{"id":833752,"date":"2025-03-13T12:12:46","date_gmt":"2025-03-13T17:12:46","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/03\/13\/sas-literacy-crisis-deepens-as-80-of-grade-3-pupils-cant-read-for-meaning\/"},"modified":"2025-03-13T12:12:46","modified_gmt":"2025-03-13T17:12:46","slug":"sas-literacy-crisis-deepens-as-80-of-grade-3-pupils-cant-read-for-meaning","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/03\/13\/sas-literacy-crisis-deepens-as-80-of-grade-3-pupils-cant-read-for-meaning\/","title":{"rendered":"SA\u2019s literacy crisis deepens as 80% of Grade 3 pupils can\u2019t read for meaning"},"content":{"rendered":"<p><h2>Without urgent reforms, full literacy may take 86 years to achieve.<\/h2>\n<\/p>\n<div>\n<p>South Africa\u2019s literacy crisis is deepening, with the latest 2030 Reading Panel report highlighting that 80% of grade 3 pupils still cannot read for meaning. <\/p>\n<p>They cannot read in any language, as measured by the South African Systemic Assessment released on Tuesday, affirming years of international studies highlighting the country\u2019s worsening reading crisis. <\/p>\n<p>This year\u2019s report focused on pupil reading outcomes and explores recent strategies that have shown promise in improving literacy levels aimed at getting all children to read by 2030. <\/p>\n<h2 id=\"h-the-findings\">The findings<\/h2>\n<p>The report noted that 81% of Grade 4 pupils struggle with reading comprehension in any language. <\/p>\n<p>Only 20% of Grade 3 pupils meet the required reading standards for their grade level; 3% demonstrate advanced reading comprehension and independent learning abilities; and 17% possess the expected foundational knowledge and skills. <\/p>\n<p><strong>ALSO READ: <a href=\"https:\/\/www.citizen.co.za\/news\/sona-not-enough-said-on-education\/\">SONA: Not enough said on education<\/a><\/strong><\/p>\n<p>This was in contrast to the 80% of pupils who have not reached grade-level proficiency, 43% have had reached the required standard of reading, while 37% are \u201cemerging\u201d readers who are beginning to develop foundational literacy. <\/p>\n<p>By Grade 6, nearly 70% of pupils were still reading below grade level in their language of instruction, whether Afrikaans or English. <\/p>\n<p>The report highlighted that these literacy gaps had significantly influenced the department of basic education\u2019s decision to extend mother tongue-based bilingual education (MTbBE) to Grade 6 from 2025. <\/p>\n<p>However, the panel cautioned that while MTbBE was an important step, it alone would not resolve the literacy crisis. <\/p>\n<p>Since the panel\u2019s inception in 2021, there has been no clear evidence of significant improvements in reading outcomes. <\/p>\n<p><strong>ALSO READ: <a href=\"https:\/\/www.citizen.co.za\/news\/south-africa\/education\/swahili-and-mandarin-to-become-school-subjects-in-gauteng-says-lesufi\/\">Swahili and Mandarin to become school subjects in Gauteng, says Lesufi<\/a><\/strong><\/p>\n<h3 id=\"h-reading-for-comprehension-struggles\">Reading for comprehension struggles<\/h3>\n<p>Equal Education\u2019s Noncedo Madubedube, a member of the panel, said the findings reinforce previous research showing that over 80% of Grade 3 and 4 pupils cannot read for meaning. <\/p>\n<p>\u201cThe key issue is not just reading ability but comprehension \u2013 reading for meaning, not just decoding words. This crisis in foundational learning has a lasting impact on pupils\u2019 progression through primary education. It is now undeniable that urgent reform is needed,\u201d she said. <\/p>\n<p>The country requires radical reform to address the literacy crisis, Madubedube said. <\/p>\n<p>Previous projections estimated that, at the current pace, it would take another 86 years for all South African children to achieve basic reading proficiency. <\/p>\n<h3 id=\"h-lack-of-a-national-reading-plan\">\u2018Lack of a national reading plan\u2019<\/h3>\n<p>A key issue highlighted in the report is the lack of a cohesive national reading plan and adequate funding. <\/p>\n<p><strong>ALSO READ: <a href=\"https:\/\/www.citizen.co.za\/news\/opinion\/matric-results-mask-deeper-issues-in-education\/\">Matric results mask deeper issues in education<\/a><\/strong><\/p>\n<p>Without a well-funded strategy with clear responsibilities, timelines and milestones, South Africa risks missing its 2030 literacy goals. <\/p>\n<p>\u201cWhile provinces have their own reading policies, they are inconsistent and uncoordinated.
