{"id":813394,"date":"2024-12-20T23:14:28","date_gmt":"2024-12-21T05:14:28","guid":{"rendered":"https:\/\/newsycanuse.com\/index.php\/2024\/12\/20\/new-citb-review-delay-pushes-back-levy-consultation\/"},"modified":"2024-12-20T23:14:28","modified_gmt":"2024-12-21T05:14:28","slug":"new-citb-review-delay-pushes-back-levy-consultation","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2024\/12\/20\/new-citb-review-delay-pushes-back-levy-consultation\/","title":{"rendered":"New CITB review delay pushes back levy consultation"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"414\" src=\"https:\/\/emap-romulus-prod.s3.eu-west-1.amazonaws.com\/wp-content\/uploads\/sites\/8\/2023\/12\/Mark-Farmer.jpg\"   alt=\"Mark-Farmer.jpg\"><\/p>\n<div>\n<p>Mark Farmer\u2019s long-awaited review of the Construction Industry Training Board (CITB) has been delayed further, pushing back the body\u2019s consultation on its sector levy.<\/p>\n<p>The report has already been delayed twice, most recently because of the general election and previously in March this year following the <a href=\"https:\/\/www.constructionnews.co.uk\/government\/citb-review-still-pending-as-minister-in-charge-quits-28-03-2024\/\">resignation of Conservative skills minister Robert Halfon<\/a>.<\/p>\n<p>In July, the new government promised to publish the review after the summer recess.<\/p>\n<p>However, CITB chief executive Tim Balcon today (19 December) said: \u201cThe publication date of the ITB [industry training board] review is not yet confirmed by the Department for Education, meaning we cannot yet confirm the publication date of CITB\u2019s strategic plan.<\/p>\n<p>\u201cConsequently, we have revised the start date of consensus to ensure employers are well informed going into the consensus process.\u201d<\/p>\n<p>Consensus is the three-yearly process where CITB seeks firms\u2019 views on its plans for generating the levy and what it will be spent on.<\/p>\n<p>Farmer was originally appointed in June last year to consider the ongoing need for ITBs, the effectiveness of the skills-levy process, and how it is invested.<\/p>\n<p>He was also tasked with looking at ITBs\u2019 operating models, governance, accountability and impact.<\/p>\n<p><em>Construction News<\/em> understands that the\u00a0<a href=\"https:\/\/www.citb.co.uk\/about-citb\/news-events-and-blogs\/government-launches-industrial-training-board-review\/\">review extends to the wider skills issues facing the construction sector<\/a>, returning to themes first raised in Farmer\u2019s 2016 review, subtitled<em> Modernise or Die.<\/em><\/p>\n<p>Following the latest delay to publication of the review, the CITB said that its consultation with the sector will now begin on 17 March next year and continue until 9 May.<\/p>\n<p>Balcon said: \u201cWe believe it\u2019s important that, as a body that is led and accountable to industry, we give employers a full picture of how we intend to support the industry over the life of the strategic plan and accompanying levy order.\u201d<\/p>\n<p>CITB said its core focus for the 2026-29 levy consultation is to ensure that exemption and reduction thresholds remain \u201ccurrent and appropriate\u201d.<\/p>\n<p>Mark Farmer told <em>Construction News<\/em>: Although it is frustrating to still be awaiting the review\u2019s publication nearly a year after it was completed, I welcome the CITB&#8217;s decision to delay consensus, allowing its new strategic plan to reflect both the review and the Government&#8217;s response.<\/p>\n<p>&#8220;In turn the industry can then consider levy proposals in full context.&#8221;<\/p>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/skills\/new-citb-review-delay-pushes-back-levy-consultation-19-12-2024\/\" class=\"button purchase\" rel=\"nofollow noopener\" target=\"_blank\">Read More<\/a><br \/>\n Colin Marrs<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mark Farmer\u2019s long-awaited review of the Construction Industry Training Board (CITB) has been delayed further, pushing back the body\u2019s consultation on its sector levy.
