Herefordshire contracted out multiple services including highway maintenance and improvement works, street lighting, public parks and open spaces.<\/span><\/p>\n<p><span>The council then brought the public rights of way and traffic management services back in house in 2021. But in March 2023, it announced a review of how the contract was being met by Balfour Beatty.<\/span><\/p>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/balfour-beatty\/balfour-beatty-poised-to-lose-control-of-herefordshire-highways-01-03-2023\/\"><span>The council claimed at the time that the relationship with the firm might have been \u201ctoo friendly, with [a] lack of contractual control\u201d<\/span><\/a><span>. A report set out plans to create an in-house unit with technical staff and external providers topping up services.<\/span><\/p>\n<p><span>Herefordshire Council said in April last year that despite an improvement in performance, a review had concluded that the current contract model \u201cwill not deliver the services to the council\u2019s current requirements\u201d.<\/span><\/p>\n<p><span>\u201cLegal advice concluded that the degree of contract modification required to instigate the future operating model would not be permitted under procurement regulations,\u201d the council documents revealed.<\/span><\/p>\n<p><span>The council had considered renegotiating the deal with Balfour Beatty but it eventually concluded that this was not possible. A two-year termination notice was then issued by the council in May 2024.<\/span><\/p>\n<p><span>It added that \u201cboth parties are committed to working together for the remaining term of the contract to ensure a smooth transition to the new arrangements\u201d.<\/span><\/p>\n<p><span>Herefordshire Council is now <\/span><a href=\"https:\/\/procontract.due-north.com\/Advert\/Index?advertId=1a8a2f06-05d4-ef11-8133-005056b64545\"><span>procuring a contract to run from 1 June 2026<\/span><\/a><span>. The deal is initially for seven years with the option of a three-year extension.<\/span><\/p>\n<p><span>It covers three areas: park and playground equipment, construction work for roads and construction work for highways.<\/span><\/p>\n<p><span>The new contract has a value starting at \u00a3150m, with a limit of \u00a3200m, and is open to SMEs to bid for it.<\/span><\/p>\n<p><span>Interested parties must respond before noon on 17 February.<\/span><\/p>\n<p><span>Included are road network resilience, construction, street lighting, pothole repairs and maintenance of bridges.<\/span><\/p>\n<p><span>In the tender notice, Herefordshire Council said: \u201cThe council may include schemes with an estimated value exceeding \u00a3250,000 up to \u00a31m when the requirements set out in the scope are satisfied.\u201d<\/span><\/p>\n<p><span>The council is also committed to \u201censure high-quality services for local residents, and a smooth transition to the new arrangements\u201d.<\/span><\/p>\n<p><i><span>Construction News<\/span><\/i><span> has approached Balfour Beatty for comment.<\/span><\/p>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/council-retenders-200m-balfour-beatty-contract-despite-improvements-20-01-2025\/\" class=\"button purchase\" rel=\"nofollow noopener\" target=\"_blank\">Read More<\/a><br \/>\n Chris Smith<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Herefordshire Council is retendering a \u00a3200m multi-service contract after deciding to terminate a deal with incumbent contractor Balfour Beatty.
