YPO to launch £120m construction materials framework

Yorkshire Purchasing Organisation (YPO) has begun early market engagement for a £100m framework covering construction materials and managed services.

The four-year deal from the public sector procurement body is expected to run from 10 August 2025 to 10 August 2029, with a total value of £120m including VAT.

It will cover a wide range of goods, including concrete flags, kerbs, bricks, blocks, clay and plastic pipes, road barriers, aggregates and cement products, according to a preliminary market engagement notice issued today (10 June).

The framework will also include access covers, gratings, ducting, signage, and a variety of cable and electrical accessories. A managed services element is set to cover digitisation solutions and stock-control services.

The deal is being procured under the Procurement Act 2023 and will be open to all public sector organisations, including YPO’s internal clients.

YPO has invited interested suppliers to participate in a pre-market engagement exercise by 10 July. This will include site visits focused on managed services and aims to review the scope of the previous frameworks, as well as assess new products and social value elements.

A formal tender notice is expected to be published on 10 July. SMEs are encouraged to participate in the process.

The framework will use a commercial structure and procurement route designed to reduce planning and transactional overheads for buyers.
