Prosper appoints 34 firms to £1bn decarbonisation and refurbishment framework

Procurement body Prosper has awarded places to 34 contractors on a £1bn framework for retrofit and investment works across the UK public sector.

The Decarbonisation and Investment Works Framework will run for four years from 23 June 2025 to 22 June 2029 and will enable local authorities and public bodies to procure energy-efficiency upgrades and refurbishment work on domestic and public buildings.

The framework has been split into ten regional lots across England and Wales.

Equans, Esh and Vinci are among the firms appointed to the framework.

Prosper said it aimed to appoint up to ten principal contractors per lot, but the contract notice did not give a regional breakdown by firm.

Activities in the framework include the installation of:

  • photovoltaic panels and battery storage
  • air and ground source heat pumps
  • insulation
  • window and door replacements
  • ventilation systems
  • heating and hot water distribution upgrades.

The framework also covers wider refurbishment activities such as plastering, decoration, carpentry, roofing and remedial work to address damp and mould.

Firms will be required to comply with PAS 2035 standards on energy retrofit, and the framework includes provision for pre- and post-installation testing, as well as consultancy services.

The contract was procured via an open procedure and is structured to suit small and medium-sized enterprises. It is not suitable for voluntary, community and social enterprises.

The total potential value of the framework has been capped at £1bn, with no guaranteed spend. The largest single regional lots include London, the South East, and the North West.

The client is Prosper, a procurement consortium originally established by the Northern Housing Consortium. An architect was not named in the contract award notice.
