He also warned that the plans had caused \u201cundisguised alarm and dismay\u201d to all sorts of businesses in the UK.<\/span><\/p>\n<p><span>From April 2026,<\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/agricultural-property-relief-and-business-property-relief-reforms\/summary-of-reforms-to-agricultural-property-relief-and-business-property-relief\"><span> a \u00a31m cap will be set by the government<\/span><\/a><span> on assets eligible for 100 per cent BPR relief. Assets above this threshold will have a reduced 50 per cent relief.<\/span><\/p>\n<p><span>Newcomb said: \u201cMost BMF members are now reviewing their sales and trading forecasts for the next two years and looking at investment decisions, stock levels and staffing numbers.\u201d<\/span><\/p>\n<p><span>The measures could force builders\u2019 merchants to \u201cdefer or cut back\u201d plans to upgrade their production lines, replace their plant or machinery or add to their product ranges, he said.<\/span><\/p>\n<p><span>They may also decide to postpone plans to open new branches or take on more staff, including apprentices, the BMF added.<\/span><\/p>\n<p><span>Builders\u2019 merchants<\/span><span> now face a \u201cdouble tax bill\u201d, Newcomb said: the new BPR rate of 20 per cent and the 39.35 per cent dividend rate of tax.<\/span><\/p>\n<p><span>Nick Howarth, director at Howarth Timber, one of the BMF\u2019s 1,000 members, also warned that the changes \u201cgreatly reduce the incentive to set up and run a family enterprise\u201d. He added that they could jeopardise the government\u2019s plans to build 300,000 new homes a year, plus new hospitals and schools.<\/span><\/p>\n<p><span>\u201cThe situation [\u2026] threatens the viability, and even survival, of family firms, and potentially undermines the model of multigeneration ownership,\u201d he said.<\/span><\/p>\n<p><span>The BMF joins a growing collection of trade bodies in the construction sector warning that the planned inheritance tax changes will hit the sector hard.<\/span><\/p>\n<p><span>Last month, the Construction Plant-hire Association (CPA) and Scottish Plant Owners Association<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/supply-chain\/inheritance-tax-changes-spell-death-of-the-plant-hire-industry-15-11-2024\/\"> <span>said plant firms could be forced out of business<\/span><\/a><span>.<\/span><\/p>\n<p><span>In an interview with <\/span><i><span>Construction News <\/span><\/i><span>last week, CPA<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/supply-chain\/plant-hire-association-seeks-solutions-to-triple-threat-02-12-2024\/\"> <span>chief executive Steven Mulholland called the changes to inheritance<\/span><\/a><span> tax \u2013 coupled with increased employers\u2019 National Insurance contributions \u2013 \u201cvery, very narrow-minded\u201d.<\/span><\/p>\n<p><span>As well as having an impact on businesses\u2019 bottom line, he said the changes risked exacerbating mental health difficulties among those working in the construction sector, especially at small and medium-sized firms.<\/span><\/p>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/supply-chain\/bmf-tax-shake-up-threatens-builders-merchants-and-1-5m-housing-target-09-12-2024\/\" class=\"button purchase\" rel=\"nofollow noopener\" target=\"_blank\">Read More<\/a><br \/>\n Joshua Stein<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Incoming changes to inheritance tax will deal a blow to the building-materials sector and could threaten government plans for 1.5 million homes to be built during the current parliamentary term.
