Ghana treats its diaspora like ATMs, not assets.<\/p>\n<p>While our best minds flee to build Silicon Valley start-ups, cure diseases in European hospitals and launch satellites at NASA, our government\u2019s grand plan is to sell them VIP tickets to AfroNation.<\/p>\n<p>Meanwhile, countries with far fewer resources\u2014cough Turkey, cough South Korea \u2012 deployed diaspora talent to dominate global industries.<\/p>\n<p>When will we wake up?<\/p>\n<h2>Global giants vs. Ghana\u2019s glitter<\/h2>\n<p>\u2022 China\u2019s billion-dollar brain gain<\/p>\n<p>While Ghana throws parties, China poached top diaspora scientists with $150,000 grants, cutting-edge labs, and presidential red carpets. Result?<\/p>\n<p>Returnees now lead 70 per cent of China\u2019s AI start-ups and propelled its tech exports to 25 per cent of the global market.<\/p>\n<p>Meanwhile, Ghana\u2019s AI sector? Still waiting for that \u201cYear of Return\u201d coding workshop.<\/p>\n<p>\u2022 India\u2019s Silicon Valley takeover<\/p>\n<p>India didn\u2019t beg its diaspora for tourism dollars \u2012 it handed them stakes in national projects.<\/p>\n<p>Returnees such as Microsoft\u2019s Satya Nadella helped build a $245 billion IT empire, with diaspora-funded start-ups such as Flipkart and Zomato.<\/p>\n<p>Ghana\u2019s tech ecosystem? A graveyard of abandoned hubs and WhatsApp group debates.<\/p>\n<p>\u2022 Israel\u2019s diaspora-fuelled defence dominance<br \/>\nIsrael lured back U.S.-trained engineers to create the Iron Dome and cybersecurity giants like Check Point.<\/p>\n<p>Diaspora investments now pour $25 billion annually into its tech sector. Ghana\u2019s defence tech?<\/p>\n<p>We\u2019re still importing Israeli drones while our engineers design apps for food delivery.<\/p>\n<p>These nations didn\u2019t just host parties \u2012 they built systems to attract and deploy diaspora talent.<\/p>\n<p>Ghana\u2019s brightest minds routinely leave for graduate studies abroad and seldom return.<\/p>\n<p>The World Bank estimates that 50 per cent of Ghanaian professionals with advanced degrees live overseas \u2012 a staggering loss for a nation grappling with healthcare shortages, underfunded R&#038;D and a struggling tech ecosystem.<\/p>\n<p>Yet, instead of creating pathways for these experts to contribute, Ghana\u2019s diaspora policy fixates on short-term gains: December tourism, symbolic \u201cYear of Return\u201d events, and feel-good cultural exchanges.<\/p>\n<p>Where are Ghana\u2019s equivalents of China\u2019s Thousand Talents Plan or India\u2019s Software Technology Parks? Where is the aggressive recruitment of Ghanaian engineers at NASA, doctors in the NHS, or Silicon Valley tech leads?<\/p>\n<h2>Beyond December: Blueprint<\/h2>\n<p>To harness the diaspora\u2019s potential, Ghana must adopt strategies proven globally:<\/p>\n<p>\u2022 Reverse migration incentives:<\/p>\n<p>Offer tax breaks, research grants and leadership roles to lure high-skilled professionals.<\/p>\n<p>China\u2019s returnees received up to $150,000\u2014Ghana could tailor similar schemes for health care, agriculture and tech experts.<\/p>\n<p>\u2022 Diaspora-led R&#038;D hubs:<\/p>\n<p>Partner universities and firms to create innovation clusters. Turkey\u2019s T\u00dcB\u0130TAK programme repatriated 2,000 academics, boosting R&#038;D spending to 1.1% of GDP.<\/p>\n<p>Ghana\u2019s KNUST and UG could anchor similar hubs in AI, renewable energy, or fintech.<\/p>\n<p>\u2022 Digital diaspora networks:<\/p>\n<p>Platforms such as Israel\u2019s Global Jewry Portal connect diaspora investors with startups. Ghana\u2019s Beyond the Return initiative should pivot from cultural events to matchmaking tech talent with local ventures.<\/p>\n<p>\u2022 Circular migration programmes:<\/p>\n<p>Promote temporary returns for skills transfer.
