
Oxford University’s new Life and Mind Building is the first structure to be given permission to exceed the 22.5-metre height of the Carfax Tower
The University of Oxford has launched early market engagement for a long-term construction services framework that could run for at least eight years.
The planned multi-supplier framework, managed by Oxford University Estates Services, will cover capital projects valued between £500,000 and more than £15m.
It will include new-build schemes, refurbishments, and fit-outs across the university’s estate.
According to a notice published under the Procurement Act 2023, the university is looking for contractors able to deliver work aligned with its strategic plan, with a focus on digital construction methods and net zero carbon objectives.
The framework will operate across Oxfordshire and is open to small and medium-sized enterprises. The university has not confirmed the total framework value but is seeking feedback ahead of formal procurement.
Firms wishing to express interest must register via the University of Oxford’s In-tend procurement portal by 23 October 2025.
The university has not yet finalised the contract duration, but it is expected to run from 1 March 2026 to 28 February 2034.
