{"id":596081,"date":"2023-01-09T22:30:00","date_gmt":"2023-01-10T04:30:00","guid":{"rendered":"https:\/\/news.sellorbuyhomefast.com\/index.php\/2023\/01\/09\/its-raining-cats-and-dogs-in-california-but-what-happens-to-all-that-water\/"},"modified":"2023-01-09T22:30:00","modified_gmt":"2023-01-10T04:30:00","slug":"its-raining-cats-and-dogs-in-california-but-what-happens-to-all-that-water","status":"publish","type":"post","link":"https:\/\/newsycanuse.com\/index.php\/2023\/01\/09\/its-raining-cats-and-dogs-in-california-but-what-happens-to-all-that-water\/","title":{"rendered":"It&#8217;s Raining Cats and Dogs in California\u2014but What Happens to All That Water?"},"content":{"rendered":"<section>\n<h6><em>(The opinions expressed by contributors are their own and do not necessarily represent the views of <a href=\"http:\/\/redstate.com\/\" target=\"_blank\" rel=\"noopener\">RedState.com.<\/a>)<\/em><\/h6>\n<p>It\u2019s absolutely pouring in Los Angeles Monday night as another storm hits the area, with rivers running down my street, my yard turned into a large swimming pool, and evacuations being ordered in <a href=\"https:\/\/redstate.com\/bobhoge\/2023\/01\/08\/reagan-daughter-patti-davis-regrets-her-1993-tell-all-tome-advises-prince-harry-to-be-quiet-n685684\" target=\"_blank\" rel=\"noopener\">Prince Harry<\/a>\u2019s town of Montecito (just south of Santa Barbara).<\/p>\n<p>I wrote last week about how instead of welcoming this desperately needed precipitation, the media has largely been <a href=\"https:\/\/redstate.com\/bobhoge\/2023\/01\/03\/huge-rain-finally-comes-to-drought-stricken-california-media-predictably-moans-n682915\" target=\"_blank\" rel=\"noopener\">portraying it in a negative light<\/a>, bemoaning the terrifying-sounding \u201cbomb cyclone\u201d and predicting horrible things. Yes, the historic onslaught will cause some damage, but you don\u2019t get Nature on your terms\u2014you get it on Nature\u2019s.<\/p>\n<blockquote data-conversation=\"none\">\n<p dir=\"ltr\" lang=\"en\">LOCAL : Thunderstorms continue throughout Santa Barbara\/Venutra and Los Angeles counties. Why do I say that? Because most of this water will fly down the LA River and into the ocean, an ephemeral visitor that we fail to capture or effectively utilize. In effect, God is giving us the very answer to one of California\u2019s most vexing problems\u2014and we\u2019re simply letting it slip through our hands.<\/p>\n<blockquote data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">It never rains in Southern California\u2026 Except when it does. <\/p>\n<p>And it all goes straight into the Pacific Ocean <a href=\"https:\/\/t.co\/9wKXCgiK0L\" target=\"_blank\" rel=\"noopener\">pic.twitter.com\/9wKXCgiK0L<\/a><\/p>\n<p>\u2014 Bob Hoge (@Bob_Hoge_CA) <a href=\"https:\/\/twitter.com\/Bob_Hoge_CA\/status\/1612658220790865920?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">January 10, 2023<\/a><\/p>\n<\/blockquote>\n<p>The <a href=\"https:\/\/www.latimes.com\/california\/story\/2023-01-06\/why-cant-we-capture-all-this-storm-water\" target=\"_blank\" rel=\"noopener\">Los Angeles Times<\/a> explains:<\/p>\n<blockquote>\n<p>It was by all accounts a washout, but despite heaps of water pouring into the area, drought-weary Los Angeles won\u2019t be able to save even half of it. The region\u2019s system of engineered waterways is designed to whisk L.A.\u2019s stormwater out to sea \u2014 a strategy intended to reduce flooding that nonetheless sacrifices countless precious gallons.<\/p>\n<p>Voters in 2018 approved\u00a0<a href=\"https:\/\/archive.md\/o\/m5u4x\/https:\/www.latimes.com\/california\/story\/2022-03-04\/red-tape-ensnares-los-angeles-storm-water-capture-plan\" target=\"_blank\" rel=\"noopener\">Measure W<\/a>, which is aimed at improving L.A.\u2019s aging stormwater capture system. Officials are making progress, but experts say there\u2019s a long way to go. Of an estimated 5 billion to 10 billion gallons pouring into the Los Angeles Basin from current storms, only about 20% will be captured by the county.<\/p>\n<\/blockquote>\n<p>I lived in LA several years before I understood why the city paved over the river and turned it into an unsightly mass of concrete carving through neighborhoods, usually with only a slight trickle running through it. But then I experienced my first big rain, and watched as the river turned from a dribble to a raging maelstrom. Only the tall walls of the river held it back, preventing it from sending massive floods into the surrounding areas.<\/p>\n<p>The one thing they forgot to plan for, however, was how to capture it:<\/p>\n<blockquote>\n<p>Part of the challenge is that the current system was built about 100 years ago, in an era when Angelenos were more concerned about saving lives and property from flooding than they were about drought. Their solution was to lay millions of barrels of concrete to get rid of that water faster \u2014 channelizing the L.A. River, Ballona Creek and nearly every other waterway in the area.<\/p>\n<\/blockquote>\n<blockquote data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The L.A. Meanwhile, Governor Gavin Newsom and the Sacramento legislature enacted <a href=\"https:\/\/drought.ca.gov\/state-drought-response\/statewide-emergency-water-conservation-regulations\/#:~:text=On%20May%2024%2C%202022%2C%20the,turf%20under%20homeowners'%20association%20control.\" target=\"_blank\" rel=\"noopener\">strict water use measures<\/a> this summer, leading to most of our lawns dying, and enforced tough standards on home devices\u2014meaning our showers barely get you wet and our toilets hardly flush. It\u2019s part of the culture of \u201clack\u201d that has taken over in our society; despite having vast resources we are always focused on what we don\u2019t have.<\/span><\/p>\n<p>What we do have, however, is water, and tonight I will watch it pour down all across Southern California.
