{"id":822761,"date":"2025-01-29T06:12:36","date_gmt":"2025-01-29T12:12:36","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/01\/29\/housing-development-slammed-over-single-staircase-plans\/"},"modified":"2025-01-29T06:12:36","modified_gmt":"2025-01-29T12:12:36","slug":"housing-development-slammed-over-single-staircase-plans","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/01\/29\/housing-development-slammed-over-single-staircase-plans\/","title":{"rendered":"Housing development slammed over single staircase plans"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"414\" src=\"https:\/\/emap-romulus-prod.s3.eu-west-1.amazonaws.com\/wp-content\/uploads\/sites\/8\/2025\/01\/blenheim-square_Clarion-Housing.jpg\"   alt=\"blenheim-square_Clarion-Housing.jpg\"><\/p>\n<div>\n<p>The leader of the national firefighter union has slammed a housing association for progressing with plans to build a near-18-metre-high block of flats with a single staircase.<\/p>\n<p>The general secretary of the Fire Brigade Union (FBU) said the plan to build a 17.7 metre site in Penge with a single staircase \u201cis shameful and unethical\u201d.<\/p>\n<p>Though the project does technically meet building safety requirements, Steve Wright said it was \u201cclear that lessons from the Grenfell Tower fire have still not been learned nearly eight years on\u201d.<\/p>\n<p>He added the plans at Blenheim Square \u2013 put forward by Clarion Housing Association and the Hadley Property Group \u2013 showed \u201cstronger regulation and enforcement [is needed to] ensure that people\u2019s lives are put before developers\u2019 profits\u201d.<\/p>\n<p>The two developers received planning permission from Bromley Council last year after they adjusted the height of the block to 17.7 metres to comply with safety regulations, as first reported by <em><a href=\"https:\/\/www.mylondon.news\/news\/south-london-news\/south-london-tower-block-sticks-30841058?utm_source=linkCopy&#038;utm_medium=social&#038;utm_campaign=sharebar\">MyLondon<\/a><\/em>.<\/p>\n<p>The Building Safety Act (BSA) \u2013 which came into force in 2022 \u2013 requires any blocks more than 18 metres in height, or with more than seven storeys, to have two staircases. The BSA was part of a response to the\u00a0 Grenfell Tower tragedy in 2017, when fire spread rapidly up the high rise tower, killing 72 residents.<\/p>\n<p>Three Bromley councillors also slammed the decision to greenlight the programme, warning that the project risks \u201cserious harm\u201d to the local community.<\/p>\n<p>\u201cWe think Penge residents have been punished, with a development which literally sticks a middle finger up to the Penge community,\u201d councillors Kathy Bance, Simon Jeal and Kevin Kennedy-Brooks said in a joint statement.<\/p>\n<p>The block \u2013 referred to as Block A in the planning documentation \u2013 is part of a project to demolish Penge\u2019s Blenheim Shopping Centre and replace it with up to 230 homes across four buildings of between three and 18 storeys. The development will also include up to 2,828 square metres of commercial space and a new park.<\/p>\n<p><em>Construction News\u00a0<\/em>asked Clarion whether a contractor had been appointed to the scheme, but had not heard back at the time of publication. According to construction data provider <em>Glenigan<\/em>, the project is still in the pre-tender stage.<\/p>\n<p>The FBU\u2019s comments also echo warnings made by the London Fire Brigade (LFB) over the project\u2019s \u201cethics\u201d after it got the go-ahead last February.<\/p>\n<p>In a strongly worded letter to the London Borough of Bromley\u2019s principal planner Agnieszka Nowak-John, LFB representatives warned that the updated design \u201cmay have implications on those responsible for demonstrating the ongoing safety in the building\u201d.<\/p>\n<p>\u201cWe therefore do not see this as deferring to the spirit of the guidance used and doesn\u2019t ethically justify this decision,\u201d they added in the letter.<\/p>\n<p>The developers did add a second staircase to blocks B and D, but not to block A, according to the letter by the LFB.<\/p>\n<p>A spokesperson for Clarion and Hadley said that the scheme complied fully with the latest building regulations and fire safety standards.
