Hundreds of heat alerts were put in place across the continent, as temperatures soared to 46C in some regions \u2013 with school closures and outdoor working bans in some nations.<\/strong><\/p>\n<p>Here in the UK, England may have just experienced its <a href=\"https:\/\/www.metoffice.gov.uk\/about-us\/news-and-media\/media-centre\/weather-and-climate-news\/2025\/june-2025-provisional-statistics\">hottest June on record<\/a>, with close to 600 people estimated to <a href=\"https:\/\/www.lshtm.ac.uk\/newsevents\/news\/2025\/nearly-600-heat-related-deaths-expected-uk-heatwave-researchers-estimate#:~:text=Nearly%20600%20heat%2Drelated%20deaths%20expected%20in%20UK%20heatwave%2C%20researchers%20estimate,-21%20June%202025&#038;text=About%20570%20people%20in%20England,a%20rapid%20study%20has%20estimated.\">have died<\/a> during the hottest period. Droughts have been <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/crk661074ejo\">declared<\/a> in the North West of England and Yorkshire following the <a href=\"https:\/\/www.gov.uk\/government\/news\/national-drought-group-meets-after-driest-spring-in-132-years\">driest spring<\/a> in 132 years; and wildfires recently scorched the earth across <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c93kkj7pvzdo\">Scotland<\/a>, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/may\/05\/wildfire-destroys-about-5000-hectares-of-dartmoor-national-park\">Dartmoor<\/a> and the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cgm8rldnp4ko\">Peak District<\/a>. The land area burnt so far this year is <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c0m9gm3jwljo\">already<\/a> the highest in over a decade.<\/p>\n<p>On Monday, the latest<a href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Frmets.onlinelibrary.wiley.com%2Fdoi%2F10.1002%2Fjoc.70010&#038;data=05%7C02%7Coliver.claydon%40metoffice.gov.uk%7Ccbe4b88d3abe4405b7f508ddc058b8cc%7C17f1816120d7474687fd50fe3e3b6619%7C0%7C0%7C638878209473475415%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&#038;sdata=%2FzLlp1ppwaywDKFKRNLgHyfqto5QzlfkIe9jWwVhLU0%3D&#038;reserved=0\"> State of the UK Climate report<\/a> showed that the number of days with temperatures 5C above the 1961-1990 average has doubled since that period for the most recent decade from 2015-2024. According to the Met Office, the hottest days experienced in the UK have dramatically increased in frequency in just a few decades, while the last three years have been in the country\u2019s top five warmest on record.\u00a0<\/p>\n<h2>Not prepared for extreme weather<\/h2>\n<p>Government statistics show there were more than 10,000 <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/uk-heatwaves-climate-deaths-10-000-b2733524.html\">heat-related deaths<\/a> in the UK alone between 2020 and 2024. Close to 3,000 people died amidst the record-breaking 2022 heatwaves, when UK temperatures exceeded 40C for the first time.\u00a0<\/p>\n<p>Despite this, the UK remains unprepared for extreme heat. In April this year, stark warnings were <a href=\"https:\/\/www.theccc.org.uk\/publication\/progress-in-adapting-to-climate-change-2025\/\">issued<\/a> by the national government\u2019s official climate adviser, the Climate Change Committee (CCC): The country is \u201cnot prepared\u201d for climate impacts, progress has been \u201cinadequate\u201d, \u201ctoo slow\u201d, or has \u201cstalled\u201d. Encompassing heat risks, the CCC reported that not a single outcome of UK climate adaptation shows signs of \u2018good\u2019 delivery.\u00a0<\/p>\n<blockquote>\n<p><strong><a href=\"https:\/\/www.climatechangenews.com\/2025\/07\/09\/scientists-hail-rapid-estimate-of-climate-changes-role-in-heat-deaths-as-a-first\/\" target=\"_blank\" rel=\"noreferrer noopener\">Scientists hail rapid estimate of climate change\u2019s role in heat deaths as a first<\/a><\/strong><\/p>\n<\/blockquote>\n<p>The British public agrees the nation isn\u2019t ready. Climate Barometer <a href=\"https:\/\/climatebarometer.org\/topic\/climate-impacts#module-4764\">polling<\/a> finds that more than three quarters (78%) believe the UK is \u2018not prepared\u2019 to deal with climate impacts, including extreme weather. Just 16% say there has been \u2018good progress\u2019 when it comes to climate adaptation.<\/p>\n<p>In 2023, <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1462901125001170\">over two-thirds<\/a> of the public said both national and local governments in the UK are not prepared for extreme heat events. Alarmingly, this <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/wp-content\/uploads\/2024\/02\/Turning-up-the-heat-Learning-from-the-summer-2022-heatwaves-in-England-to-inform-UK-policy-on-extreme-heat.pdf\">sentiment is shared<\/a> by paramedics, fire fighters, decision makers and community leaders who worked on the frontline of the 2022 heatwave response.<\/p>\n<p><iframe loading=\"lazy\" width=\"560\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/DFUz1CQYLQA?si=d_Q5Jzw_9416P8z5\" title=\"YouTube video player\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<h2>A disjointed landscape of heat communication<\/h2>\n<p>With most heat-related deaths being preventable, the way we communicate plays a <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/23561265\/\">pivotal role<\/a> in reducing impacts. But we urgently need to improve the landscape of heat risk communication.<\/p>\n<p>In the UK, while updated heat warning systems have been welcomed, aspects of the public-facing communication may be <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1462901124000959\">inadequate<\/a> or <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/apr\/16\/uk-homes-overheating-soars-study\">unclear<\/a> in terms of encouraging action. More widely, media portrayals of heatwaves continue to show people having \u2018fun in the sun\u2019, despite <a href=\"https:\/\/rgs-ibg.onlinelibrary.wiley.com\/doi\/10.1111\/geoj.12487\">research<\/a> showing this undermines the severity of heat risks.<\/p>\n<blockquote>\n<p><strong><a href=\"http:\/\/www.climatechangenews.com\/Comment: Early warnings for heatwaves can save lives \u2013 and we need them now\" target=\"_blank\" rel=\"noreferrer noopener\">Comment: Early warnings for heatwaves can save lives \u2013 and we need them now<\/a><\/strong><\/p>\n<\/blockquote>\n<p>Across Europe, in the absence of strong leadership on heat, political narratives are quickly forming around the moral need for <a href=\"https:\/\/www.politico.eu\/article\/marine-le-pen-air-conditioning-france-climate-change\/\">air conditioning<\/a> rollouts \u2013 despite AC units being costly, energy intensive, and making urban heat worse.<\/p>\n<p>This all has knock-on consequences. Recently published UK-wide <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1462901125001170#fig0005\">survey research<\/a> shows that less than half of respondents (46%) said they felt \u2018well-informed\u2019 about heat risks. Very few felt that national (27%) and local governments (18%) were doing a \u2018good job\u2019 of communicating heat risks, and 20% said they lacked confidence in the accuracy of media coverage (37% were unsure).<\/p>\n<h2>Communicating better about heat<\/h2>\n<p>To help improve this disjointed landscape, here are three key suggestions:<\/p>\n<p><strong>1 \u2013 Heat communications must draw on social research<\/strong>. Studies show a <a href=\"https:\/\/wires.onlinelibrary.wiley.com\/doi\/10.1002\/wcc.819\">very wide range of factors<\/a> influence our actions and vulnerabilities when it comes to heat. From our belief about the risks, to where we live, to our cultural heritage, and the actions of our friends and family \u2013 these factors all play a role in shaping heat-related behaviour. Taking stock of these influences, alongside an awareness of the <a href=\"https:\/\/cast.ac.uk\/wp-content\/uploads\/2025\/03\/CAST-the-centre-for-climate-change-and-social-transformations-report-ethnicity-and-uk-climate-perceptions-why-we-need-greater-diversity-in-engagement-and-research.pdf\">unequal impacts<\/a> of heat, is necessary to inform better communication approaches. Social research also highlights the need for <a href=\"https:\/\/post.parliament.uk\/community-based-climate-change-approaches\/\">active, inclusive<\/a> engagement that goes beyond one-way messaging (e.g. locally-led projects to increase tree cover, or community decision making about heat-resilient neighbourhoods).<\/p>\n<p><strong>2 \u2013 A focus on advance preparation is sorely needed. <\/strong>Preparation for heat should occur \u201c<a href=\"https:\/\/www.gov.uk\/guidance\/supporting-vulnerable-people-before-and-during-hot-weather-people-experiencing-homelessness-and-sleeping-rough\">all year round<\/a>\u201d, but typically UK risks aren\u2019t treated in this way, with media coverage spiking as the heat takes hold. A review of <a href=\"https:\/\/wires.onlinelibrary.wiley.com\/doi\/10.1002\/wcc.819\">heatwave research<\/a> found an overwhelming focus on \u2018protective actions\u2019 (e.g. using a fan or drinking water to stay cool during heatwaves), rather than \u2018preparative actions\u2019 (e.g. installing shutters and blinds, or improving shading). This is despite the latter typically bringing benefits for more than one person, by reducing household vulnerability. Instead of an overemphasis on <a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/add94c\">short-term coping<\/a>, we need to build longer-term heat resilience.<\/p>\n<p><strong>3 \u2013 Effort is needed to address heat perception gaps. <\/strong>There are well known vulnerability gaps when it comes to climate impacts. <a href=\"https:\/\/www.redcross.org.uk\/about-us\/what-we-do\/we-speak-up-for-change\/public-awareness-and-perceptions-of-flood-risk-in-the-uk\">Research<\/a> by the British Red Cross found that \u201cthose most vulnerable to the effects of extreme weather often have the lowest awareness of their risk and the least knowledge of how to prepare\u201d. Similar \u2018perception gaps\u2019 have been found in relation to heat impacts. For instance, people tend to believe they are <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1462901125001170#:~:text=Our%20findings%20confirm%20data%20from,British%20Red%20Cross%2C%202021).\">less vulnerable<\/a> to heat impacts than others in their community. Many in the UK <a href=\"https:\/\/yougov.co.uk\/topics\/politics\/survey-results\/daily\/2025\/06\/18\/7cbe8\/1\">look forward<\/a> to heatwaves, despite the risks. And <a href=\"https:\/\/www.redcross.org.uk\/about-us\/news-and-media\/media-centre\/press-releases\/cultural-shift-needed-on-heatwave-action-warns-british-red-cross\">more than a third<\/a> think heatwaves will <em>only<\/em> be a problem for the UK in the future. Tackling perception gaps like these could help unlock community preparedness.<\/p>\n<p>Better communication <em>alone<\/em> is not enough. This must go hand-in-hand with policy changes, regulation, planning, and coordination. But with extreme heat a \u201c<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/30\/spain-records-highs-of-46c-and-france-under-alert-as-europe-swelters-in-heatwave\">new normal<\/a>\u201d, the way governments, community leaders and the media communicate about extreme heat matters now more than ever.<\/p>\n<p>The more that social research insights are taken onboard, ultimately the more lives could be saved.<\/p>\n<\/div>\n<p><a href=\"https:\/\/www.climatechangenews.com\/2025\/07\/14\/to-help-people-prepare-for-extreme-heat-we-must-communicate-better\/\" class=\"button purchase\" rel=\"nofollow noopener\" target=\"_blank\">Read More<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dr. Niall McLoughlin is co-director at Climate Barometer.
