In that struggle, developing countries  are instead turning to private lenders for exorbitant loans, or to lenders such as China, which is unforgiving toward its debtors. <\/p>\n<p>The World Bank, its critics say, must now either step up to serve the world or let its relevance wane. That task will fall to its <span><a href=\"https:\/\/qz.com\/the-president-of-the-world-bank-isnt-sure-climate-chang-1849562293\" target=\"_blank\" rel=\"noopener noreferrer\">next president<\/a><\/span>\u2014likely to be Ajay Banga, the former Mastercard CEO <span><a href=\"https:\/\/qz.com\/ajay-banga-world-bank-president-biden-poverty-climate-1850154033\" target=\"_blank\" rel=\"noopener noreferrer\">tapped by the Biden administration<\/a><\/span>. <\/p>\n<p>For some time the US has been urged to appoint, as the president of the bank, someone <span><a href=\"https:\/\/qz.com\/the-us-should-appoint-a-non-american-to-head-the-world-1850121994\" target=\"_blank\" rel=\"noopener noreferrer\">who is not an American man<\/a><\/span>\u2014a woman from an emerging economy, ideally. Banga, unfortunately, is not that nominee. He was born in India, but he became a US citizen in 2007. <\/p>\n<p>As the World Bank\u2019s richest shareholder, the US has enjoyed holding veto power  (a higher than 15% share) over some of the bank\u2019s positions. But at a time when the bank needs more funding, the US has been unwilling to allocate more money to the bank\u2019s loan book or to give more grants to countries in need. <\/p>\n<p>\u201cThat is not the World Bank\u2019s fault,\u201d Charles Kenny, an economist and a senior fellow at the Center for Global Development, told Quartz. \u201cThat\u2019s about US domestic politics,\u201d or about a split Congress unwilling to add funding to the multilateral bank. <\/p>\n<p>\u201cFrankly, the administration just needs to put its political muscle behind getting it done,\u201d Kenny said. \u201cAnd so I would hope that a new World Bank president would say to the administration, \u2018You need to get this done.\u2019\u201d<\/p>\n<h2 id=\"h295751\"><a id><\/a>Where does the World Bank get its money?<\/h2>\n<p>Nations who are shareholders in the World Bank <span><a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/IF\/IF11361\" target=\"_blank\" rel=\"noopener noreferrer\">pledge money or guarantees<\/a><\/span> of money to the bank, to be kept as reserve capital. Like any other bank, the World Bank then lends out more than it has in its reserves. It does this by borrowing against its reserve capital in international capital markets.<strong>\u00a0<\/strong><\/p>\n<p>To become a better lender than private lenders, however, the World Bank is going to need to grow three to five times the size it is now, Homi Kharas, a senior fellow in the Center for Sustainable Development, <span><a href=\"https:\/\/www.brookings.edu\/podcast-episode\/who-is-ajay-banga-us-nominee-for-world-bank-president\/\" target=\"_blank\" rel=\"noopener noreferrer\">told Brookings<\/a><\/span>.<\/p>\n<p>The bank\u2019s next president should urge wealthy<strong>\u00a0<\/strong>countries to increase their contributions and demonstrate that every dollar given can be leveraged for more effective use than individual government spending, Kharas added. But he or she must not be beholden to the White House; rather, the president must use the position to educate and influence US officials who do not fully grasp the bank\u2019s value.<\/p>\n<p>The World Bank can expand its balance sheet somewhat just by taking on more risk. Both the bank and the International Monetary Fund (IMF) have to shift their risk model so as to recognize that the primary reason poor countries get into trouble is not because of their own financial recklessness but because of the poor decisions of rich countries, such as fossil fuel pollution, Kenny said.<\/p>\n<p>World Bank loans should come with fewer conditions, Kenny said. \u201cTerms should be easier. Disbursements should be faster than they have been.\u201d <\/p>\n<h2 id=\"h295752\"><a id><\/a>What will Ajay Banga bring to the World Bank?<\/h2>\n<p>The World Bank also needs to scale up private financing, to undertake large investments that can achieve decisive transformations, Kharas said. One of Banga\u2019s biggest challenges as president would<strong> <\/strong>be to make the World Bank relevant in middle-income countries, which have increasingly turned to bond markets for financing. But bond markets can be volatile and they don\u2019t provide the advice the World Bank can offer with the loans. <\/p>\n<p>Banga would also have to battle China in bringing debt relief to poor countries. In the years following the arrival of covid-19, China <span><a href=\"https:\/\/www.economist.com\/finance-and-economics\/2023\/03\/02\/ajay-banga-may-be-just-what-the-fractious-world-bank-requires\" target=\"_blank\" rel=\"noopener noreferrer\">has been reluctant<\/a><\/span> to grant loan write-downs or to restructure debts. <\/p>\n<p>But if the US can make vetoes harder and perhaps even forfeit its own veto power, it may be able to help the bank stare down the day when China\u2019s shareholder status surpasses 15% and it gains veto power.
