The conflict with Russia has become the world\u2019s first full-scale cyberwar, but Ukraine <a href=\"https:\/\/www.politico.eu\/article\/ukraine-cyber-war-frontline-russia-malware-attacks\/\" target=\"_blank\" rel=\"nofollow noopener\">was a test bed for digital weapons<\/a> long before the invasion of 24 February, 2022. Since Putin\u2019s troops began flooding across the border, the cyber tactics have shifted dramatically.<\/p>\n<p>These developments have made Ukraine a bellwether for digital warfare. And to the surprise of analysts, cyber attacks\u00a0have had a limited impact over the past year.<\/p>\n<blockquote>\n<p>\u201cWe\u2019re going to see cyber activity as a pre-emptive tactic to physical war.<\/p>\n<\/blockquote>\n<p>In the lead-up to the invasion, cyber assaults were prominent. <span>On 15 February, Russian <a href=\"https:\/\/thenextweb.com\/topic\/hacker-term\" target=\"_blank\" rel=\"noopener\">hackers<\/a> launched <a href=\"https:\/\/www.nytimes.com\/2022\/02\/15\/world\/europe\/ukraine-cyberattack.html\" target=\"_blank\" rel=\"nofollow noopener\">the most powerful DDoS attack<\/a> in the history of Ukraine. A day before the full-scale invasion, several government and banking websites were struck once again.<\/span><\/p>\n<p>Yet in the months that followed, reports of major cyberattacks declined. <a title=\"https:\/\/www.linkedin.com\/in\/cyberseczac\/?originalSubdomain=de\" href=\"https:\/\/www.linkedin.com\/in\/cyberseczac\/?originalSubdomain=de\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.linkedin.com\/in\/cyberseczac\/?originalSubdomain%3Dde&#038;source=gmail&#038;ust=1677326582178000&#038;usg=AOvVaw3yW-QmbQjZXqgQCYmQxrIf\">Zachary Warren<\/a>,\u00a0Chief Security Advisor EMEA at<span>\u00a0<\/span><a title=\"https:\/\/www.tanium.com\/\" href=\"https:\/\/www.tanium.com\/\" target=\"_blank\" rel=\"nofollow noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.tanium.com\/&#038;source=gmail&#038;ust=1677326582178000&#038;usg=AOvVaw2nSj_J_uucNBezt4R2A3BL\">Tanium<\/a> and a regular advisor to NATO, regards this as a portent for digital warfare.<\/p>\n<p>\u201cMoving forward, we\u2019re going to see cyber activity as a pre-emptive tactic to physical war\u2026 it\u2019s a tool to weaken a target before moving in,\u201d he said.<\/p>\n<p>Ukraine\u2019s government, meanwhile, asserts that Russia\u2019s targets have changed. In a <a href=\"https:\/\/reb.org.ua\/en\/reporting\/kiberataki-artileriya-propaganda-zagalnii-oglyad-vimiriv-rosiiskoyi-agresiyi-6yvkk2\" target=\"_blank\" rel=\"nofollow noopener\">January report<\/a>, security officials said the cyberattacks initially centred on Ukraine\u2019s communication department, which aimed to disrupt military and government operations. Credit: Crowdstrike<\/figcaption><\/figure>\n<p>Many analysts expected cyberattacks to be more prevalent and devastating. <a href=\"https:\/\/www.linkedin.com\/in\/adam-meyers-7a58481\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.linkedin.com\/in\/adam-meyers-7a58481\/&#038;source=gmail&#038;ust=1677331060283000&#038;usg=AOvVaw3NKYAu7pTPekWz5rYXy59g\" target=\"_blank\" rel=\"nofollow noopener\">Adam Meyers<\/a>, Head of Intelligence at security firm\u00a0<a href=\"https:\/\/www.crowdstrike.co.uk\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.crowdstrike.co.uk\/&#038;source=gmail&#038;ust=1677331060283000&#038;usg=AOvVaw2hAPQmUKmtDgTrIzpjq2OP\" target=\"_blank\" rel=\"nofollow noopener\">CrowdStrike<\/a>,\u00a0believes Russia had expected a quick and decisive victory. In January, Viktor Zhora, a senior figure at Ukraine\u2019s <a href=\"https:\/\/thenextweb.com\/topic\/cybersecurity\" target=\"_blank\" rel=\"noopener\">cybersecurity<\/a> agency, said cyberattacks in the country <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jan\/19\/cyber-attacks-have-tripled-in-past-year-says-ukraine-cybersecurity-agency\" target=\"_blank\" rel=\"nofollow noopener\">had tripled<\/a> over the past year. Zhora wants the <span>digital assaults <\/span>to be prosecuted <a href=\"https:\/\/www.politico.eu\/article\/victor-zhora-ukraine-russia-cyberattack-infrastructure-war-crime\/\" target=\"_blank\" rel=\"nofollow noopener\">as war crimes<\/a>.<\/p>\n<p>Despite the onslaught, U<span>kraine\u2019s networks have remained remarkably resilient. Analysts <a href=\"https:\/\/blog.cloudflare.com\/one-year-of-war-in-ukraine\/\" target=\"_blank\" rel=\"nofollow noopener\">give much of the credit<\/a> to Ukraine\u2019s repair crews, its widespread connectivity to networks outside the country, and its large number of <a href=\"https:\/\/www.internetsociety.org\/resources\/doc\/2020\/explainer-what-is-an-internet-exchange-point-ixp\/\" target=\"_blank\" rel=\"nofollow noopener\">internet exchange points<\/a>. <\/span><\/p>\n<p><span>Some pundits argue that digital weapons are simply less effective than physical warfare, while others believe Russia\u2019s capabilities <a href=\"https:\/\/www.ft.com\/content\/d5657df5-a962-4acf-b0bd-b892c6b15361\" target=\"_blank\" rel=\"nofollow noopener\">were overrated.<\/a><\/span><\/p>\n<p>Another factor is Ukraine\u2019s persistent efforts to strengthen its defences.
