{"id":817108,"date":"2025-01-04T08:31:14","date_gmt":"2025-01-04T14:31:14","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2025\/01\/04\/pennsylvania-passes-bipartisan-digital-asset-bill\/"},"modified":"2025-01-04T08:31:14","modified_gmt":"2025-01-04T14:31:14","slug":"pennsylvania-passes-bipartisan-digital-asset-bill","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2025\/01\/04\/pennsylvania-passes-bipartisan-digital-asset-bill\/","title":{"rendered":"Pennsylvania passes bipartisan digital asset bill"},"content":{"rendered":"<p>Bitcoins <\/p>\n<div>\n<div>\n<ol>\n<li><a href=\"https:\/\/coingeek.com\">Homepage<\/a><\/li>\n<li> > <\/li>\n<li><a href=\"https:\/\/coingeek.com\/news\/\">News<\/a><\/li>\n<li> > <\/li>\n<li><a href=\"https:\/\/coingeek.com\/news\/category\/business\/\">Business<\/a><\/li>\n<li> > <\/li>\n<li>Pennsylvania passes bipartisan digital asset bill<\/li>\n<\/ol>\n<\/div>\n<p>The U.S. State of Pennsylvania has passed a bipartisan bill aimed at providing greater regulatory clarity for digital assets and for the 1.5 million residents of the state who currently invest in them.<\/p>\n<p>Last week, the Pennsylvania House of Representatives <a href=\"https:\/\/bravenewcoin.com\/insights\/pennsylvania-passes-bitcoin-rights-bill\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">passed House Bill 2481<\/a>, known as the \u201cBitcoin Rights Bill,\u201d which protects residents\u2019 rights to self-custody digital assets, enables using <a href=\"https:\/\/coingeek.com\/hows-this-for-a-bitcoin-use-case-payments\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bitcoin as a legal form of payment<\/a>, and outlines taxation rules for Bitcoin transactions.<\/p>\n<p>The bill passed with overwhelming and bipartisan support, in a 176-26 vote that could also set a crucial precedent for digital asset legislation at a federal level. <a href=\"https:\/\/coingeek.com\/pennsylvania-scraps-2-year-moratorium-on-btc-mining-from-energy-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pennsylvania<\/a> is an important swing state in the election, and roughly 12% of the 13 million people in the state hold digital assets.<\/p>\n<p>The bill now moves to the Republican-controlled Pennsylvania Senate, where it is expected to be taken up for a vote after the November elections. If passed, it will proceed to Governor Josh Shapiro for his approval.<\/p>\n<p>Developed with the assistance of the Bitcoin advocacy group <a href=\"https:\/\/www.satoshiaction.io\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Satoshi Action Fund<\/a> (SAF),\u00a0the bill reflects a growing momentum at the state level for <a href=\"https:\/\/coingeek.com\/regulation-by-enforcement-new-report-unpacks-us-approach-to-digital-asset-regulation\/\" target=\"_blank\" rel=\"noreferrer noopener\">digital asset regulation<\/a> and clarity, as well as a possible frustration with stalling efforts on Capitol Hill.<\/p>\n<p>Lawmakers in Washington D.C. continue to wrangle over key pieces of digital asset regulation, in particular, the <a href=\"https:\/\/docs.house.gov\/meetings\/BA\/BA00\/20230726\/116291\/BILLS-118-HR4763-H001072-Amdt-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Financial Innovation and Technology (FIT) for the 21st Century Act<\/a> and the <a href=\"https:\/\/coingeek.com\/patrick-mchenry-pushes-stablecoin-legislation-as-us-narrowly-avoids-shutdown\/\" target=\"_blank\" rel=\"noreferrer noopener\">Clarity for Payment Stablecoins Act of 2023<\/a>; the former <a href=\"https:\/\/pelosi.house.gov\/news\/press-releases\/pelosi-statement-fit21-legislation\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">passed<\/a> a full U.S. House of Representatives\u00a0vote in May but has yet to gain approval in the Senate, while the latter passed Committee stage last July but has since been languishing in the House.<\/p>\n<p>The Stablecoin bill would create a regulatory framework for issuing and overseeing payment <a href=\"https:\/\/coingeek.com\/bitcoin101\/go-cashless-the-rise-of-stablecoins-as-payment\/\" target=\"_blank\" rel=\"noreferrer noopener\">stablecoins<\/a>, including a licensing regime for issuers, reserve requirements, and anti-money laundering checks.
