Drones take flight across Canada’s utility sector, transforming how critical infrastructure is managed

Canada’s vast geography has always posed unique challenges for utility operators. From hydroelectric transmission corridors running through northern forests to pipelines crossing remote terrain and telecommunications infrastructure spanning thousands of kilometres, inspecting and maintaining critical assets has traditionally required helicopters, specialized crews, and significant expense.

Increasingly, however, a new tool is reshaping the sector: drones. Once viewed primarily as consumer gadgets, drones, or remotely piloted aircraft systems (RPAS), are becoming essential business tools for utility companies across Canada. Equipped with high-resolution cameras, thermal imaging systems, LiDAR sensors and artificial intelligence-powered analytics, drones are enabling utilities to inspect assets faster, more safely and often at a fraction of the cost of traditional approaches.

A natural fit for Canada?

Few countries are better positioned to benefit from drone technology than Canada. The country’s electricity grids, pipelines and communications infrastructure frequently extend across remote regions that are difficult to access by road. Traditional inspection methods often rely on helicopters, bucket trucks or technicians climbing structures, all of which carry significant safety risks and operational costs.

Drone inspections change this equation. Aerial systems can capture detailed imagery of transmission towers, conductors, substations and telecom infrastructure without requiring workers to operate near energized equipment or at height. Modern drones can also carry thermal imaging cameras capable of detecting hotspots and emerging faults before failures occur.

For utilities facing aging infrastructure, increasing climate-related risks and workforce shortages, this capability is becoming increasingly valuable. To counter this, power-line inspection has emerged as one of the most mature drone applications in Canada.

The nation’s electrical network spans more than 160,000 kilometres of high-voltage transmission lines, many of which pass through forests, mountains and sparsely populated regions. Monitoring these assets has traditionally required expensive helicopter patrols or labour-intensive ground inspections.

Using drones equipped with optical and thermal sensors, utilities can now identify damaged insulators, loose fittings, conductor defects and vegetation encroachment with far greater efficiency. Some providers are also integrating artificial intelligence systems that automatically analyse collected data and flag potential anomalies.  The result is a shift from reactive maintenance toward predictive maintenance, where problems can be identified and corrected before they trigger outages.

Hydro-Québec and Hydro One embrace innovation

Several Canadian utilities are already demonstrating the practical value of drone-based operations. Hydro-Québec has expanded the use of drones, robotics and AI to improve worker safety and infrastructure monitoring. According to company representatives, drones are now used to inspect high-voltage line joints that previously required workers to climb towers or operate from bucket trucks. The utility reports that drone-based inspections can be eight to ten times faster than traditional methods while reducing safety risks.

In Ontario, Hydro One has also incorporated drone technology into transmission projects. The company recently highlighted the use of specialized drones to string power lines in dense urban environments, reducing disruption, improving worker safety and enabling enhanced data collection for ongoing asset management. These examples illustrate how drones are moving beyond simple aerial photography and becoming integrated operational tools.

Beyond inspections

The utility potential for drones extends well beyond routine inspections. LiDAR-equipped drones can generate highly accurate three-dimensional models of infrastructure corridors. These digital representations help utilities manage vegetation growth, assess structural conditions and plan upgrades. Thermal imaging systems can identify overheating electrical components invisible to the naked eye. Some platforms are even capable of landing on energized power lines to conduct specialized tests.

Drones are also increasingly valuable during emergency response situations. After storms, wildfires or flooding events, utilities can deploy drones rapidly to assess damage and identify restoration priorities without placing personnel in hazardous environments. Given Canada’s increasing exposure to extreme weather events, this capability is likely to become even more important.

Regulation opens new opportunities

A major reason the sector is expanding is regulatory modernization. Transport Canada has introduced new rules enabling certain lower-risk Beyond Visual Line of Sight (BVLOS) operations, allowing drones to operate farther from their pilots in appropriate circumstances. These changes are particularly significant for utility companies seeking to inspect long linear assets such as transmission networks and pipelines.

Historically, operators often required Special Flight Operations Certificates for such missions, creating administrative complexity. Updated regulations are intended to support more routine BVLOS operations while maintaining safety standards.

Transport Canada has described these regulatory changes as a way to support innovation while maintaining Canada’s strong aviation safety record. The framework is expected to facilitate infrastructure inspections, environmental monitoring and operations in remote communities.

Economic and environmental benefits?

The business case for drones continues to strengthen. Industry estimates suggest that drone inspections can reduce costs substantially compared with helicopter operations while improving data quality. Drones can often operate closer to assets than crewed aircraft, capturing detailed imagery capable of revealing small defects before they become major failures.

There are apparent environmental benefits as well. For instance, replacing helicopter flights with battery-powered drones reduces fuel consumption and greenhouse-gas emissions. As Canadian utilities pursue net-zero and sustainability goals, drone programs align naturally with broader environmental strategies.

Yet, the future may involve increasingly autonomous operations. Artificial intelligence is already being used to process inspection imagery, identify defects and prioritize maintenance activities. Combined with BVLOS capabilities, future drone fleets could monitor infrastructure corridors routinely with minimal human intervention.

The development of Canada’s drone ecosystem will also depend on investment in testing facilities and innovation hubs. Sites such as the Foremost Unmanned Aircraft Systems Test Range in Alberta have played an important role in advancing BVLOS technologies and commercial drone applications.
