The popular video-sharing app has already been banned by certain states, federal agencies, and universities.<\/p>\n<div>\n<p><strong>The existential threat that China poses to the United States goes far beyond TikTok, spanning across the political, economic, and military domains.<\/strong><span>Hannah Kelly, a research assistant at the Center for a New American Security<\/span><\/p>\n<\/div>\n<p>TikTok has argued that disinvestment isn\u2019t a solution as it won\u2019t address the security concerns raised by the US. TikTok CEO Shou Zi Chew refused to answer whether the platform\u2019s parent company ByteDance would be open to selling TikTok to an American company.<\/p>\n<h2 id=\"the_growing_pressure_on_tiktok\">The growing pressure on TikTok<\/h2>\n<p>As confirmed by TikTok, President Biden\u2019s government has threatened to ban the app in the US unless ByteDance splits its Chinese ownership. The timing might not be a coincidence, considering the growing tensions between the two global superpowers.<\/p>\n<p><strong>TikTok\u2019s handling of American users\u2019 data has been a cause of concern for the US government for a few years now.<\/strong><\/p>\n<p>It\u2019s no surprise that the US doesn\u2019t want the Chinese government to have access to American data. Previously, the Trump administration issued executive orders to ban the downloads of TikTok in the US. President Biden later withdrew them but ordered a CFIUS (Committee on Foreign Investment) review of TikTok instead.<\/p>\n<p>Not too long ago, FBI director Chris Wray raised concerns regarding the app\u2019s collection of user data and its ties to the Chinese authoritarian government.<\/p>\n<h2 id=\"the_texas_project_tiktoks_solution_to_american_concerns\">The Texas Project \u2013 TikTok\u2019s solution to American concerns<\/h2>\n<p>ByteDance-owned TikTok has presented an unusual self-regulation solution to address the US government\u2019s concerns \u2013 Project Texas. The program is centered around the <a href=\"https:\/\/techreport.com\/news\/3492564\/canada-launches-a-probe-into-tiktoks-data-collection-policies\/\">monitoring of TikTok\u2019s systems<\/a> by Oracle, an American-owned company.<\/p>\n<p><strong>Simply put, Project Texas aims to increase the transparency and accountability of TikTok\u2019s operations in the US.<\/strong><\/p>\n<p>In June 2022, leaked audio from as many as 80 internal meetings revealed that TikTok staff in China could still access nonpublic US user data. It was then that TikTok decided to move all its US traffic to Oracle servers.<\/p>\n<p>Additionally, Oracle is also auditing the app\u2019s algorithms and content moderation models.<\/p>\n<p>Responding to the US government\u2019s demand for disinvestment, Chew claimed Project Texas should already address the security concerns by putting US data out of China\u2019s reach. He further added that \u201ca change in ownership would not impose any new restrictions on data flows or access\u201d, stressing why disinvestment is unnecessary.<\/p>\n<h2 id=\"us_concerns_over_project_texas\">US concerns over Project Texas<\/h2>\n<p>According to TikTok spokesperson Maureen Shanahan, implementing transparent and US-based protection for American user data is the best way to address the security concerns raised by the US government.<\/p>\n<p><em>In the face of rising pressure from the US government, TikTok has been lobbying with the help of Oracle to strengthen its position on the matter.<\/em><\/p>\n<p>So, why doesn\u2019t the Biden administration find Project Texas to be sufficient in projecting US data from the Chinese government? As explained by Hannah Kelley, Oracle has a bad name earned through repeated incidents of data leaks and the misuse and mishandling of data.<\/p>\n<p>It\u2019s unclear whether ByteDance will eventually give in to the US government and agree to disinvest TikTok.
