href=\"https:\/\/coingeek.com\/us-treasury-confirms-bitcoin-reserve-will-rely-on-seizures\/\" target=\"_blank\" rel=\"noreferrer noopener\">United States leads with 198,022 BTC<\/a>, followed by China with 190,000 BTC.<\/p>\n<p>Villafuerte pointed to these developments as part of the rationale for the Philippines to act now. With only 21 million BTC to ever exist, and nearly 20 million already mined, proponents say accumulation is a matter of timing.<\/p>\n<p><strong>Padilla: Bitcoin as a central bank reserve asset<\/strong><\/p>\n<p>Atty. <a href=\"https:\/\/coingeek.com\/philippine-central-bank-concludes-wholesale-cbdc-testing\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rafael Padilla<\/a>, Co-Founder of BlockDevs Asia and Author of Crypto and the Law, made the case for <a href=\"https:\/\/bitpinas.com\/wp-content\/uploads\/2020\/12\/Counterweight_Bitcoin_as_Central_Bank_Reserve_Asset_Rafael_Padilla-3.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Bitcoin reserves in his 2020 paper<\/a> \u201cCounterweight: The Case for Bitcoin as Central Bank Reserve Asset.\u201d<\/p>\n<p>Padilla described Bitcoin\u2019s unique characteristics: \u201cBitcoin\u2019s unique properties as a digital asset, its antifragile nature, lack of correlation with traditional assets, and its immutable fixed supply schedule make it a viable safe haven that is functionally comparable to gold.\u201d<\/p>\n<p>Padilla noted that <a href=\"https:\/\/coingeek.com\/is-india-ready-for-a-national-bitcoin-reserve\/\" target=\"_blank\" rel=\"noreferrer noopener\">adding Bitcoin to reserves<\/a> could provide systemic protection. \u201cWhen added to the central bank\u2019s reserve asset portfolio, Bitcoin\u2019s alternative financial system can also serve as a systemic hedge against the fragility of the present U.S. dollar-centric international monetary system.\u201d<\/p>\n<p><strong>Rethinking international reserves<\/strong><\/p>\n<div>\n<p>Padilla <a href=\"https:\/\/coingeek.com\/the-us-bitcoin-strategic-reserve-explained\/\" target=\"_blank\" rel=\"noreferrer noopener\">explained the function of reserves<\/a>, saying, \u201cInternational reserves may be understood as external assets held by a central bank to enable the conduct of international transactions, intervention in foreign currency markets, and maintain confidence in the exchange rate of the local currency.\u201d<\/p>\n<p>\u201cOverall, international reserves enable central bank to manage a stable exchange rate and achieve domestic financial stability,\u201d he added.\n<\/p>\n<\/div>\n<p>For that reason, Padilla emphasized caution. \u201cIt is important that a central bank should be able to preserve the value of reserves within conservative risk limits to allow the reserves to be available when they are needed. Consequently, reserve asset portfolios tend to be risk-averse where liquidity and security often precedes profit or carrying cost.\u201d<\/p>\n<p><strong>Lessons from quantitative easing<\/strong><\/p>\n<p>Padilla also pointed to <a href=\"https:\/\/coingeek.com\/bis-ny-fed-test-smart-contracts-for-tokenized-monetary-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">global monetary policy trends<\/a>, stressing, \u201cTo save businesses on the brink of default, support unemployed individuals and ease the shock on falling asset prices, many central banks injected unprecedented levels of monetary and fiscal stimulus into the financial system.\u201d<\/p>\n<p>\u201cAs central banks in the developed world implement quantitative easing to expand the supply of money, their fiat currencies will tend to depreciate in value,\u201d Padilla warned.<\/p>\n<p>By contrast, he noted that Bitcoin has a deflationary design.<\/p>\n<p>\u201cWhile central banks unleash enormous level of QE, quantitative hardening takes place in Bitcoin protocol where new supply of bitcoin is programmatically reduced every four years in an event known as \u2018the halving,\u2019 a native feature that is a core aspect of Bitcoin\u2019s monetary policy.\u201d<\/p>\n<p><strong>Gold and its limitations<\/strong><\/p>\n<p>In his paper, Padilla <a href=\"https:\/\/coingeek.com\/bitcoin-state-of-mining-why-digital-gold-may-be-failing-video\/\" target=\"_blank\" rel=\"noreferrer noopener\">acknowledged gold\u2019s historical role<\/a> but pointed out challenges.<\/p>\n<p>\u201cThe conventional wisdom is that owning gold serves as insurance against harsh economic climate and unstable monetary system,\u201d he said. \u201cGold is an equity asset and it is no one\u2019s liability; this gives its holder a high degree of security because there is no counterparty risk.\u201d<\/p>\n<p>Still, Padilla cautioned that governments could interfere.<\/p>\n<p>\u201cIf confronted with a major crisis in its monetary and financial system, the U.S. government, for example, could possibly resort to gold confiscation or a tax on gold profits measured in U.S. dollars, or both.\u201d<\/p>\n<p>\u201cRelying on heavy metal as a safe-haven reserve asset does not align well with technological progress and the ever-expanding digital economy. The digital world necessitates a paradigm shift, and it requires a money that is digital, portable, and accessible to everyone while still retaining the qualities of a store of value,\u201d Padilla argued.<\/p>\n<p><strong>Bitcoin\u2019s cryptoeconomic features<\/strong><\/p>\n<p>Padilla emphasized <a href=\"https:\/\/coingeek.com\/bitcoin-mining-trends-in-may-2025-global-surge-amid-innovation\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bitcoin\u2019s innovation<\/a>. \u201cBitcoin was the first engineering solution that allowed for digital payments without having to rely on a trusted third-party intermediary.\u201d<\/p>\n<p>\u201cBy being the first digital object that is verifiably scarce, Bitcoin is the first example of digital cash,\u201d he said.<\/p>\n<p><strong>Adoption and feasibility in the Philippines<\/strong><\/p>\n<p>Padilla also stressed the legal feasibility of the proposal, saying, \u201cConsidering that the composition of international reserves are not limited by law to traditional reserve assets such as gold and foreign currencies\u2026 it is therefore legally feasible for the BSP to adopt bitcoin as a reserve asset that will be added to its international reserves.\u201d<\/p>\n<p>\u201cAs it grows, Bitcoin could eventually evolve as a widely-accepted global settlement system that will compete with the current international monetary system.
