{"id":630790,"date":"2023-04-18T19:55:51","date_gmt":"2023-04-19T00:55:51","guid":{"rendered":"https:\/\/news.sellorbuyhomefast.com\/index.php\/2023\/04\/18\/heat-pump-suppliers-hit-out-at-proposed-soviet-style-regulation\/"},"modified":"2023-04-18T19:55:51","modified_gmt":"2023-04-19T00:55:51","slug":"heat-pump-suppliers-hit-out-at-proposed-soviet-style-regulation","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2023\/04\/18\/heat-pump-suppliers-hit-out-at-proposed-soviet-style-regulation\/","title":{"rendered":"Heat pump suppliers hit out at proposed \u2018Soviet-style\u2019 regulation"},"content":{"rendered":"<div id=\"wrapper_sleeve\">\n<p><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"414\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2023\/04\/shutterstock_1914071398-1.jpg\"   alt=\"shutterstock_1914071398-1.jpg\">        <\/p>\n<p>Two air source heat pumps<\/p>\n<div>\n<p>An industry body has dubbed a government initiative aimed at increasing heat pump installations as a \u2018Soviet-style production quota\u2019 that will create an unfair playing field between domestic and overseas producers.<\/p>\n<p>At the end of March, the Department for Energy &#038; Net Zero launched a consultation on a plan to fine large manufacturers who do not sell enough heat pumps compared to gas boilers under a new percentage-based sales quota.<\/p>\n<p>Producers would be required to sell heat pumps equivalent to 4 per cent of their gas or oil boiler sales above minimum sales volume baselines. Manufacturers would be fined \u00a35,000 for every gas or oil boiler that takes them below that threshold.<\/p>\n<p>In response to the plans, Energy Utilities Alliance chief executive Mike Foster has written to energy minister Lord Callanan, claiming the move would harm the UK manufacturing sector.<\/p>\n<p>He said: \u201cThis whole shambles of a Soviet-style production quota, with fines for selling items the state hasn\u2019t agreed to, is a relic of a by-gone era. The Berlin Wall hasn\u2019t come down for this minister.\u201d<\/p>\n<p>He said that he would be \u201csurprised\u201d if French president Emmanuel Macron had agreed to pay any fines under the proposed regime and \u201cflabbergasted if President Xi of China had too\u201d.<\/p>\n<p>\u201cIf the government has no plans to fine overseas business, as it does our own, then it\u2019s simply saying farewell to jobs of British workers.\u201d<\/p>\n<p>The policy could also be in breach of international trade rules, Foster added, saying that a \u201c\u00a35,000 levy on each imported boiler sold in the UK might attract the attention of the EU\u2019s trade negotiators\u201d.<\/p>\n<p>The consultation hopes to create an incentive to grow the numbers of heat pumps installed each year and provide industry with a long-term policy framework for investment.<\/p>\n<p>In 2021, the government announced a target of\u00a0 600,000 heat pumps installations per year by 2028.
