{"id":851932,"date":"2025-05-29T09:12:02","date_gmt":"2025-05-29T14:12:02","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/05\/29\/nhs-scotland-extends-major-framework-amid-capital-funding-uncertainty\/"},"modified":"2025-05-29T09:12:02","modified_gmt":"2025-05-29T14:12:02","slug":"nhs-scotland-extends-major-framework-amid-capital-funding-uncertainty","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/05\/29\/nhs-scotland-extends-major-framework-amid-capital-funding-uncertainty\/","title":{"rendered":"NHS Scotland extends major framework amid capital funding uncertainty"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img width=\"620\" height=\"414\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2023\/02\/NHS.jpg\"  decoding=\"async\" fetchpriority=\"high\"  alt=\"NHS.jpg\"><\/p>\n<div>\n<p>NHS Scotland has extended its flagship construction framework for up to two years, citing ongoing uncertainty in public capital funding.<\/p>\n<p>Frameworks Scotland 3, originally awarded in 2020 with a value of \u00a3650m, was due to end in November 2025 but will now run until 5 November 2027 at the latest.<\/p>\n<p>The contract covers construction, design, and consultancy services for NHS infrastructure projects across Scotland.<\/p>\n<p>The extension affects all six firms on the existing Frameworks Scotland 3 Principal Supply Chain Partner list:<\/p>\n<ul>\n<li>Balfour Beatty<\/li>\n<li>John Graham<\/li>\n<li>Bam Construction Scotland<\/li>\n<li>Kier<\/li>\n<li>McLaughlin &#038; Harvey<\/li>\n<li>Robertson Construction Group<\/li>\n<\/ul>\n<p>NHS Scotland said in a modification notice yesterday (28 May) that the move was necessary\u00a0\u201cdue to the current uncertainty around capital funding within NHS Scotland which has continued through 2024\/2025\u201d.<\/p>\n<p>It added: \u201cWith a number of projects already paused or cancelled, the future pipeline beyond the one-year Scottish Government Budget in December 2024 will not be known.<\/p>\n<p>\u201cTherefore, with such future pipeline uncertainty, it is not possible to go to the market to procure a replacement for Frameworks Scotland 3 at this time.\u201d<\/p>\n<p>NHS Scotland said that any future call-offs under the extended framework would remain within the original \u00a3650m ceiling and were expected to be limited in volume.<\/p>\n<p>\u201cIt is anticipated, that by extending Frameworks Scotland 3 by up to a maximum period for 24 months, this will enable greater clarity around future pipeline and service needs,\u201d it added.<\/p>\n<p>\u201cThis should enable the future project delivery model and associated future procurement to be able to deliver the future NHS Scotland Capital Programme.\u201d<\/p>\n<p>NHS Scotland said the future project delivery model and successor procurement strategy would depend on improved clarity over the capital pipeline.
