McCarthy<\/span><\/a><span> has now gone 0-6 in his attempts to become the speaker of the House, with Wednesday\u2019s <\/span><a href=\"http:\/\/newrepublic.com\/post\/169821\/mccarthy-faceplant-watch-six-rounds-voting-republicans-still-cant-pick-house-speaker\"><span>three votes<\/span><\/a><span> being entirely identical. Meanwhile, some right-wingers have been admitting that since the Republican project doesn\u2019t stand for much, other than putting their thumbs down, they could realistically pick anyone for the job.<\/span><\/p>\n<p><span>Indeed, Republicans, who spend their days decrying Democrats as radicals who will not compromise or \u201cwork with the other side,\u201d are once again proving that they have no interest in actually governing. That\u2019s the whole point of their project: little government involvement in helping people lead a better life. Representative <\/span><a href=\"https:\/\/twitter.com\/maxpcohen\/status\/1610377165480296450?s=20&#038;t=3PREMIdICfb_McHTrj0o6Q\" target=\"_blank\" rel=\"nofollow noopener\"><span>Guy Reschenthaler<\/span><\/a><span>, who has backed McCarthy\u2019s speakership bid, said Tuesday that the Republicans holding out might change their mind once Fox News\u2019 Tucker Carlson and Sean Hannity weigh in. Since then, the <\/span><a href=\"http:\/\/newrepublic.com\/post\/169816\/who-is-byron-donalds\"><span>stalemate<\/span><\/a><span> has only grown, and there is no clear end in sight.<\/span><\/p>\n<p><span>As with nearly every drama in Congress, we are reminded once again of the apathetic, cynical conservative project, one that is devoid of any concern with making people\u2019s lives better.<br \/><\/span><\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p><span>Kevin McCarthy yet again failed to secure the House speaker gavel, after six rounds of voting stretched over two days.<\/span><\/p>\n<p><span>Despite holding a majority in the House, Republicans still can\u2019t coalesce behind McCarthy\u2014or any other candidate for that matter.<\/span><\/p>\n<\/div>\n<div>\n<p><span>McCarthy secured only 201 votes, with Democrat Hakeem Jeffries again securing a plurality of 212 votes. As in the prior two rounds of voting, 20 Republicans voted against McCarthy and for Florida Representative Byron Donalds instead. An additional Republican, Representative Victoria Spartz, voted present for the third time, as a separate form of rebuking McCarthy. Despite the endless hours stuck in the House\u2019s chambers, the dissenters haven\u2019t shown any indication of budging yet.<\/span><\/p>\n<\/div>\n<div>\n<p><span>McCarthy\u2019s loss is especially impressive, given that it means three failures on the same day that former President Donald Trump endorsed his bid for House speaker.<\/span><\/p>\n<p><span>It\u2019s not clear when this floor fight will end, and the House cannot begin governing until there is a speaker. There\u2019s no set deadline, so the drama could be resolved this week or take weeks, or even months, to resolve.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Earlier in the day, Representative Lauren Boebert said former President Donald Trump called the 20 Republicans blocking McCarthy\u2019s bid and told them they \u201c<\/span><a href=\"https:\/\/thehill.com\/homenews\/house\/3798773-boebert-says-trump-should-tell-mccarthy-to-withdraw-from-speakers-race\/\" target=\"_blank\" rel=\"nofollow noopener\"><span>need to knock this off<\/span><\/a><span>.\u201d No luck, yet.<\/span><\/p>\n<p><span><i>This post has been updated.<\/i><br \/><\/span><\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p><span>Byron Donalds has become the new preferred House speaker candidate for the Republican bloc opposing <\/span><a href=\"http:\/\/newrepublic.com\/article\/169789\/kevin-mccarthy-speaker-vote-lost\"><span>Kevin McCarthy\u2019s<\/span><\/a><span> bid for the gavel. The Florida congressman made waves Tuesday when he defected from McCarthy, voting instead for Representative <\/span><a href=\"http:\/\/newrepublic.com\/post\/169806\/mccarthy-defectors-call-jim-jordan-george-washington-generation\"><span>Jim Jordan<\/span><\/a><span> on the third vote.<\/span><\/p>\n<p><span>Donalds was nominated for House speaker twice on Wednesday, and secured all 20 Republican votes against McCarthy.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Who is Byron Donalds beyond, as his initial nominator, Representative Chip Roy, said, a \u201cChristian,\u201d a \u201cfamily man,\u201d and now the second Black man nominated to lead the House?<\/span><\/p>\n<\/div>\n<div>\n<p><span>Donalds, like Democratic leader <\/span><a href=\"http:\/\/newrepublic.com\/post\/169201\/house-democrats-elect-hakeem-jeffries-partys-first-black-leader\"><span>Hakeem Jeffries<\/span><\/a><span>, was born and raised in Brooklyn, New York. Having earned degrees in finance and marketing, Donalds worked at various financial and wealth management firms.<\/span><\/p>\n<p><span>As a young man, Donalds had been <\/span><a href=\"https:\/\/floridianpress.com\/2020\/08\/byron-donalds-past-arrests-could-trigger-ethics-and-fdle-investigations\/\" target=\"_blank\" rel=\"nofollow noopener\"><span>arrested<\/span><\/a><span> on a marijuana charge, which was apparently dropped through a pretrial diversion program. A few years later, Donalds pleaded guilty to a felony bribery charge for his role in a plot to defraud a bank\u2014the charge was later expunged. \u201cThese were the actions of a young kid, I can\u2019t undo that,\u201d Donalds told a Fox affiliate in 2014. <br \/><\/span><\/p>\n<\/div>\n<div>\n<p><span>Donalds first unsuccessfully ran for Florida\u2019s 19th congressional district in 2012. In 2016, he was elected to the Florida state House, going on to win the 19th congressional seat in 2020.<\/span><\/p>\n<p><span>The Florida congressman came into Congress alongside a group of Republicans who called themselves the \u201cFreedom Force,\u201d a counterpart to the Democratic \u201cSquad\u201d that vowed to combat the supposed \u201cevil\u201d of socialism.<\/span><\/p>\n<p><span>Part of this mission apparently entailed <\/span><a href=\"https:\/\/www.eenews.net\/articles\/republicans-seek-to-help-politically-wired-metals-company\/\" target=\"_blank\" rel=\"nofollow noopener\"><span>lobbying<\/span><\/a><span> for federal funding for a cobalt plant\u2014one started by an entrenched Republican consultant who once ran the Conservative Leadership PAC and led a firm that netted nearly $1 million from Republican campaigns.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Donalds also enjoyed support from former President Donald Trump in 2020 and 2022. Donalds returned the initial favor, voting to object to the certification of Arizona\u2019s and Pennsylvania\u2019s 2020 presidential election results.<\/span><\/p>\n<p><span>In November, Donalds competed against Representative Elise Stefanik for the role of conference chair, the fourth-highest-ranking position in leadership. Stefanik, who has proudly positioned herself as a Trump supporter, had already endorsed Trump for the 2024 elections; Donalds has not yet done so. Stefanik won the position.<\/span><\/p>\n<p><span>Alliances, just like those in the broader competition for House speaker, are not entirely clear. Trump and many of his allies have stood behind McCarthy. Meanwhile, Donalds and the 19 other Republicans going against McCarthy, who previously echoed how much they love Trump, now say even his support isn\u2019t enough.<\/span><\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p><a href=\"http:\/\/newrepublic.com\/article\/167224\/kevin-mccarthy-gop-speaker-of-the-house\"><span>Kevin McCarthy<\/span><\/a><span> cannot catch a break, losing his fifth consecutive vote for speaker of the House on Wednesday.<\/span><\/p>\n<p><span>The California representative has been open about <\/span><a href=\"http:\/\/newrepublic.com\/article\/169457\/kevin-mccarthy-house-speaker-why\"><span>hoping to seize the gavel<\/span><\/a><span>, but not only has he repeatedly lost the rounds of voting, he has <\/span><a href=\"http:\/\/newrepublic.com\/post\/169796\/kevin-mccarthy-spent-entire-day-losing-votes-house-speaker\"><span>lost individual votes<\/span><\/a><span> in the process. In round five, he won just 201 votes out of his party\u2019s 222 seats.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Democratic challenger Hakeem Jeffries again won 212 votes, making him \u201cthe lead vote-getter\u201d in each round, as noted by Representative Pete Aguilar, who has officially nominated Jeffries for multiple ballots.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Congress cannot move forward until someone is elected speaker, so the proceedings will continue until someone wins. In Congress\u2019s 200-year history, there have only been <\/span><a href=\"https:\/\/history.house.gov\/People\/Office\/Speakers-Multiple-Ballots\/\" target=\"_blank\" rel=\"nofollow noopener\"><span>14 instances<\/span><\/a><span> in which it took more than two ballots to confirm the House speaker. The last one was exactly 100 years ago. It took nine rounds of votes to resolve that battle.<\/span><\/p>\n<p><span>Hopefully it does not take that long this time.<\/span><\/p>\n<\/div>\n<div>\n<p><span><i>This post has been updated.<\/i><br \/><\/span><\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p><a href=\"http:\/\/newrepublic.com\/article\/167224\/kevin-mccarthy-gop-speaker-of-the-house\"><span>Kevin McCarthy<\/span><\/a><span> lost a fourth vote Wednesday to become speaker of the House, as the Republican Party <\/span><a href=\"http:\/\/newrepublic.com\/post\/169797\/house-republican-chaos-day-two-house-gop-two-options-horrible\"><span>struggles<\/span><\/a><span> to reach a consensus.<\/span><\/p>\n<p><span>The California Republican has made <\/span><a href=\"http:\/\/newrepublic.com\/article\/169457\/kevin-mccarthy-house-speaker-why\"><span>no secret<\/span><\/a><span> of his desire to be speaker, and <\/span><a href=\"http:\/\/newrepublic.com\/post\/169803\/matt-gaetz-more-outraged-mccarthy-speaker-office-rioters-capitol\"><span>confidently<\/span><\/a><span> predicted he would have the gavel in hand by round two of voting. But he <\/span><a href=\"http:\/\/newrepublic.com\/post\/169784\/kevin-mccarthy-loses-speaker-vote-historic-wave-not-liked-party\"><span>lost three rounds<\/span><\/a><span> of ballots Tuesday, embarrassingly receiving fewer votes than his Democratic challenger, Hakeem Jeffries, and even losing votes throughout the day, proving that the third time isn\u2019t really the charm after all.<\/span><\/p>\n<\/div>\n<div>\n<p><span>McCarthy won only 201 votes in the first round on Wednesday, even fewer than the day before. <\/span><a href=\"http:\/\/newrepublic.com\/post\/169796\/kevin-mccarthy-spent-entire-day-losing-votes-house-speaker\"><span>Nineteen Republicans<\/span><\/a><span> have voted against him every time, and their ranks have grown by two. Representative Byron Donalds switched to the \u201cno\u201d camp late Tuesday, and on Wednesday, Representative Victoria Spartz\u2014who previously backed McCarthy\u2014instead voted \u201cpresent.\u201d Jeffries again received 212 votes, thanks to his party\u2019s unified backing.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Unfortunately for all of us, the shambolic proceedings will continue until someone is elected speaker. Congress cannot move forward until someone wins. The House cannot approve a rules package for the new session or committee leadership. <\/span><a href=\"https:\/\/www.politico.com\/news\/2022\/12\/29\/house-committee-staff-pay-speaker-decision-00075801\" target=\"_blank\" rel=\"nofollow noopener\"><span>Politico<\/span><\/a><span> also reported that if the speakership isn\u2019t filled by January 13, committee staffers would have to go without pay.<\/span><\/p>\n<p><span>In Congress\u2019s 200-year history, there have only been <\/span><a href=\"https:\/\/history.house.gov\/People\/Office\/Speakers-Multiple-Ballots\/\" target=\"_blank\" rel=\"nofollow noopener\"><span>14 instances<\/span><span> in which <\/span><\/a><span>it took more than two ballots to confirm the House speaker. While he could still <\/span><a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/11\/22\/house-speaker-mccarthy-republicans\/\" target=\"_blank\" rel=\"nofollow noopener\"><span>pull off a victory<\/span><\/a><span> with fewer than 218 votes, it has already become an exhausting slog.<\/span><\/p>\n<p><span><i>This piece has been updated.<\/i><br \/><\/span><\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p>Despite their newfound minority, House Democrats entered the Capitol in relatively good cheer this week, relishing the Republican disarray over who will be the next speaker. While GOP Leader Kevin McCarthy <a href=\"http:\/\/newrepublic.com\/article\/169789\/kevin-mccarthy-speaker-vote-lost\">faced several defections<\/a> in a series of votes for speaker on Tuesday, Democrats were united in their support for Democratic Leader Hakeem Jeffries. With no consensus, the House adjourned in the evening without a speaker\u2014or without actually swearing in any members\u2014ready to pick up where it left off on Wednesday.<\/p>\n<p>While there has been some early speculation about how Democrats might have a role to play in resolving McCarthy\u2019s dilemma, they\u2019ve thus far given no indication that they are ready to offer the would-be House speaker an assist. On Wednesday, Democrats signaled that they would vote against a possible motion to adjourn brought by Republicans, a move that would keep the Republican leader in the hot seat. Jeffries assured me on Wednesday morning that the party would \u201cremain united\u201d and said that he had not spoken to McCarthy about a possible resolution.<\/p>\n<\/div>\n<div>\n<p>\u201cOur colleagues are committed to support Hakeem Jeffries for speaker,\u201d Democratic Caucus Chair Pete Aguilar told reporters on Wednesday, adding that he had not heard from his Republican colleagues.<\/p>\n<\/div>\n<div>\n<p>Democrats were also generally unimpressed with the notion, <a href=\"https:\/\/twitter.com\/jimsciutto\/status\/1610649593569595393\" target=\"_blank\" rel=\"nofollow noopener\">promoted<\/a> by moderate Republican Representative Don Bacon, that they could offer some support to McCarthy. \u201cI can\u2019t imagine Democrats voting for somebody who accommodated an insurrection and turned his back on the American people for the speaker of the House of Representatives,\u201d said Democratic Representative Dan Kildee after a Wednesday morning caucus meeting. But he was open to the idea of finding a so-called unity candidate: \u201cIf they want to pursue that, they know where to find us.\u201d<\/p>\n<p>\u201cI don\u2019t see Kevin McCarthy being a unity candidate,\u201d agreed Representative Alexandria Ocasio-Cortez. \u201cI do think that if there is any potential of a coalition candidate or, you know, Democrats bailing out Republicans, I think that would have to result in a much deeper and a much more profound negotiation of the structure of the House.\u201d She offered some concessions that Republicans could make to earn Democratic votes on a speaker candidate: Granting committee chairmanships, for example, or agreeing to raise the debt limit, or a combination of multiple sweeteners. \u201cI don\u2019t think that would happen in a couple of hours,\u201d Ocasio-Cortez continued.<\/p>\n<\/div>\n<div>\n<p>Representative Rosa DeLauro also indicated that this was a Republican problem. \u201cI think they have to sort it out,\u201d DeLauro told me, adding that she didn\u2019t think it was \u201clikely\u201d Democrats would take action to help McCarthy. \u201cYou don\u2019t come to the floor of the House without the votes to be able to win.\u201d<\/p>\n<p>While Democrats may be popping the proverbial popcorn as this spectacle unfolds for their enjoyment, Kildee stopped short of saying that the new minority was having a good time. \u201cThe fact that Republicans are putting their dysfunction on full display has a lot of value. But if I wanted to have fun I\u2019d think of some other things to do,\u201d Kildee said with a laugh.<\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p><span>George Santos just had his <\/span><a href=\"http:\/\/newrepublic.com\/post\/169791\/george-santoss-no-good-bad-first-day-congress\"><span>first day<\/span><\/a><span> in Washington yesterday. Repeat\u2014yesterday. However, that is slightly less likely when the error is published on the particular website of a specific member of Congress. Matt Gaetz (@RepMattGaetz) <a href=\"https:\/\/twitter.com\/RepMattGaetz\/status\/1610466327726104577?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">January 4, 2023<\/a><\/p><\/blockquote>\n<\/figure>\n<p><span>He was joined by <\/span><a href=\"https:\/\/twitter.com\/RepAndyBiggsAZ\/status\/1610626174379786240\" target=\"_blank\" rel=\"nofollow noopener\"><span>Andy Biggs<\/span><\/a><span>, who not only voted against McCarthy every time but also ran as a <\/span><a href=\"http:\/\/newrepublic.com\/post\/168826\/who-is-andy-biggs-challenging-kevin-mccarthy-house-speaker\"><span>long-shot challenger<\/span><\/a><span> in the first round.<\/span><\/p>\n<p><span>Gaetz\u2019s outrage seems particularly ironic when compared to his reaction the last time the Capitol was occupied: on January 6, 2021, when it was overrun by supporters of former President Donald Trump trying to stop Joe Biden\u2019s election win from being certified.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Gaetz had already been <\/span><a href=\"https:\/\/talkingpointsmemo.com\/feature\/mark-meadows-exchanged-texts-with-34-members-of-congress-about-plans-to-overturn-the-2020-election\" target=\"_blank\" rel=\"nofollow noopener\"><span>involved<\/span><\/a><span> in efforts to overturn the 2020 election results. A loyal Trump toady, he has <\/span><a href=\"https:\/\/www.axios.com\/2022\/01\/06\/jan-6-social-media-congress-democrats\" target=\"_blank\" rel=\"nofollow noopener\"><span>repeatedly<\/span><\/a><span> downplayed the January 6 riot, including insisting that the FBI was involved in the attack.<\/span><\/p>\n<p><span>On the one-year anniversary of the insurrection, Gaetz <\/span><a href=\"https:\/\/www.axios.com\/2022\/01\/06\/matt-gaetz-jan-6-capitol-riot\" target=\"_blank\" rel=\"nofollow noopener\"><span>referred<\/span><\/a><span> to the rioters as \u201cpatriotic Americans \u2026 who had no intent of breaking the law and doing violence.\u201d<\/span><\/p>\n<p><span>\u201cWe\u2019re ashamed of nothing,\u201d he said on a podcast hosted by former Trump adviser and extremist Steve Bannon.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Gaetz\u2019s animosity toward McCarthy actually stems in part from the latter\u2019s response to January 6. McCarthy considered Gaetz to be one of the chief offenders during the riot, <\/span><i><a href=\"https:\/\/www.nytimes.com\/2022\/04\/26\/us\/politics\/mccarthy-republican-lawmakers.html\" target=\"_blank\" rel=\"nofollow noopener\"><span>The New York Times<\/span><\/a><\/i><span> reported. <br \/><\/span><\/p>\n<p><span>McCarthy said Gaetz was acting recklessly, such as by attacking Republican leaders who opposed Trump on television. McCarthy\u2019s number two, Republican Whip Steve Scalise, accused Gaetz of \u201cpotentially illegal\u201d behavior.<\/span><\/p>\n<p><span>At the time, Gaetz slammed both McCarthy and Scalise as \u201cweak men.\u201d And now he\u2019s one of the main obstacles to McCarthy becoming speaker.<\/span><\/p>\n<\/div>\n<\/div>\n<article itemscope itemtype=\"https:\/\/schema.org\/Article\">\n<div>\n<div>\n<p><span>The House will reconvene at noon Tuesday to try again to elect a speaker for the new Congress, and here\u2019s what could happen:<\/span><\/p>\n<p><span>1. Somehow, <\/span><a href=\"http:\/\/newrepublic.com\/article\/169789\/kevin-mccarthy-speaker-vote-lost\"><span>Kevin McCarthy<\/span><\/a><span> will prevail. This seems unlikely. Consider: During Monday\u2019s three votes, his people were surely begging, pleading with at least some of the 19, <\/span><a href=\"http:\/\/newrepublic.com\/post\/169796\/kevin-mccarthy-spent-entire-day-losing-votes-house-speaker\"><span>then 20<\/span><\/a><span> Republicans voting against McCarthy\u00a0 to switch back to supporting him or at least to vote \u201cpresent.\u201d They would have wanted to see that 19 go down to 17 on round two and 15 on round three. Instead, it went slightly up, to 20.<\/span><\/p>\n<\/div>\n<div>\n<p><span>One never knows what goes on behind closed doors, and maybe there are some setup carrots McCarthy can offer the hard-liners to win enough of them over. But look at the math. At a minimum, he needs to flip 10 deniers to vote for him and nine to vote \u201cpresent.\u201d The nine voting \u201cpresent\u201d would reduce the overall number of votes to 425 from 434 (there is one vacant district, Virginia\u2019s 4<\/span><span><span>th<\/span><\/span><span>, where Democratic incumbent Donald McEachin died and which, by the way, is a D+10 seat). Half plus one of 425 is 213, 10 more than McCarthy won yesterday.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>Looking down <\/span><a href=\"http:\/\/newrepublic.com\/post\/169796\/kevin-mccarthy-spent-entire-day-losing-votes-house-speaker\"><span>the list<\/span><\/a><span>, it\u2019s awfully hard to see 10 who\u2019ll flip to McCarthy. Nothing\u2019s impossible. But the reward-and-punishment system that exists on today\u2019s radical right will reward continued resistance and punish capitulation. They bring McCarthy down, they\u2019re heroes to Tucker Carlson and Steve Bannon and the rest; they cave, they\u2019re ninnies. Anger and dissension on the far right just deepen.<\/span><\/p>\n<p><span>2. Steve Scalise or someone else emerges. Jim Jordan? Maybe, but he\u2019s just not a good fit for the job. Well, none of them is a good fit for the job, but Jordan especially\u2014he\u2019s a pit bull, period. Can you picture him corralling votes, doing all that hard work that <\/span><a href=\"http:\/\/newrepublic.com\/article\/169101\/nancy-pelosi-always-knew-party-building-comes-first\"><span>Nancy Pelosi<\/span><\/a><span> has done so well over the years? Impossible.<\/span><\/p>\n<\/div>\n<div>\n<p><span>Scalise raises an interesting set of mostly unexplored questions. He <\/span><a href=\"https:\/\/www.nytimes.com\/2015\/01\/01\/us\/politics\/much-of-david-dukes-91-campaign-is-now-in-louisiana-mainstream.html?hp&#038;action=click&#038;pgtype=Homepage&#038;module=first-column-region&#038;region=top-news&#038;WT.nav=top-news\" target=\"_blank\" rel=\"nofollow noopener\"><span>once told a Louisiana reporter<\/span><\/a><span>, explaining his broad philosophy, that he was \u201cDavid Duke without the baggage.\u201d That quote is making the rounds in the liberal media right now. It\u2019s time for the Democrats to pick it up. How will that sit with the moderate Republicans\u2014and there are a few now, the several new members who helped the GOP get this majority? Will they want to go back to their voters in two years and explain their vote for that man? It\u2019s possible that Scalise loses some support from the middle, if Democrats raise the issue properly.<\/span><\/p>\n<p><span>The third idea floating around, that some consensus candidate will emerge, is the fantasy of people who think Aaron Sorkin is writing this. There are only two outcomes: McCarthy, or a non-McCarthy acceptable to the hard right that is running this show.
