{"id":606634,"date":"2023-02-10T13:49:38","date_gmt":"2023-02-10T19:49:38","guid":{"rendered":"https:\/\/news.sellorbuyhomefast.com\/index.php\/2023\/02\/10\/how-a-public-health-program-can-usher-police-prisons-into-obsolescence\/"},"modified":"2023-02-10T13:49:38","modified_gmt":"2023-02-10T19:49:38","slug":"how-a-public-health-program-can-usher-police-prisons-into-obsolescence","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2023\/02\/10\/how-a-public-health-program-can-usher-police-prisons-into-obsolescence\/","title":{"rendered":"How a public health program can usher police, prisons into obsolescence"},"content":{"rendered":"<div>\n<div data-thumb=\"https:\/\/scx1.b-cdn.net\/csz\/news\/tmb\/2023\/police.jpg\" data-src=\"https:\/\/scx2.b-cdn.net\/gfx\/news\/hires\/2023\/police.jpg\" data-sub-html=\"Credit: Pixabay\/CC0 Public Domain\">\n<figure>\n            <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/scx1.b-cdn.net\/csz\/news\/800a\/2023\/police.jpg\" alt=\"police\" title=\"Credit: Pixabay\/CC0 Public Domain\" width=\"800\" height=\"530\"><figcaption>\n                Credit: Pixabay\/CC0 Public Domain<br \/>\n            <\/figcaption><\/figure>\n<\/p><\/div>\n<p>What is an alternative to police and prisons that builds safety and prevents violence in the U.S.?\n                                                <\/p>\n<p>In the wake of Tyre Nichols&#8217; murder and the ongoing debate around U.S. public safety systems, Northwestern Medicine&#8217;s Dr. Eric Reinhart outlines such a plan.\n<\/p>\n<p>Reinhart proposes in a special Feb. 8 report in the <i>New England Journal of Medicine<\/i> (<i>NEJM<\/i>) the creation of a new federal department of community safety and repair to lead a national decarceration program.\n<\/p>\n<p>The program would be enabled by hiring two million community health and justice workers (giving preferential employment to formerly incarcerated people) as part of a national health and justice corps.\n<\/p>\n<p>&#8220;The abysmal state of United States public health and safety are fundamentally intertwined, and neither can be separated from the destructive consequences of mass incarceration,&#8221; said Reinhart, a resident physician-scientist in psychiatry and <a href=\"https:\/\/medicalxpress.com\/tags\/behavioral+sciences\/\" rel=\"tag\">behavioral sciences<\/a> at Northwestern University Feinberg School of Medicine.\n<\/p>\n<p>&#8220;We need to stop treating health and safety as if they&#8217;re separate policy domains. To build either public health or safety in America, we have to build both simultaneously \u2013\u2013 for that, we need a new approach that supports communities from within.\n<\/p>\n<p>&#8220;Investing in this human infrastructure is essential for progressively replacing counterproductive reliance on police and prisons while also improving community safety, building effective systems with which to provide community-based care for people with disabilities and <a href=\"https:\/\/medicalxpress.com\/tags\/severe+mental+illness\/\" rel=\"tag\">severe mental illness<\/a>, and repairing the <a href=\"https:\/\/medicalxpress.com\/tags\/long-term+health\/\" rel=\"tag\">long-term health<\/a> and economic harms that <a href=\"https:\/\/medicalxpress.com\/tags\/mass+incarceration\/\" rel=\"tag\">mass incarceration<\/a> has caused for many of the more than 77 million people in the U.S. with criminal records.&#8221;\n<\/p>\n<p>The 2,800-word special <i>NEJM<\/i> report is titled, &#8220;Reconstructive Justice\u2014Public Health Policy to End Mass Incarceration.&#8221;\n<\/p>\n<p>In the report, Reinhart outlines the scale of the widely ignored role that incarceration \u2013\u2013both before and during COVID-19 \u2013\u2013 has played in undermining U.S. public health and health care, which he said now both rank worst among peer nations.\n<\/p>\n<p>&#8220;Evidence also shows how poor <a href=\"https:\/\/medicalxpress.com\/tags\/public+health\/\" rel=\"tag\">public health<\/a> and health care systems, in turn, exacerbate crime, violence, arrest and incarceration,&#8221; Reinhart said.\n<\/p>\n<p>Reinhart reframes the movement for prison abolition as not just about dismantling oppressive institutions, but also a necessary reconstructive project of building community-based care infrastructure sufficient to usher police and prisons into obsolescence.\n<\/p>\n<p>Reinhart has been working with <a href=\"https:\/\/medicalxpress.com\/tags\/government+officials\/\" rel=\"tag\">government officials<\/a> in Illinois on securing funding for pilot programs to implement the community health and justice worker model he describes in the <i>NEJM<\/i> article.\n<\/p>\n<p>&#8220;Building on well-established success of <a href=\"https:\/\/medicalxpress.com\/tags\/community+health\/\" rel=\"tag\">community health<\/a> worker programs for improving <a href=\"https:\/\/medicalxpress.com\/tags\/health+outcomes\/\" rel=\"tag\">health outcomes<\/a> and reducing <a href=\"https:\/\/medicalxpress.com\/tags\/health+care\/\" rel=\"tag\">health care<\/a> spending, we are working with Illinois&#8217; communities to demonstrate that the benefits these underutilized programs bring to communities aren&#8217;t just about health,&#8221; Reinhart said. &#8220;They also are essential for building shared safety for everyone rather than just the privileged few.&#8221;\n<\/p>\n<p>The hope, he says, is to use Illinois as a proof-of-concept site en route to generating broader uptake of this paradigm nationwide.<\/p>\n<div>\n<p><strong>More information:<\/strong><br \/>\n                                                    Eric Reinhart et al, Reconstructive Justice\u2014Public Health Policy to End Mass Incarceration, <i>New England Journal of Medicine<\/i> (2023).  <a data-doi=\"1\" href=\"https:\/\/dx.doi.org\/10.1056\/NEJMms2208239\" target=\"_blank\" rel=\"noopener\">DOI: 10.1056\/NEJMms2208239<\/a><\/p>\n<\/p><\/div>\n<div>\n<p><strong>Citation<\/strong>:<br \/>\n                                                 How a public health program can usher police, prisons into obsolescence (2023, February 9)<br \/>\n                                                 retrieved 10 February 2023<br \/>\n                                                 from https:\/\/medicalxpress.com\/news\/2023-02-health-usher-police-prisons-obsolescence.html\n                                            <\/p>\n<p>\n                                            This document is subject to copyright.
