I don\u2019t agree with everything he writes, but he always makes me think and his scathing analysis of the parlous state of our policy debate is usually spot on. On Monday, though, he published a shocker of a piece about the <a href=\"https:\/\/www.crikey.com.au\/2025\/02\/24\/albanese-dutton-medicare-government-spending-kevin-rudd\/\">\u201creckless spending\u201d of government on Medicare<\/a> and the nature of our tax debate, one I can\u2019t let pass without a response.<\/p>\n<p id=\"E222\">Firstly, let\u2019s address this howler. Despite linking to an article in the <em>Financial Review <\/em>about Ken Henry\u2019s excellent speech last Thursday at Per Capita\u2019s <a is=\"qowt-hyperlink\" href=\"https:\/\/percapita.org.au\/community-tax-summit-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">Community Tax Summit<\/a> in Melbourne, he went on to assert that the \u201conly players in the tax reform debate are greedy peddlers of self-interest like the Business Council, their shills in the media and the beneficiaries of the existing tax system \u2014 AKA wealthy baby boomers and gen Xers \u2014 who want to keep the rip-off of young people going.\u201d<\/p>\n<p id=\"E222\">Just what does Keane think that summit was all about, if not a demonstration by 15 community and non-profit organisations that they, and the people they represent, are keen participants in that tax debate?<\/p>\n<section>\n<p><span>Related Article Block Placeholder<\/span><br \/>\n\t\t<span><br \/>\n\t\t\tArticle ID: 1195460\t\t<\/span>\n\t<\/p>\n<div>\n<p><a href=\"https:\/\/www.crikey.com.au\/2025\/02\/24\/albanese-dutton-medicare-government-spending-kevin-rudd\/\" class target=\"_self\" title><br \/>\n\t\t\t\t<img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.crikey.com.au\/wp-content\/uploads\/sites\/3\/2025\/02\/alb_91e2bc.jpg?fit=1024%2C576&#038;resize=1024%2C576\" alt=\"Kevin Rudd had the guts to call out reckless spending. Albo and Dutton\u2026 not so much.\"  >\t\t\t<\/a>\n\t\t\t\t<\/p>\n<\/p><\/div>\n<\/section>\n<p id=\"E222\">We worked collaboratively over summer, when most of the \u201cbeneficiaries of the existing tax system\u201d were lounging at their holiday homes in Portsea and Palm Beach, to kick off a <a is=\"qowt-hyperlink\" href=\"https:\/\/www.afr.com\/policy\/economy\/chalmers-has-two-step-plan-for-spending-and-tax-20220908-p5bgef\" target=\"_blank\" rel=\"noreferrer noopener\">big conversation<\/a> about tax reform ahead of the federal election.<\/p>\n<p id=\"E222\">It\u2019s not easy to get ordinary people, and those who work at the coalface of addressing poverty and disadvantage in Australia, together to talk about tax reform. As Keane has often bemoaned \u2014 and apparently intended to again on Monday \u2014 that debate is dominated by vested interests, rent-seekers and those with the means to pay more to financial advisers. Those advisers help them pay far less tax than they would if they just contributed their fair share of tax on big business profits and wealth from tax advantaged assets.<\/p>\n<p id=\"E222\">So it\u2019s passing strange that Keane wouldn\u2019t even acknowledge that Henry was given the platform for his excoriating speech by a group of poorly funded, independent, non-profit organisations who are desperate to wrest control of that debate away from the powerful.<\/p>\n<p id=\"E222\">Along with Ken\u2019s opening address, we heard keynote speeches from tax expert Professor Miranda Stewart and well-being economy leader Dr Katherine Trebeck. Panel discussions covered tax\u2019s interrelationship with housing, healthcare, social assistance and welfare and featured speakers such as Cassandra Goldie, Angela Jackson, Roger Wilkins, Saul Eslake, Travers McLeod, Alan Kohler, Sharon Bessell and Kasy Chambers.<\/p>\n<p id=\"E222\">Other panels canvassed options for broadening the tax base such as revisiting carbon pricing, better ways to tax wealth and assets including superannuation and land, shifting incentives away from rent-seeking and speculation towards investment and productivity gains, and tackling international tax avoidance. These conversations were led by experts such as Helen Hodgson, Jason Ward, Mark Zirnsak, Warwick Smith, Miranda Stewart, Thomas Walker and the Superpower Institute\u2019s Baethan Mullen.<\/p>\n<p id=\"E222\">Keane mentions none of them. He also overlooks the excellent research and advocacy work being done by Tax Summit partners to broaden the scope of our tax conversation, such as Think Forward\u2019s <a is=\"qowt-hyperlink\" href=\"https:\/\/www.thinkforward.org.au\/taxwealthnotwork\" target=\"_blank\" rel=\"noreferrer noopener\">Tax Wealth Not Work<\/a> campaign, Oxfam\u2019s <a is=\"qowt-hyperlink\" href=\"https:\/\/www.oxfam.org\/en\/research\/takers-not-makers-unjust-poverty-and-unearned-wealth-colonialism\" target=\"_blank\" rel=\"noreferrer noopener\">Takers Not Makers<\/a><em>, <\/em>and Per Capita\u2019s own <a is=\"qowt-hyperlink\" href=\"https:\/\/percapita.org.au\/our_work\/per-capita-tax-survey-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">Annual Tax Survey<\/a>, which is now in its 15th year.<\/p>\n<p id=\"E222\">All this material was sent to <em>Crikey<\/em> ahead of the summit, along with other media outlets, but our records show that editors didn\u2019t even open the email with the comprehensive media pack attached.<\/p>\n<section>\n<p><span>Related Article Block Placeholder<\/span><br \/>\n\t\t<span><br \/>\n\t\t\tArticle ID: 1195846\t\t<\/span>\n\t<\/p>\n<div>\n<p><a href=\"https:\/\/www.crikey.com.au\/2025\/02\/26\/news-bargaining-code-donald-trump-coalition\/\" class target=\"_self\" title><br \/>\n\t\t\t\t<img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.crikey.com.au\/wp-content\/uploads\/sites\/3\/2025\/02\/Tech-Levy_1920x1080.jpg?fit=1024%2C576&#038;resize=1024%2C576\" alt=\"The Coalition wants to grill Labor over its tech levy. But when asked about Trump, it goes silent\"  >\t\t\t<\/a>\n\t\t\t\t<\/p>\n<\/p><\/div>\n<\/section>\n<p id=\"E222\">So who\u2019s responsible for limiting the voices in our public debate on tax? Is it the <a is=\"qowt-hyperlink\" href=\"https:\/\/percapita.org.au\/community-tax-summit-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">15 community sector organisations<\/a> and more than 300 people across the country who participated in the two-day summit, or the media who fail to cover \u2014 or apparently even notice \u2014 any voices other than the usual suspects?<\/p>\n<p id=\"E222\">I could leave it there, but I can\u2019t ignore Keane\u2019s ideological attack on universal health care.<\/p>\n<p id=\"E222\">To claim that \u201cAustralia does not need to be spending $8.5 billion encouraging GPs to bulk-bill everyone \u2014 and especially not the half the population with above-average incomes\u201d<em> <\/em>reveals a clear ideological opposition to universal healthcare in favour of a US-style user-pays system with just a \u201csafety net\u201d for those who are unable to pay market rates for primary care.<\/p>\n<p id=\"E222\">I won\u2019t go into my family\u2019s recent experience with the health system in Australia, but suffice it to say that, even when we were both working and had an above average household income, the cost of treating and managing my late husband\u2019s chronic and compounding illnesses, disability and eventual death meant we came close to losing our home. It\u2019s been a mammoth struggle to restore financial security for myself and our young daughter since his death two years ago, and I have myself skipped going to the GP on more than one occasion because the out-of-pocket costs were too high.<\/p>\n<p id=\"E222\">Personal anecdotes aside, the overwhelming evidence is that universal services are the most effective means of providing excellent, well-funded, efficient health care. The <a href=\"https:\/\/www.aihw.gov.au\/reports\/health-welfare-expenditure\/health-expenditure\">US spends almost twice what we do<\/a> for a privatised system that leaves them with one of the worst outcomes in the OECD.<\/p>\n<p id=\"E222\">And if Keane wants to link health spending to the urgent need for tax reform, he could begin by acknowledging that only by providing universal, rather than means-tested, access to essential services such as health care and education can we guarantee that wealthier people will hold up their side of the social compact that requires them to pay proportionally more tax to support strong services for everyone across society.<\/p>\n<p id=\"E222\">Indeed, if he\u2019d read the tax survey we published last week (also in the unopened media pack), Keane would know that more than 60% of Australians say they would be <em>personally willing<\/em> to pay more tax for better health and aged care services. You don\u2019t get that level of support for a means-tested system.<\/p>\n<section>\n<p><span>Related Article Block Placeholder<\/span><br \/>\n\t\t<span><br \/>\n\t\t\tArticle ID: 1195534\t\t<\/span>\n\t<\/p>\n<div>\n<p><a href=\"https:\/\/www.crikey.com.au\/2025\/02\/24\/greens-donald-trump-tech-media-bargaining-tariffs\/\" class target=\"_self\" title><br \/>\n\t\t\t\t<img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.crikey.com.au\/wp-content\/uploads\/sites\/3\/2025\/02\/tump_edcfde.jpg?fit=1024%2C576&#038;resize=1024%2C576\" alt=\"Greens demand Albanese stand up to Trump\u2019s \u2018bully boy\u2019 tactics on tech\"  >\t\t\t<\/a>\n\t\t\t\t<\/p>\n<\/p><\/div>\n<\/section>\n<p id=\"E222\">The choice ahead of us at this election is between a government that is committed to genuinely universal health care, and an opposition that has a strong track record of running down Medicare to the point that we will end up with the system Keane would apparently prefer: world-class primary care for those able to pay for it, and a threadbare safety net for the rest of us.<\/p>\n<p id=\"E222\">If the media keeps ignoring the voices of the 80% of Australians who aren\u2019t being served by our current tax and transfer system and want reform to ensure that everyone in this wealthy country can live a safe, healthy and happy life, I fear the latter is what we will end up with.<\/p>\n<p>Have something to say about this article?
