Pritzker"},"content":{"rendered":"<div>\n<p>Indiana will soon begin studying the pros and cons of reconfiguring its border with Illinois, but it may have to do so without the participation of its neighbor.<\/p>\n<p>Indiana Gov. Mike Braun <a href=\"https:\/\/iga.in.gov\/legislative\/2025\/bills\/house\/1008\/details\" rel=\"noopener\" target=\"_blank\">signed l<\/a>egislation earlier this month creating the <a href=\"http:\/\/www.washingtontimes.com\/topics\/indiana-illinois-boundary-adjustment-commission\/\">Indiana-Illinois Boundary Adjustment Commission<\/a>, an 11-member panel scheduled to hold its first meeting no later than Sept. 1.<\/p>\n<p>Under the measure, Mr. Braun, a Republican, would appoint six members and Illinois would name five. So far, however, Illinois Gov. J.B. Pritzker, a Democrat, has shown no interest in taking part, calling the <a href=\"http:\/\/www.washingtontimes.com\/topics\/indiana-illinois-boundary-adjustment-commission\/\">commission<\/a> a \u201cstunt.\u201d<\/p>\n<p>Will Mr. Pritzker decide to cooperate in the spirit of interstate bonhomie? Don\u2019t hold your breath, said Illinois state Rep. Brad Halbrook.<\/p>\n<p>\u201cI would expect them to call witnesses from Illinois to testify, but there won\u2019t be any members [from Illinois] there on that panel because we would need somebody to appoint them,\u201d Mr. Halbrook told The Washington Times. \u201cI don\u2019t think Indiana can say, hey, we want to appoint these people from Illinois.\u201d<\/p>\n<p>Even without representatives from the Land of Lincoln, the <a href=\"http:\/\/www.washingtontimes.com\/topics\/indiana-illinois-boundary-adjustment-commission\/\">commission<\/a> may still take action. Only six members are required for a quorum under House Bill 1008, sponsored by Indiana House Speaker Todd Huston.<\/p>\n<p>The measure was inspired by the growing Illinois <a href=\"https:\/\/www.washingtontimes.com\/news\/2024\/nov\/14\/illinois-residents-advocating-two-state-solution-r\/\" rel=\"noopener\" target=\"_blank\">separation<\/a> movement. Thirty-three of the state\u2019s 102 counties have passed measures in the past few years in favor of exploring the possibility of splitting from Cook County, home of Chicago.<\/p>\n<p>Many of those counties are situated in southern Illinois, on or near the state line with Indiana. They also tend to be rural and more conservative than the Democrat-dominated state government in Springfield.<\/p>\n<p>Such counties would be a natural fit in red-state Indiana, which touts a Republican governor and GOP super-majorities in both legislative chambers.<\/p>\n<p>\u201cIllinois citizens have been held hostage against their will for two, three, four decades, and they\u2019re fleeing in droves,\u201d said Mr. Halbrook, a Republican who represents Shelby County, which voted in favor of the separation referendum.<\/p>\n<p>\u201cAnd I think the legislators in Indiana see what\u2019s going on, and they want to make life better for people in Illinois, and they\u2019ve offered up a solution,\u201d he said. \u201cSo hopefully this is part of a big discussion that I hope will get the attention of legislators in Illinois.\u201d<\/p>\n<p>Mr. Halbrook introduced legislation in January that would have established the <a href=\"http:\/\/www.washingtontimes.com\/topics\/indiana-illinois-boundary-adjustment-commission\/\">boundary commission<\/a> in state law and required the governor to appoint commissioners, but the measure died without receiving a hearing in the Illinois General Assembly.<\/p>\n<p>Despite the downstate discontent, Mr. Pritzker <a href=\"https:\/\/x.com\/HeartlandSignal\/status\/1879577024827695316?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1879577024827695316%7Ctwgr%5E5071007a7899db3c28fcf1377066ce746d248e8c%7Ctwcon%5Es1_&#038;ref_url=https%3A%2F%2Fwww.indystar.com%2Fstory%2Fnews%2Fpolitics%2F2025%2F01%2F15%2Fillinois-gov-jb-pritzker-responds-indiana-secession-bill-todd-huston%2F77728099007%2F\" rel=\"noopener\" target=\"_blank\">argued<\/a> that Illinois residents would be worse off if they suddenly became Hoosiers.<\/p>\n<p>\u201cIt\u2019s a stunt. It\u2019s not going to happen,\u201d Mr. Pritzker told reporters after the bill was unveiled in January. \u201cI\u2019ll just say Indiana is a low-wage state that doesn\u2019t protect workers, a state that does not provide health care for people when they\u2019re in need, and so I don\u2019t think it\u2019s attractive for anybody in Illinois, where wages are higher where the standard of living is higher, and we do provide health care for people in need.\u201d<\/p>\n<p>Mr. Halbrook said the economic indicators tell a different story.<\/p>\n<p>\u201cThe governor has called it a stunt and kind of slammed the people of Indiana, saying they didn\u2019t take care of their people, and that they were a low-wage state,\u201d he said. \u201cBut if you look at any of the numbers, all of our neighboring states are doing better than Illinois.\u201d<\/p>\n<p>Illinois gained 67,899 residents in 2023-24 after a decade of outmigration, causing the state to lose a congressional seat after the 2020 Census.<\/p>\n<p>\u201cIllinois population decline was curbed for the first time in 9 years following a massive influx of international migrants,\u201d said Bryce Hill, Illinois Policy Institute director of fiscal analysis. \u201cHowever, since 2020, 84% of Illinois communities have lost population.\u201d<\/p>\n<p>Why? He cited the state\u2019s unfriendly economic <a href=\"https:\/\/www.illinoispolicy.org\/pritzker-preps-for-presidential-run-carrying-weight-of-illinois-failures\/\" rel=\"noopener\" target=\"_blank\">climate<\/a>, saying that Illinois has seen more than 70 tax hikes since 2010, while the unemployment rate is higher than the national average and job growth is lower.<\/p>\n<p>\u201cThese problems, unfortunately, hit our down-state communities hardest,\u201d Mr. Hill said. \u201cWhat these residents crave is recognition and relief and that has spurned entities such as the <a href=\"http:\/\/www.washingtontimes.com\/topics\/indiana-illinois-boundary-adjustment-commission\/\">commission<\/a>.\u201d<\/p>\n<p>Loret Newlin, coordinator and director of the Illinois Separation Referendum, said she appreciates Indiana\u2019s interest but stressed that the referendum seeks to gauge interest in forming a new state, not joining an existing one.<\/p>\n<p>\u201cWhile it is great that Speaker Todd Huston recognizes that we are not represented in the Illinois legislature, his bill assumes everyone who voted to explore forming a new state without Cook County will happily become Hoosiers,\u201d Ms. Newlin said in an email. \u201cWhile some welcome the possibility, others are saying, \u2019That is NOT what we voted for!\u2019 The word \u2019Indiana\u2019 does not, and has never, appeared in our Illinois Separation Referendum.\u201d<\/p>\n<p>Illinois residents aren\u2019t alone.
