{"id":857320,"date":"2025-06-22T09:12:12","date_gmt":"2025-06-22T14:12:12","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/06\/22\/builder-fined-for-dumping-asbestos-in-public-car-park\/"},"modified":"2025-06-22T09:12:12","modified_gmt":"2025-06-22T14:12:12","slug":"builder-fined-for-dumping-asbestos-in-public-car-park","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/06\/22\/builder-fined-for-dumping-asbestos-in-public-car-park\/","title":{"rendered":"Builder fined for dumping asbestos in public car park"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img width=\"620\" height=\"412\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2023\/07\/asbestos_cropped.jpg\"  decoding=\"async\" fetchpriority=\"high\"  alt=\"asbestos_cropped.jpg\"><\/p>\n<div>\n<p>A builder has been fined after admitting he dumped asbestos in a public car park.<\/p>\n<p>Ashley Ciminera had been replacing the roof of Harvst at Teifi Warehouse in Cardigan, Wales, in June 2023 when the material was discarded.<\/p>\n<p>\u201cHe dumped fragmented and broken corrugated asbestos roofing sheets into a car park that had open public access and was adjacent to a pavement,\u201d Ceredigion County Council said.<\/p>\n<p>\u201cDuring the process of removing the sheets, fragmented parts had fallen and damaged cars parked below in the car park.\u201d<\/p>\n<p>Ciminera, 37, of Bryn Salem, Felinfach, Lampeter, Ceredigion, pleaded guilty to one offence under section 33(1a) of the Environmental Protection Act 1990 relating to depositing the waste on council property without authorisation, the council said.<\/p>\n<p>He also admitted breaching section 33(1c) of the Environmental Protection Act 1990 relating to treating waste in a manner likely to cause pollution to the environment or harm to human health due to the material being uncontained hazardous waste left in such close proximity to a public right of way.<\/p>\n<p>Magistrates at Aberystwyth Justice Centre fined him \u00a3400 and ordered him to pay a \u00a3160 victim surcharge and \u00a3150 court costs.<\/p>\n<p>Councillor Matthew Vaux, Ceredigion cabinet member responsible for public protection, said: \u201cI am appalled by the brazen disregard shown to the general public by this offender.<\/p>\n<p>\u201cThis case shows that anyone found mishandling hazardous waste will face strict penalties.
