However, the government signed an agreement with the IMF mandating that the public sector can no longer voluntarily purchase BTC.<\/strong><\/p>\n<p>Some community members have speculated that the agreement includes some extension period that the public isn\u2019t aware of. Otherwise, this agreement and the $1.4 billion in associated loans could blow up in everyone\u2019s face. <\/p>\n<h2 id=\"h-el-salvador-keeps-buying-bitcoin\">El Salvador Keeps Buying Bitcoin<\/h2>\n<p>Since El Salvador made Bitcoin <span>legal tender in 2021, the Central American nation\u00a0<a href=\"https:\/\/beincrypto.com\/learn\/who-owns-the-most-bitcoin\/\" target=\"_blank\" rel=\"noopener\">has become a major BTC holder<\/a>. However, after years of a combative relationship with international financial institutions, the IMF\u00a0<a href=\"https:\/\/beincrypto.com\/imf-el-salvador-bitcoin-reduction\/\" target=\"_blank\" rel=\"noopener\">attempted to soften its anti-Bitcoin policies<\/a>\u00a0last October. <\/span><\/p>\n<p><span>El Salvador\u00a0<a href=\"https:\/\/beincrypto.com\/el-salvador-amends-bitcoin-law\/\" target=\"_blank\" rel=\"noopener\">agreed to amend its laws<\/a>, but it\u00a0<a href=\"https:\/\/beincrypto.com\/el-salvador-new-bitcoin-purchase\/\" target=\"_blank\" rel=\"noopener\">has\u00a0<\/a><\/span><a href=\"https:\/\/beincrypto.com\/el-salvador-new-bitcoin-purchase\/\">continued stockpiling the asset since<\/a>. Specifically, the IMF\u2019s technical memorandum of understanding includes a clause that prohibits the voluntary accumulation of Bitcoin by the public sector.<\/p>\n<p>Additionally, the agreement restricts the public sector from issuing any debt or tokenized instruments indexed to or denominated in Bitcoin.<\/p>\n<p>However, the El Salvador government continues to purchase 1 BTC per day as part of a long-term strategy to stockpile the asset. Today, the IMF published additional <a href=\"https:\/\/www.imf.org\/en\/Publications\/CR\/Issues\/2025\/03\/03\/El-Salvador-Request-for-Extended-Arrangement-Under-the-Extended-Fund-Facility-Press-Release-562921\">commentary<\/a>, claiming that El Salvador was neither allowed to purchase nor mine Bitcoin. <\/p>\n<blockquote>\n<p>\u201cIf there is a loophole for continued buying, I didn\u2019t find it in the document. If the plan is to just outright defy the IMF, I don\u2019t think that is good for the additional loans, or to present an image of a serious stable country,\u201d wrote Samson Mow. <\/p>\n<\/blockquote>\n<p>However, President Bukele rejected these assertions.<\/p>\n<blockquote>\n<p>\u201cThis all stops in April, this all stops in June, this all stops in December! No, it\u2019s not stopping. If it didn\u2019t stop when the world ostracized us and most \u2018bitcoiners\u2019 abandoned us, it won\u2019t stop now, and it won\u2019t stop in the future,\u201d Bukele <a href=\"https:\/\/x.com\/nayibbukele\/status\/1897019629702410551\">claimed<\/a> on X (formerly Twitter).<\/p>\n<\/blockquote>\n<p>On one hand, the country has plenty of reasons not to capitulate to the IMF. El Salvador has used Bitcoin to lead broader societal transformations, <a href=\"https:\/\/beincrypto.com\/el-salvador-launches-bitcoin-training\/\">fostering a domestic community<\/a> and <a href=\"https:\/\/beincrypto.com\/learn\/how-much-electricity-bitcoin-mining\/\">using ample geothermal energy<\/a> to create <a href=\"https:\/\/beincrypto.com\/el-salvador-boosts-bitcoin-holdings\/\">massive mining operations<\/a>. <\/p>\n<p>Abandoning these efforts would severely curtail the country\u2019s economic independence.<\/p>\n<p>However, where does this aggressive stance leave the IMF agreement? El Salvador allegedly consented to stop buying Bitcoin so it could receive $1.4 billion in loans. What happens to that money or any future trade deals? Is Bukele\u2019s activity prohibited or not?<\/p>\n<p>There are many questions still in the air.
