{"id":616733,"date":"2023-03-11T08:58:37","date_gmt":"2023-03-11T14:58:37","guid":{"rendered":"https:\/\/news.sellorbuyhomefast.com\/index.php\/2023\/03\/11\/hs2-delays-will-reduce-contractor-confidence\/"},"modified":"2023-03-11T08:58:37","modified_gmt":"2023-03-11T14:58:37","slug":"hs2-delays-will-reduce-contractor-confidence","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2023\/03\/11\/hs2-delays-will-reduce-contractor-confidence\/","title":{"rendered":"HS2 delays will \u2018reduce contractor confidence\u2019"},"content":{"rendered":"<div>\n<p><span>The government\u2019s decision to delay the construction of parts of HS2 will \u201creduce investor and contractor confidence in the rail sector\u201d, according to the Confederation of British Industry<\/span><\/p>\n<p><span>On Thursday, transport secretary Mark Harper announced that construction work on HS2 phase 2a would be delayed by two years, while work on HS2\u2019s Euston station was also being pushed back so that it could be delivered alongside phase 2b of the project.<\/span><\/p>\n<p><span>Harper said the decision was due to \u201csignificant inflationary pressure and increased project costs\u201d on the megaproject, which was originally priced at \u00a330bn but is now expected to cost up to \u00a3100m. However, industry voices said the delays would hurt construction businesses \u2013 and fail to save the government money.<\/span><\/p>\n<p><span>John Foster, programme director at CBI\u2019s policy unit, said: \u201cHaving been subject to significant revisions and years of uncertainty, business[es] will at least have the clarity needed to enable them to plan effectively.<\/span><\/p>\n<p><span>\u201cBut this news will ultimately reduce investor and contractor confidence in the rail sector. To mitigate further loss of confidence, it is critical that [the] government tackles the inflationary pressures which are biting hard across the infrastructure sector.\u201d<\/span><\/p>\n<p><span>The sentiment was echoed by the Construction Plant-hire Association, with the trade body\u2019s policy manager, Chris Cassley, describing the announcement of delays \u2013 weeks after chancellor Jeremy Hunt denied there would be any \u2013 as \u201cdisappointing and frustrating\u201d.<\/span><\/p>\n<p><span>\u201cThis undermines confidence in the wider project itself, and at a time when we need construction as a long-term driver of sustainable growth, raises questions towards the government\u2019s commitment to future infrastructure projects,\u201d he said.<\/span><\/p>\n<p><span>John Armitt, chair of the National Infrastructure Committee, which provides advice to government on big infrastructure projects, also opposed the delays and said they would affect market confidence in the scheme.<\/span><\/p>\n<p><span>\u201cEvery time you delay a construction project you inevitably increase its cost because some of the costs do not get defrayed, they do not get stopped, you just simply run them out for a longer period of time,\u201d he said on BBC Radio 4\u2019s <\/span><i><span>Today<\/span><\/i><span> programme.<\/span><\/p>\n<p><span>\u201cBy putting in this delay, you simply put doubt in people\u2019s mind[s]. The best thing you can say is not \u2018let\u2019s cancel it\u2019. The best thing we can do is be absolutely certain that we will build it and that we will build it as soon as possible.\u201d<\/span><\/p>\n<p><span>\u201c[The delays are] clearly a cashflow issue: the government is trying to slow down its cashflow. It may slow down its cashflow a little bit, but it will increase its end cost.
