It will return to the cabinet in March, then advance to parliament.<\/strong><\/p>\n<div id=\"post-357419\">\n<p>The draft bill, approved by the Thailand cabinet in January, lays out a framework for casino resorts in up to five locations around the country.<\/p>\n<p>The Singapore-style \u201centertainment complexes\u201d  \u2013 up to five to start \u2013 would include hotels, entertainment centres, meeting facilities and theme parks as well as casinos. <\/p>\n<p>The <a href=\"https:\/\/krisdika.ocs.go.th\/web\/office-of-the-council-of-state\" target=\"_blank\" rel=\"noreferrer noopener\">Council of State<\/a>, a governmental advisory body that has just completed its review of the bill, supports a provision limiting casinos to 10% of total floor space. <\/p>\n<p>But big-picture details, such as the number of resorts and their locations, are \u201cstill unclear\u201d, Atavit Suwanpakdee, chairman of an advisory board to the Thailand minister of industry, told the <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2962931\/thai-casino-bill-scrutiny-concluded\" target=\"_blank\" rel=\"noreferrer noopener\">Bangkok Post<\/a>.<\/p>\n<p>An online gambling component is also on the table. Digital economy and society minister Prasert Jantararuangtong <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2939692\/govt-expects-online-gambling-legislation-to-be-ready-soon?utm_medium=related&#038;utm_source=article_thailand&#038;utm_campaign=click-within-bp\" target=\"_blank\" rel=\"noreferrer noopener\">told the Post<\/a> that authorising online gambling would \u201cregulate underground operations, bringing them into the legal framework and ensuring proper taxation\u201d. <\/p>\n<p>A two-week public comment period on igaming will end on 1 March.<\/p>\n<p><a href=\"https:\/\/igamingbusiness.com\/casino\/thailand-casino-bill-raises-questions-concerns\/\" target=\"_blank\" rel=\"noreferrer noopener\">Critics of the bill<\/a> warn of the social harms that can accompany casino gambling. <\/p>\n<p>Thanakorn Khomkrit, secretary general of the <a href=\"https:\/\/www.xn--42cf9agqffa7bxaqibx1huetbb7fh32b.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Stop Gambling Foundation<\/a>, said the bill is too vague.<\/p>\n<p>\u201cAmending a bill is similar to writing a blank cheque,\u201d he said. \u201cThe council\u2019s law-making process is now in question for me. [It is unclear] whether the council has made the law strict or loose.\u201d <\/p>\n<p>Chittawan Chanagul, economics lecturer at Bangkok\u2019s Kasetsart University, said casinos in developing countries have been known to bring \u201ccrisis levels of corruption\u201d. <\/p>\n<p>She pointed to the Philippines, where offshore gaming operations (known as POGOs) allegedly led to \u201cmoney laundering, murder, rape [and] ransom\u201d. Last year, Philippines president Ferdinand Marcos Jr banned the industry and ordered operators to leave the country.<\/p>\n<h2 id=\"h-supporters-emphasise-the-financials\">Supporters emphasise the financials<\/h2>\n<p>Supporters, of course, talk up the potential benefits. <\/p>\n<p>A Citigroup report cited by the Singapore <a href=\"http:\/\/businesstimes.com.sg\/international\/global\/casino-plan-could-put-thailand-behind-only-las-vegas-and-macau\" target=\"_blank\" rel=\"noreferrer noopener\">Business Times<\/a> said an established Thai gaming industry could haul in up to $9.1 billion (310 billion Thai baht\/\u00a37.2 billion\/\u20ac8.7 billion) in revenue per year. That would make Thailand the third most profitable gaming market in the world after Macau and Las Vegas.<\/p>\n<p>The bill will return to the Thailand cabinet for a second look by 4 March.
