{"id":837511,"date":"2025-03-29T09:13:44","date_gmt":"2025-03-29T14:13:44","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/03\/29\/star-entertainment-sees-sydney-licence-suspension-extended-gold-coast-deferred-as-holding-period-continues\/"},"modified":"2025-03-29T09:13:44","modified_gmt":"2025-03-29T14:13:44","slug":"star-entertainment-sees-sydney-licence-suspension-extended-gold-coast-deferred-as-holding-period-continues","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/03\/29\/star-entertainment-sees-sydney-licence-suspension-extended-gold-coast-deferred-as-holding-period-continues\/","title":{"rendered":"Star Entertainment sees Sydney licence suspension extended, Gold Coast deferred as holding period continues"},"content":{"rendered":"<p>Entertainment <\/p>\n<p><strong>Star Entertainment announced today (28 March) that its Sydney casino licence will remain suspended through September, and a looming suspension of its Gold Coast licence has also been delayed to the same time as the company fights to stay afloat. <\/strong><\/p>\n<div id=\"post-363790\">\n<p>Star announced through an ASX <a href=\"https:\/\/www.starentertainmentgroup.com.au\/wp-content\/uploads\/2025\/03\/ASX-Announcement-28-March-2025-The-Star-Sydney-%E2%80%93-Regulatory-Update.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">filing <\/a>that it has been notified by the NSW Independent Casino Commission (NICC) that the suspension of its Star Sydney licence will be extended through 30 September. <\/p>\n<p>The suspension was due to expire 31 March, as well as the term of state-appointed independent manager Nicholas Weeks. Both have now been pushed back six months. <\/p>\n<p>Star Sydney has been the subject of two suitability inquiries in the last three years, and has been deemed unsuitable both times, <a href=\"https:\/\/igamingbusiness.com\/casino\/land-based-casino-regulation\/nicc-bell-two-star-sydney\/\" target=\"_blank\" rel=\"noreferrer noopener\">most recently in October<\/a>. Weeks has been in place since the first ruling,<a href=\"https:\/\/igamingbusiness.com\/legal-compliance\/star-found-unsuitable-licence\/\" target=\"_blank\" rel=\"noreferrer noopener\"> handed down in late 2022.<\/a> The casino has had its licence suspended since then. <\/p>\n<p>After the second inquiry, there was speculation that the <a href=\"https:\/\/igamingbusiness.com\/casino\/integrated-resorts\/bell-two-inquiry-what-happens-if-star-sydney-loses-its-licence\/\" target=\"_blank\" rel=\"noreferrer noopener\">NICC could revoke Star Sydney\u2019s licence altogether.<\/a> The casino was discovered to have <a href=\"https:\/\/igamingbusiness.com\/casino\/land-based-casino-regulation\/bell-report-evidence-against-star-entertainment\/\" target=\"_blank\" rel=\"noreferrer noopener\">failed in its remediation efforts from the first investigation<\/a> and devolved further into a toxic culture. However, several factors, including the introduction of Star Entertainment CEO Steve McCann last June, led regulators to extend the suspension ultimately through September.<\/p>\n<h2 id=\"h-financial-woes-driving-factor-for-star\">Financial woes driving factor for Star <\/h2>\n<p>Since McCann\u2019s arrival, Star seems to have steadied its remediation but has faced significant financial challenges. <\/p>\n<p>In January, the company <a href=\"https:\/\/www.starentertainmentgroup.com.au\/wp-content\/uploads\/2025\/01\/ASX-Announcement-08-01-2025-Update-On-Cash-And-Liquidity.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">announced it was hemorrhaging cash<\/a> and was fighting for survival. Since then it has sold off assets and is <a href=\"https:\/\/igamingbusiness.com\/finance\/star-extends-refinancing-talks\/\" target=\"_blank\" rel=\"noreferrer noopener\">currently in talks with Salter Brothers Capital on a massive A$940 million (\u00a0\u00a3456.9 milli\/\u20ac261.5 million) refinancing package<\/a>. It appears that these factors led Star to request the extension instead of fight against it.<\/p>\n<p>\u201cNICC Chief Commissioner, Mr Philip Crawford said that the submissions demonstrated steady<br \/>improvements in The Star\u2019s remediation but uncertainty around The Star\u2019s financial situation meant<br \/>that progress was slow, and The Star\u2019s licence suspension should remain in effect,\u201d the NICC said in a release. <\/p>\n<p>McCann said in Star\u2019s filing that his company \u201cappreciate(s) the comments made by the NICC in respect of the Company\u2019s progress\u201d. He added that Star \u201crecognises the importance of continuing to deliver on its commitments under the remediation plan and returning to suitability.\u201d<\/p>\n<p>In contrast to Sydney, Star also <a href=\"https:\/\/www.starentertainmentgroup.com.au\/wp-content\/uploads\/2025\/03\/ASX-Announcement-27-March-2025-The-Star-Gold-Coast-%E2%80%93-Regulatory-Update.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">announced <\/a>that a planned 90-day suspension of its Gold Coast licence in Queensland has also been pushed to 30 September. Weeks is also overseeing that property and will have his tenure extended there to the same time. <\/p>\n<p>Star first came under investigation in Queensland in 2022 and was <a href=\"https:\/\/www.justice.qld.gov.au\/about-us\/services\/liquor-gaming\/priorities\/casino-regulation\/reviews-prosecutions\" target=\"_blank\" rel=\"noreferrer noopener\">subsequently deemed unsuitable for licensure in October that year<\/a>. In addition to fines and the appointment of Weeks, a 90-day licence suspension was ordered but has been delayed several times. <\/p>\n<p>The Queensland state government in a release mentioned similar reasons as the NICC in approving the latest postponement. <\/p>\n<p>\u201cIn making its decision, the Government reviewed The Star\u2019s progress across priority remediation<br \/>measures, as outlined in the February report prepared by Special Manager, Mr. Nicholas Weeks\u201d, the government said. \u201cMr. Weeks also acknowledged the impact of The Star\u2019s recent challenges on its ability to make material headway on some key measures within the set timeframe.\u201d<\/p>\n<h2 id=\"h-future-uncertain-but-possibilities-abound\">Future uncertain but possibilities abound <\/h2>\n<p>With both extensions in tow, Star now has more time to evaluate its current options, which are numerous. In some ways, the company has already committed to a smaller, more streamlined version of itself. <\/p>\n<p>On 7 March Star announced it had <a href=\"https:\/\/igamingbusiness.com\/casino\/star-queens-wharf-exit\/\">sold off its 50% stake in the multibillion-dollar Queen\u2019s Wharf<\/a> development in Brisbane for A$53 million. The stake was sold to Chow Tai Fook and Far East Consortium, the other partners in the joint venture. Just opened last August, the development was supposed to be a major driver for Star but proved too expensive. By offloading the stake Star was freed from any further financial commitments as well as its portion of the project\u2019s debt facility.<\/p>\n<p>As part of the deal, Star was also able to buy back full ownership of Gold Coast from the two partners. The operator essentially punted on Queen\u2019s Wharf and doubled down on Gold Coast. This plan, it said, \u201cwill enhance The Star\u2019s customer offering and provide further depth to its accommodation mix on the Gold Coast\u201d.<\/p>\n<p>Meanwhile, US-based Bally\u2019s Corporation also in March <a href=\"https:\/\/www.starentertainmentgroup.com.au\/wp-content\/uploads\/2025\/03\/ASX-Announcement-10-March-2025-Unsolicited-Non-binding-Funding-Proposal-From-Ballys.pdf\">submitted a takeover offer for Star<\/a>. In February, Bally\u2019s was discovered to have sent officials to Australia to meet with Star and tour its properties. The offer was for A$250 million for 50.1% of the company, but Bally\u2019s made clear it was \u201cvery open\u201d to a larger deal. Bally\u2019s ran up on a deadline on Friday listed in the offer.<\/p>\n<p> Bally\u2019s also made clear that it did not support the Queen\u2019s Wharf deal and wished to keep all of Star\u2019s assets together.
