{"id":849289,"date":"2025-05-18T19:12:27","date_gmt":"2025-05-19T00:12:27","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/05\/18\/marco-rubios-ascendance-masks-bigger-question-of-who-has-trumps-ear\/"},"modified":"2025-05-18T19:12:27","modified_gmt":"2025-05-19T00:12:27","slug":"marco-rubios-ascendance-masks-bigger-question-of-who-has-trumps-ear","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/05\/18\/marco-rubios-ascendance-masks-bigger-question-of-who-has-trumps-ear\/","title":{"rendered":"Marco Rubio\u2019s ascendance masks bigger question of who has Trump\u2019s ear"},"content":{"rendered":"<section>\n<p><span>WASHINGTON<\/span> \u2013 A jolt of staff upheaval this week made Mr Marco Rubio the first person in 50 years to hold the top two national security jobs in the US government, the culmination of a journey from his role as Mr Donald Trump\u2019s rival for the presidency to one of his most prominent aides.<\/p>\n<p>Mr Rubio\u2019s ascent to both secretary of state and interim national security adviser <a href=\"https:\/\/www.straitstimes.com\/world\/united-states\/trumps-national-security-advisor-waltz-leaving-post-us-media\" target=\"_blank\" rel=\"nofollow noopener\">coincided with the fall<\/a> of Mr Mike Waltz, whose hawkish foreign policy stances made Mr Trump\u2019s Maga (Make America Great Again) base wary. Mr Waltz was ousted from his West Wing job after inadvertently <a href=\"https:\/\/www.straitstimes.com\/world\/united-states\/trump-admin-sent-journalist-classified-us-plan-for-yemen-strikes\" target=\"_blank\" rel=\"nofollow noopener\">including a journalist on a Signal group chat<\/a> about military actions, and will be nominated to be Mr Trump\u2019s ambassador to the UN.\u00a0<\/p>\n<p>On the surface, the upheaval highlights the former Florida senator\u2019s deft navigation around concerns about his late-to-hatch Trump-world bona fides and his emergence as an impassioned messenger for the President.<\/p>\n<p>Yet the question of who won or lost Mr Trump\u2019s favour masks a reality for both men: Neither Mr Rubio nor Mr Waltz has taken the lead on some of the foreign policy issues most important to the President, and their influence has never been truly tested.<\/p>\n<p>Despite being the top US diplomat, Mr Rubio takes a back seat on ending the Ukraine war and confronting Iran\u2019s nuclear programme to Mr Steve Witkoff, the long-time Trump friend and real estate developer. In Africa, Mr Trump has named his daughter Tiffany\u2019s father-in-law, Mr Massad Boulos, to oversee talks related to the Democratic Republic of Congo and other matters.\u00a0<\/p>\n<p>Mr Rubio\u2019s rival for the secretary of state job, special envoy Richard Grenell, has run negotiations with Venezuelan President Nicolas Maduro, at times clashing with Mr Rubio.\u00a0<\/p>\n<p>That does not even count all the others who have Mr Trump\u2019s ear, including Mr Elon Musk, who <a href=\"https:\/\/www.straitstimes.com\/world\/services-collapsing-as-usaid-cuts-health-contracts-worldwide\" target=\"_blank\" rel=\"nofollow noopener\">dismantled the US Agency for International Development (USAid)<\/a> and other government agencies; Mr Trump\u2019s son Donald Jr; TV personality Tucker Carlson; and far-right activist Laura Loomer, who took credit for an earlier staff purge at the National Security Council.<\/p>\n<p>\u201cIt is a larger presence for Rubio \u2013 what he can make of that remains to be seen,\u201d said Mr Justin Logan, director of defence and foreign policy studies at the libertarian-leaning Cato Institute. \u201cThe national security adviser always is important because of its proximity to the president\u201d, but may be less so in this White House \u201cbecause power in this administration is highly centralised under one person\u201d.<\/p>\n<p>Mr Rubio\u2019s actions in the next few weeks will help clarify how much his expanded portfolio adds to his leverage. It will not be easy, given that the White House has yet to appoint or nominate staff for numerous senior roles at both the State Department and the National Security Council.<\/p>\n<p>Mr Rubio may not <a href=\"https:\/\/www.straitstimes.com\/world\/united-states\/marco-rubio-secretary-of-everything\" target=\"_blank\" rel=\"nofollow noopener\">hold both jobs<\/a> for long. The last person to do so was Henry Kissinger in the 1970s. The White House is considering permanent replacements for Mr Waltz. Candidates include Mr Grenell, White House deputy chief of staff Stephen Miller and Mr Sebastian Gorka, deputy assistant to Mr Trump.\u00a0<\/p>\n<p>\u201cThe President has assembled a world-class team that works together to implement the policies he sets,\u201d a State Department official said on May 3, speaking on condition of anonymity. \u201cThere are no egos and everyone is rowing in the same direction.\u201d<\/p>\n<p>While Mr Waltz\u2019s departure gives more power to Mr Rubio, it also leaves Mr Rubio without an ally in Washington on several issues. He and Mr Waltz were aligned on many of their publicly stated policy positions, with a traditionally conservative bent that tracks with decades of Republican policy convention. That is out of step with Maga supporters such as Vice-President J.D. Vance, Mr Carlson and other members of the administration.\u00a0<\/p>\n<p>On questions like Iran, \u201cWill Rubio seek to influence that sort of decision tree?\u201d the Cato Institute\u2019s Mr Logan said. \u201cI have to imagine he will, but if he sees himself getting crosswise with the President, will he pull back or push forward? That\u2019s a question for Marco Rubio.\u201d<\/p>\n<p>Mr Rubio\u2019s rise is one of the more surprising turnarounds of Mr Trump\u2019s second term as he has shed many previously held views \u2013 on Russian President Vladimir Putin, the North Atlantic Treaty Organisation, the value of USAid \u2013 to adopt a far more strident tone that appeals to the President\u2019s base.\u00a0<\/p>\n<p>He batted away concerns around the dismantling of USAid and shut down reporters who criticised the move to revoke visas for dozens of international students studying in the US. And he has been a vocal defender of Mr Trump\u2019s move to deport Mr Kilmar Armando Abrego Garcia, the Maryland resident <a href=\"https:\/\/www.straitstimes.com\/world\/united-states\/trump-administration-says-man-deported-to-el-salvador-in-error?_nei=cdf463db-1e9b-46a8-8c2a-cbb514e1d90b\" target=\"_blank\" rel=\"nofollow noopener\">mistakenly deported to an El Salvador prison.<\/a><\/p>\n<p>Hours after his appointment as interim national security adviser, Mr Rubio went on Fox News for an interview with Mr Sean Hannity, riffing on a joke Mr Vance had made earlier in the day that Mr Rubio might get selected as the next pope, given the speed of his ascent. And he gave credit to Mr Trump for the first 100 days of foreign policy.<\/p>\n<p>\u201cThe question here is, who\u2019s the only leader in the world that can talk to both sides and hopefully bring them to a deal?\u201d he said of the  Russia-Ukraine war. \u201cAnd that\u2019s President Trump.\u201d<\/p>\n<p>The comments were only remarkable in the current White House because of who said them. As a senator who had sought the Republican nomination against Mr Trump in 2016, Mr Rubio hammered former ExxonMobil chief executive Rex Tillerson \u2013 Mr Trump\u2019s first nominee to be secretary of state \u2013 for refusing to call Mr Putin a war criminal. He praised USAid and many programmes now being dismantled at the State Department.<\/p>\n<p>\u201cHe was a stalwart opponent of authoritarian governments and critic of Vladimir Putin,\u201d said Ms Kori Schake, a senior fellow at the American Enterprise Institute, who served in the George W.
