{"id":863331,"date":"2025-07-18T19:11:41","date_gmt":"2025-07-19T00:11:41","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/07\/18\/rail-minister-admits-not-enough-money-after-schemes-paused\/"},"modified":"2025-07-18T19:11:41","modified_gmt":"2025-07-19T00:11:41","slug":"rail-minister-admits-not-enough-money-after-schemes-paused","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/07\/18\/rail-minister-admits-not-enough-money-after-schemes-paused\/","title":{"rendered":"Rail minister admits not \u2018enough money\u2019 after schemes paused"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img width=\"1024\" height=\"683\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2018\/01\/Generic-rail_Keymer-Junction_infrastructure_railway_track_bridge.jpg\" alt=\"Generic rail Keymer Junction infrastructure railway track bridge\"  decoding=\"async\" fetchpriority=\"high\" ><\/p>\n<div>\n<p>Rail minister Peter Hendy has defended the government\u2019s decision to pause rail schemes, declaring there \u201cisn\u2019t the money to do everything\u201d.<\/p>\n<p>Hendy appeared in front<span> of <\/span>MPs on Wednesday (16 July) as part of an inquiry into rail investment pipelines.<\/p>\n<p>It comes just a week after the government announced its plans to <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/government-unveils-92-8bn-transport-upgrades-08-07-2025\/\">back around 50 rail and road projects<\/a>. However, among the schemes paused is the long-running plans <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/work-up-for-grabs-on-1-3bn-midland-main-line-electrification-scheme-24-05-2022\/\">to finish electrifying the Midland Main Line<\/a>, sparking widespread criticism.<\/p>\n<p>\u201cWe simply didn\u2019t have enough money available to do everything that we wanted,\u201d Hendy told the cross-party Transport Committee.<\/p>\n<p>On the Midland Main Line decision, Hendy said the reason the scheme \u201cwent down the list\u201d was that new bi-mode trains will still \u201cproduce a better service, more capacity, and will be better trains\u201d.<\/p>\n<p>He added: \u201cI know that\u2019s not the perfect answer to people on the route who would like electrification north of the system, but\u2026 there isn\u2019t the money to do everything that we wanted.\u201d<\/p>\n<p>The Department for Transport (DfT) has said it will \u201ckeep the potential for full electrification of the route under review\u201d. The line between Kettering and Wigston was completed earlier this year.<\/p>\n<p>During the final evidence session of the inquiry, Hendy also talked up the \u201ccertainty\u201d the government\u2019s new 10-year infrastructure strategy will give in planning for the construction workforce needed.<\/p>\n<p>But he said the rail industry must \u201clive with a bit of uncertainty\u201d.<\/p>\n<p>Hendy, the former chair of Network Rail, said: \u201cAre we likely to get long- term, granular lists of railway <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/infrastructure-pipeline-set-to-map-employment-demand-15-07-2025\/\">infrastructure<\/a> which are committed to by successive governments?<\/p>\n<p>\u201cWell, only if public policy doesn\u2019t change, and public policy does have a habit of changing.\u201d<\/p>\n<p>But he said the government was aiming to \u201cdo things differently\u201d.<\/p>\n<p>Hendy said: \u201cOne of the reasons that this government has placed such an emphasis on long-term planning is because pipelines that are published but not funded, or ones that lack transparency, don\u2019t help, frankly, very much.\u201d<\/p>\n<p>The minister also said that a change in travel habits post-Covid had affected decisions. \u201cThe really fundamental change in the railway market since Covid is that leisure is up, business travel is down, although commuting is still slowly returning.<\/p>\n<p>\u201cIt wouldn\u2019t be right to carry on with a huge and detailed list of things which were created pre-Covid,\u201d he said.<\/p>\n<p>During the session, Alex Hynes, the DfT\u2019s director general for rail services, admitted that the latest figures from the National Skills Academy for Rail were \u201cconcerning\u201d. It showed that the rail workforce dropped to 220,000 last year from 250,000 when the last review was held in 2021.<\/p>\n<p>He suggested the figure could be helped by the multi-year spending review. \u201cWe have been clear that a steady investment pipeline is what is required to deliver a skilled workforce for rail,\u201d he said.<\/p>\n<p>On the plans for Great British Railways, Hynes said he expected it to be a \u201chighly devolved organisation\u201d.<\/p>\n<p>He added: \u201cWe believe that local railway leaders who run track and train together will do a better job in their area than if it\u2019s run from some big, centralised HQ.\u201d<\/p>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/rail-minister-admits-not-enough-money-after-schemes-paused-17-07-2025\/\" class=\"button purchase\" rel=\"nofollow noopener\" target=\"_blank\">Read More<\/a><br \/>\n James Wilmore<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rail minister Peter Hendy has defended the government\u2019s decision to pause rail schemes, declaring there \u201cisn\u2019t the money to do everything\u201d.
