Police Can Do Little to Stop Them"},"content":{"rendered":"<div id=\"article-body\" data-tracking-zone=\"body\">\n<p><span role=\"presentation\">O<\/span>n March 27, a Rhode Island high schooler <a href=\"https:\/\/turnto10.com\/news\/local\/swatting-calls-unfounded-hoax-rhode-island-schools-cranston-high-school-east-chariho-narragansett-north-kingstown-westerly-march-27-2023\" target=\"_blank\" rel=\"noopener\">stood on a toilet<\/a> and watched as a police officer, gun drawn, searched the bathroom for an active shooter. <a href=\"https:\/\/www.boston.com\/news\/schools\/2023\/03\/31\/swatting-massachusetts-schools-hoax-active-shooter-calls-police-solutions\/\" target=\"_blank\" rel=\"noopener\">On March 28<\/a> in Massachusetts, a school nurse locked people into her darkened office, where they cried and prayed as they waited for 20 minutes. And on <a href=\"https:\/\/triblive.com\/local\/regional\/reported-school-shootings-in-western-pa-are-false-officials-say\/\" target=\"_blank\" rel=\"noopener\">March 29<\/a>, a Pennsylvania high schooler sent a text to his family, \u201cI love you all. There is an active shooter.\u201d<\/p>\n<p>While these incidents occurred across the country, they each had something in common: the danger was a hoax. A caller had contacted the school community and lied, claiming there was an active shooter.<\/p>\n<p>In the last several weeks, dozens of these calls have flooded schools across the country, including 50 school districts in New York state <a href=\"https:\/\/www.governor.ny.gov\/news\/statement-governor-kathy-hochul-latest-school-swatting-threats\" target=\"_blank\" rel=\"noopener\">on April 4<\/a>, 28 communities in Massachusetts <a href=\"https:\/\/www.nbcboston.com\/news\/local\/multiple-mass-schools-received-swatting-hoax-threats-tuesday-state-police-say\/3007871\/\" target=\"_blank\" rel=\"noopener\">on March 28<\/a>, at least 12 in Wyoming on <a href=\"https:\/\/www.wyomingnews.com\/news\/in_our_schools\/south-high-one-of-at-least-a-dozen-schools-hit-with-false-shooting-reports\/article_99bc2738-d23d-11ed-aa74-c7b2fb2fd81d.html\" target=\"_blank\" rel=\"noopener\">April 3<\/a>, nine Missouri schools <a href=\"https:\/\/www.komu.com\/news\/state\/officials-investigate-series-of-swatting-calls-at-missouri-schools\/article_5ea28a76-cce2-11ed-8cd3-bb4bfd501357.html\" target=\"_blank\" rel=\"noopener\">on March 27<\/a><b>, <\/b>and at least 30 in Iowa on <a href=\"https:\/\/www.kwwl.com\/news\/iowa-city\/swatting-calls-reported-across-several-iowa-counties-on-tuesday-morning\/article_f892e280-c7fa-11ed-a753-77e7c19d9fdf.html\" target=\"_blank\" rel=\"noopener\">March 21<\/a>.  Over the last two years, such cons\u2014which are <a href=\"https:\/\/time.com\/5082806\/what-is-swatting-tyler-barriss-troy-livingston\/\">sometimes called \u201cswatting\u201d<\/a> in a reference to the \u201cSWAT teams\u201d of heavily armed police that respond to active shooter incidents\u2014have terrorized hundreds of American schools, often in groups of schools on the same day in a particular state.<\/p>\n<p>However, the last few weeks have seen a particularly heavy volume of these calls. The trouble is that current phone technology makes it easy for almost anyone to obtain a phone number anonymously. That makes it extremely difficult for police to track down the source of the calls and hold the callers accountable. <\/p>\n<h2><b>How many hoax calls have there been to schools?<\/b><\/h2>\n<p>The FBI has not released an estimate of how many schools have received phone calls reporting fake shootings. However, local news organizations have reported incidents at schools across the country over the last two years.<\/p>\n<p>Amanda Klinger of the <a href=\"https:\/\/eschoolsafety.org\/\" target=\"_blank\" rel=\"noopener\">Educator\u2019s School Safety Network<\/a>, a nonprofit that focuses on school safety, has recorded 384 false shooting reports to schools from the beginning of this school year through the end of March, up from 69 false reports in the 2018-2019 school year (the last year they have complete data). The National Association of School Resource Officers documented hoax calls in 42 states since September as of April 6. However, some schools may have been left off both lists if they weren\u2019t reported in local news. <\/p>\n<h2><b>Why are there more fake calls now?<\/b><\/h2>\n<p>The FBI said in a statement to TIME on Tuesday that it is \u201cactively investigating these dangerous and criminal threats,\u201d although it has \u201cno information to indicate a specific and credible threat at this time.\u201d In November, it said that the calls may be coming from outside the U.S., the AP<a href=\"https:\/\/apnews.com\/article\/shootings-race-and-ethnicity-government-politics-cea91facddabed823513f205073a441f\" target=\"_blank\" rel=\"noopener\"> reported<\/a>.<\/p>\n<p><b> <\/b>It\u2019s hard to say for sure why there are so many calls, especially because technology can make it nearly impossible to identify perpetrators or hold them accountable. What\u2019s worse, the callers may not even be in the U.S. <\/p>\n<p>The big issue, says Klinger, is that school shootings are a very real threat in the United States, which bad actors can prey upon. \u201cIt makes sense. <a href=\"https:\/\/time.com\/6182235\/mass-shootings-children-mental-health-anxiety-depression\/\">We\u2019re scared of school shootings<\/a>, because they happen,\u201d she says. \u201cAnd so it is a thing that people can use against us.\u201d<\/p>\n<p>Technology has also made it easier for people to conceal their identities, says Fred Posner, a communications consultant for LOD Communications, a technical consulting company. In the last few years, he says, VPNs (virtual private networks) became cheaper and more common, which makes it easy to conceal your identity. Layered on top of that, he says, phone carriers can now provide phone numbers to anyone, anywhere if they have an internet connection. Without inputting so much as a credit card, ID or even real name, he says, people can make digital phone calls from anywhere\u2014even another country, he says. <\/p>\n<p>An <a href=\"https:\/\/www.npr.org\/2022\/10\/24\/1129919258\/swatting-fake-school-shooter-calls-hoax-pattern\" target=\"_blank\" rel=\"noopener\">NPR investigation<\/a> found that the carrier TextNow was used to make at least some of the fake calls to schools this fall. The calls appear to have originated from Ethiopia, the NPR report found. <\/p>\n<p>For law enforcement, tracking phone calls through such companies is \u201calmost impossible,\u201d Posner says.<\/p>\n<h2><b>Why swatting is so dangerous<\/b><\/h2>\n<p>Swatting can be terrifying for the children, teachers and parents, who rightfully fear for their lives.<\/p>\n<p>The threat may also place everyone involved <a href=\"https:\/\/time.com\/5101997\/tyler-barriss-swatting-manslaughter-charge\/\">in physical danger<\/a>. If they anticipate that there\u2019s an active shooter at a school, emergency responders may speed to the scene\u2014and, guns at their sides, may rush into a school expecting to see an active shooter. On Monday, for instance, Harvard University campus police allegedly pointed assault rifles at four students, who are Black, after a hoax 911 call about an armed person in their suite, the Harvard <i>Crimson <\/i><a href=\"https:\/\/www.thecrimson.com\/article\/2023\/4\/4\/lev-swatting-attack\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>.<\/p>\n<p>As hoax calls rise, it\u2019s critically important that schools and law enforcement remain ready for a real attack, says Mo Canady, the executive director of the National Association of School Resource Officers.<\/p>\n<p>\u201cWe still have to respond as if they\u2019re actually happening,\u201d says Canady. \u201cWe can\u2019t allow ourselves to go there to think oh, this is another one of those fake calls. That\u2019s the time when it won\u2019t be.\u201d <\/p>\n<h2><b>What can be done to stop fake school threats?<\/b><\/h2>\n<p>In many public comments about swatting, lawmakers and law enforcement emphasized the importance of bringing perpetrators to justice.
