The U.S. Con\u00adgress has un\u00adtil mid\u00adnight Fri\u00adday to come up with a way to fund the gov\u00adern\u00adment or fed\u00ader\u00adal agen\u00adcies will shut down, mean\u00ading hun\u00addreds of thou\u00adsands of fed\u00ader\u00adal em\u00adploy\u00adees could be sent home \u2014 or stay on the job with\u00adout pay \u2014 just ahead of the hol\u00adi\u00addays.<\/p>\n

Re\u00adpub\u00adli\u00adcans aban\u00addoned a bi\u00adpar\u00adti\u00adsan plan Wednes\u00adday to pre\u00advent a shut\u00addown af\u00adter Pres\u00adi\u00addent-elect Don\u00adald Trump and bil\u00adlion\u00adaire Elon Musk came out against it. Trump told House Speak\u00ader Mike John\u00adson to es\u00adsen\u00adtial\u00adly rene\u00adgo\u00adti\u00adate the deal days be\u00adfore a dead\u00adline when fed\u00ader\u00adal fund\u00ading runs out.<\/p>\n

On Thurs\u00adday, Re\u00adpub\u00adli\u00adcans did just that, putting to\u00adgeth\u00ader a re\u00advamped gov\u00adern\u00adment fund\u00ading pro\u00adpos\u00adal that would keep the gov\u00adern\u00adment run\u00adning for three more months and sus\u00adpend the debt ceil\u00ading for two years, un\u00adtil Jan. 30, 2027. But the bill failed over\u00adwhelm\u00ading\u00adly in a House vote hours lat\u00ader, leav\u00ading next steps un\u00adcer\u00adtain.<\/p>\n

Ear\u00adly Fri\u00adday, some of John\u00adson\u2019s biggest crit\u00adics brought their griev\u00adances to a pri\u00advate meet\u00ading in his Capi\u00adtol of\u00adfice to seek a way for\u00adward, but some ex\u00adpressed doubts a new vote would hap\u00adpen be\u00adfore the dead\u00adline.<\/p>\n

Here\u2019s what to know about a pos\u00adsi\u00adble gov\u00adern\u00adment shut\u00addown, what agen\u00adcies would be af\u00adfect\u00aded and how long it could last:<\/p>\n

What does it mean if the gov\u00adern\u00adment shuts down?<\/span><\/p>\n

A gov\u00adern\u00adment shut\u00addown hap\u00adpens when Con\u00adgress doesn\u2019t pass leg\u00adis\u00adla\u00adtion ei\u00adther tem\u00adporar\u00adi\u00adly or more per\u00adma\u00adnent\u00adly fund\u00ading the gov\u00adern\u00adment, and such a mea\u00adsure isn\u2019t signed by the pres\u00adi\u00addent.<\/p>\n

When would a gov\u00adern\u00adment shut\u00addown start?<\/span><\/p>\n

If Con\u00adgress doesn\u2019t ap\u00adprove a con\u00adtin\u00adu\u00ading res\u00ado\u00adlu\u00adtion or more per\u00adma\u00adnent spend\u00ading mea\u00adsure by Fri\u00adday, the fed\u00ader\u00adal gov\u00adern\u00adment will shut down.<\/p>\n

When the fis\u00adcal year end\u00aded Sept. 30, Con\u00adgress passed a tem\u00adpo\u00adrary fund\u00ading bill to keep the gov\u00adern\u00adment in op\u00ader\u00ada\u00adtion.<\/p>\n

That mea\u00adsure ex\u00adpires on Fri\u00adday.<\/p>\n

Which gov\u00adern\u00adment agen\u00adcies would be af\u00adfect\u00aded by a shut\u00addown?<\/span><\/p>\n

Each fed\u00ader\u00adal agency de\u00adter\u00admines its own plan for how to han\u00addle a shut\u00addown, but ba\u00adsi\u00adcal\u00adly any gov\u00adern\u00adment op\u00ader\u00ada\u00adtions deemed non-es\u00adsen\u00adtial stop hap\u00adpen\u00ading, and hun\u00addreds of thou\u00adsands of fed\u00ader\u00adal em\u00adploy\u00adees see their work dis\u00adrupt\u00aded.<\/p>\n

Some\u00adtimes work\u00aders are fur\u00adloughed, mean\u00ading that they keep their jobs but tem\u00adporar\u00adi\u00adly don\u2019t work un\u00adtil the gov\u00adern\u00adment re\u00adopens. Oth\u00ader fed\u00ader\u00adal work\u00aders may stay on the job but with\u00adout pay, with the ex\u00adpec\u00adta\u00adtion that they would be paid back in full once the gov\u00adern\u00adment re\u00adopens.<\/p>\n

The ba\u00adsic rules for who works and who doesn\u2019t date back to the ear\u00adly 1980s and haven\u2019t been sig\u00adnif\u00adi\u00adcant\u00adly mod\u00adi\u00adfied since. Un\u00adder a prece\u00addent-set\u00adting mem\u00ado\u00adran\u00addum penned by then-Pres\u00adi\u00addent Ronald Rea\u00adgan bud\u00adget chief David Stock\u00adman, fed\u00ader\u00adal work\u00aders are ex\u00adempt\u00aded from fur\u00adloughs if their jobs are na\u00adtion\u00adal se\u00adcu\u00adri\u00adty-re\u00adlat\u00aded or if they per\u00adform es\u00adsen\u00adtial ac\u00adtiv\u00adi\u00adties that \u201cpro\u00adtect life and prop\u00ader\u00adty.\u201d<\/p>\n

Es\u00adsen\u00adtial gov\u00adern\u00adment agen\u00adcies like the FBI, the Bor\u00adder Pa\u00adtrol and the Coast Guard re\u00admain open. Trans\u00adporta\u00adtion Se\u00adcu\u00adri\u00adty Ad\u00admin\u00adis\u00adtra\u00adtion of\u00adfi\u00adcers would con\u00adtin\u00adue to staff air\u00adport check\u00adpoints. The U.S. Postal Ser\u00advice al\u00adso won\u2019t be af\u00adfect\u00aded be\u00adcause it\u2019s an in\u00adde\u00adpen\u00addent agency.<\/p>\n

But na\u00adtion\u00adal parks and mon\u00adu\u00adments would close, and while troops would stay at their posts, many civil\u00adian em\u00adploy\u00adees in agen\u00adcies like the De\u00adpart\u00adment of De\u00adfense would be sent home. Court sys\u00adtems would be af\u00adfect\u00aded, too, with civ\u00adil pro\u00adceed\u00adings paused, while crim\u00adi\u00adnal pros\u00ade\u00adcu\u00adtions con\u00adtin\u00adue.<\/p>\n

Au\u00adto\u00admat\u00aded tax col\u00adlec\u00adtion would stay on track, but the In\u00adter\u00adnal Rev\u00adenue Ser\u00advice would stop au\u00addit\u00ading tax re\u00adturns.<\/p>\n

Will a gov\u00adern\u00adment shut\u00addown af\u00adfect So\u00adcial Se\u00adcu\u00adri\u00adty checks?<\/span><\/p>\n

No. Re\u00adcip\u00adi\u00adents of both So\u00adcial Se\u00adcu\u00adri\u00adty and Medicare would con\u00adtin\u00adue to re\u00adceive their ben\u00ade\u00adfits, which are part of manda\u00adto\u00adry spend\u00ading that\u2019s not sub\u00adject to an\u00adnu\u00adal ap\u00adpro\u00adpri\u00ada\u00adtions mea\u00adsures. Doc\u00adtors and hos\u00adpi\u00adtals would al\u00adso con\u00adtin\u00adue to get their Medicare and Med\u00adic\u00adaid re\u00adim\u00adburse\u00adments.<\/p>\n

But it\u2019s pos\u00adsi\u00adble that new ap\u00adpli\u00adca\u00adtions wouldn\u2019t be processed. Dur\u00ading a gov\u00adern\u00adment shut\u00addown in 1996, thou\u00adsands of Medicare ap\u00adpli\u00adcants were turned away dai\u00adly.<\/p>\n

What is a \u201cCR,\u201d or con\u00adtin\u00adu\u00ading res\u00ado\u00adlu\u00adtion?<\/span><\/p>\n

When Con\u00adgress is down to the wire on pass\u00ading mea\u00adsures to fund the fed\u00ader\u00adal gov\u00adern\u00adment, the term \u201cCR\u201d of\u00adten comes up. What does it mean?<\/p>\n

\u201cCR\u201d stands for \u201ccon\u00adtin\u00adu\u00ading res\u00ado\u00adlu\u00adtion,\u201d and it\u2019s a tem\u00adpo\u00adrary spend\u00ading bill that lets the fed\u00ader\u00adal gov\u00adern\u00adment stay open and op\u00ader\u00adat\u00ading be\u00adfore Con\u00adgress and the pres\u00adi\u00addent have ap\u00adproved a more per\u00adma\u00adnent ap\u00adpro\u00adpri\u00ada\u00adtion.<\/p>\n

A \u201cclean CR\u201d is es\u00adsen\u00adtial\u00adly a bill that ex\u00adtends ex\u00adist\u00ading ap\u00adpro\u00adpri\u00ada\u00adtions, at the same lev\u00adels as the pri\u00ador fis\u00adcal year.<\/p>\n

What is an om\u00adnibus bill?<\/span><\/p>\n

It\u2019s a mas\u00adsive, all-en\u00adcom\u00adpass\u00ading mea\u00adsure that law\u00admak\u00aders gen\u00ader\u00adal\u00adly had lit\u00adtle time to di\u00adgest \u2014 or un\u00adder\u00adstand \u2014 be\u00adfore vot\u00ading on it.<\/p>\n

There are a lot of spend\u00ading mea\u00adsures all rolled in\u00adto one, and some\u00adtimes that\u2019s what hap\u00adpens if the dozen sep\u00ada\u00adrate fund\u00ading mea\u00adsures haven\u2019t worked their way through the con\u00adgres\u00adsion\u00adal spend\u00ading process in time to be passed in or\u00adder to fund the fed\u00ader\u00adal gov\u00adern\u00adment.<\/p>\n

But Re\u00adpub\u00adli\u00adcans opt\u00aded against an om\u00adnibus this time, hop\u00ading in\u00adstead to rene\u00adgo\u00adti\u00adate all fed\u00ader\u00adal spend\u00ading next year when Trump is in the White House and they will con\u00adtrol both cham\u00adbers of Con\u00adgress.<\/p>\n

Is a gov\u00adern\u00adment shut\u00addown go\u00ading to hap\u00adpen?<\/span><\/p>\n

Maybe \u2014 and maybe not.<\/p>\n

There is of\u00adten a scram\u00adble on Capi\u00adtol Hill to put to\u00adgeth\u00ader a last-minute fund\u00ading pack\u00adage to keep the gov\u00adern\u00adment open just be\u00adfore a dead\u00adline, at least tem\u00adporar\u00adi\u00adly. But shut\u00addowns have hap\u00adpened, most re\u00adcent\u00adly six years ago, when Trump de\u00admand\u00aded fund\u00ading for a wall along the U.S.-Mex\u00adi\u00adco bor\u00adder. That shut\u00addown was the longest in U.S. his\u00adto\u00adry.<\/p>\n
