YPO appoints 29 firms to modular buildings framework

YPO has launched what it said is the UK public sector’s first modular buildings framework compliant with the Procurement Act 2023, appointing 29 suppliers across 15 lots.

The four-year framework gives public bodies a route to buy or hire modular buildings for education, healthcare, housing, justice and other uses. YPO said it was designed to help authorities secure faster-build, lower-waste solutions across estates facing pressure on capital budgets and carbon targets.

The procurement body said the agreement covered both 2D and 3D primary structural systems with a minimum pre-manufactured value of 55 per cent. It also requires all appointed suppliers to meet the Common Assessment Standard.

The framework includes separate lots for bought and hired education buildings, healthcare buildings, kitchen buildings, custody suites, housing and bespoke buildings. Other lots cover food cubes, kiosks, modular catering systems, restaurant and cafe buildings, and Changing Places facilities.

YPO said the agreement was intended to give customers access to turnkey delivery, including design, manufacture, supply, installation, commissioning, removal, relocation and maintenance, depending on the lot.

Michelle Walker, head of procurement service and supply solutions at YPO, said: “We have an outstanding panel of providers on this agreement, which offers innovative and sustainable solutions to meet the needs of YPO customers across the public sector.”

She said the organisation would work with providers and contracting authorities to maximise the benefits of modular products and services.

Contracts are due to run from 18 March 2026 to 17 March 2030.

The framework covers work across the UK, as well as Guernsey, Jersey and the Isle of Man.

Several lots drew strong interest from bidders. The education purchase lot received 27 tenders and the bespoke purchase lot received 28, while healthcare purchase drew 23 bids and Changing Places buildings attracted 21.

The biggest panels were on the bespoke purchase lot, with 23 suppliers appointed, and the education purchase lot, with 22.

Housing was the most concentrated area, with five suppliers appointed to both the purchase and hire lots.

The award notice listed a contract value of £500m including VAT against every lot, but also said lot values “may be shared with other lots”.
