The leader of a humanitarian organization helping earthquake victims in Turkey and Syria said on Sunday that aid being blocked along the border between the nations could cause a \u201csecondary crisis\u201d for Syrians already suffering from years of war.<\/span><\/p>\n

\n

The International Rescue Committee<\/a> is one of many groups around the world working to help victims of the 7.8-magnitude and 7.5-magnitude earthquakes<\/a> that hit southeastern Turkey and northern Syria last week. Rescuers are racing against the clock<\/a> to get past the damaged infrastructure to dig people out of the rubble.<\/span><\/p>\n<\/div>\n

As of Sunday, the death toll from the quakes had risen to over 33,000<\/a> \u2014 and it is expected to continue to go up as rescuers find more bodies in the destruction.<\/span><\/p>\n

\u201cOn the Turkish side of the border, you\u2019ve got a very strong government. You\u2019ve got a massive aid effort underway,\u201d IRC President David Miliband told George Stephanopoulos on ABC\u2019s \u201cThis Week.\u201d<\/a><\/span><\/p>\n

\u201cOn the Syrian side of the border, it\u2019s people who\u2019ve frankly been abandoned over the last 10 years,\u201d he continued. \u201cAnd the grave danger of a secondary crisis \u2014 ill health, injuries not treated, economics just out of the window, because the aid is blocked across the Turkish-Syrian border. Only one humanitarian crossing point is open.\u201d<\/span><\/p>\n

The first United Nations convoy arrived in northwest Syria from Turkey three days after the earthquake. The quakes impacted heavily populated government-controlled cities and the rebel-held enclave centered on the Idlib province, displacing millions of Syrians for a second time since the county\u2019s uprising-turned-civil war began 12 years ago<\/a>.<\/span><\/p>\n

According to the White Helmets<\/a>, a Syrian rescue worker group, the earthquake death toll in the country\u2019s northwestern rebel-held region has reached 2,166. Syria\u2019s overall death toll was last recorded at 3,553 on Saturday, though the nearly 1,400 deaths reported for government-held areas had not been updated in days. <\/span><\/p>\n

The U.N. said the Syrian government is going to allow aid to go into rebel-held areas from the government-controlled region, but Miliband said the route is \u201cindirect\u201d and \u201ccaught up in politics.\u201d <\/span><\/p>\n

\u201cThe critical thing is that the U.N. has said that the most direct route to help people is across the Turkish-Syrian border, north to south, opening up more crossing points, some of which were closed by Russian veto at the U.N. Security Council two years ago,\u201d he said.<\/span><\/p>\n

\u201cOur teams on the ground are saying, look, the needs are absolutely evident. People haven\u2019t gotten food. They haven\u2019t gotten medicines. They haven\u2019t gotten basic hygiene supplies. The water and sanitation is in ruins,\u201d he continued. \u201cSo this is a community for whom the earthquake was one massive hit. But the grave danger they face now almost affects more people.\u201d<\/span><\/p>\n

U.N. Under-Secretary-General for Humanitarian Affairs Martin Griffiths said on Sunday that Syrians have been left \u201clooking for international help that hasn\u2019t arrived<\/a>,\u201d adding that the country\u2019s people have so far been failed and \u201crightly feel abandoned.\u201d<\/span><\/p>\n<\/div>\n

Miliband said the United States government has a \u201creally critical role\u201d in helping Syria receive aid due to its \u201cmassive diplomatic and political presence.\u201d<\/span><\/p>\n

\u201cThe U.N. Security Council needs to be meeting now to open up further border crossing points. Secondly, the U.S. financial commitment and resource commitment can lead the world in this area,\u201d he said.<\/span><\/p>\n

\u201cAnd thirdly, there\u2019s a critical role for the U.S. in saying, \u2018Don\u2019t forget these people again,\u2019\u201d Miliband continued. \u201cThe Syrian civil war has been going on for now a dozen years. The world has moved on, but the crisis has not been resolved, and a forgotten crisis is not a resolved crisis.\u201d<\/span><\/p>\n<\/section>\n
